Nonetheless, aviation security has typically evolved haphazardly as a reaction to changing criminal events, often resulting in widespread controversy. The U.S. Government Accountability Office and the media have questioned many Transportation Security Administration procedures. This thesis uses formative program evaluation and policy analysis to investigate current assessment of airport security programs. It identifies innovative public administration and policy-analysis tools that could provide potential benefit to airport security. These tools will complement the System Based Risk Management framework if the Transportation Security Administration involves more stakeholders in collecting and analyzing pertinent data, proactive planning, and developing solutions.

An increase in federal funding to strengthen communication within the airport stakeholders has failed to deliver expected results. The purpose of this qualitative case study is to explore whether miscommunication among the TSA agents and airport employees relates to effective implementation of airport security policies. The central research question focuses on the degree to which miscommunication between the TSA and airlines regarding prohibited items at security checkpoints impeded the effective execution of federal law regarding carry on luggage on commercial aircraft. Using Weick’s organizational information theory, this study examines the implementation of airport security policy focusing on communication between government and industry organizations. A sample of 13 private airline employees and 7 airport employees at a large U.S. commercial airport participated in the study. Data was collected via semi structured interview questions. Data was coded and analyzed following an inductive coding strategy. According to study results, there is very little evidence of miscommunications between government and airline stakeholders regarding policy changes and expectations related to security procedures. However, miscommunication about the same policy changes to consumers confuses travelers, which may explain incidences of prohibited items at the security checkpoints. Implications for positive social change related to this study may assist policy makers in clarifying language to better inform travelers about security changes and prohibited items, the objective of which will promote safer flying experiences, reduce the potential for harm, and result in more expedient traveling.

However, recent attacks involving aircraft and airports in other countries underscore the continued threat to aviation and the need for an effective aviation security program. Chapter 1 examines the extent to which TSA has (1) information on the effectiveness of selected passenger aviation security countermeasures and (2) systematically analyzed the cost and effectiveness tradeoffs among countermeasures. Incidents of aviation workers using access privileges to smuggle weapons and drugs into security-restricted areas and onto planes has heightened awareness about security at commercial airports. TSA, along with airport operators, has responsibility for securing the nations approximately 440 commercial airports. Chapter 2 reports on (1) the extent to which TSA has assessed the components of risk and (2) the extent to which TSA has taken actions to oversee and facilitate security, among other objectives. U.S. policies and strategies for protecting air cargo have focused on two main perceived threats: the in-flight detonation of explosives concealed in an air cargo shipment and the hijacking of a large all-cargo aircraft for use as a weapon to attack a ground target such as a major population center, critical infrastructure, or a critical national security asset. Additionally, there is concern that chemical, biological, or radiological agents or devices that could be used in a mass-casualty attack in the United States might be smuggled as international air cargo as discussed in chapter 3. On 31 August 2016, as part of a shift in U.S. policy toward Cuba, air carriers resumed scheduled commercial flights between the United States and Cuba, a route previously only open to public and private charter carrier operations. Chapter 4 examines (1) the extent to which TSA followed its standard operating procedures when assessing aviation security at Cuban airports in fiscal years 2012 through 2017; (2) the results of TSAs Cuban airport assessments in fiscal years 2012 through 2017; and (3) the results of TSAs air carrier inspections for Cuba in fiscal years 2016 -- when commercial scheduled air service between the United States and Cuba resumed -- and 2017.

Abstract: Today, aviation security is at the forefront of public consciousness particularly when they think of their own personal safety. The dramatic and catastrophic attacks of 911, utilizing civil aviation resources has made the world view aviation security with a critical eye. It could be argued that the response by States and individual airports and airlines has been positive and rapid, however the effectiveness has been marginal. Many factors have been proffered as the reason, from ineffective conservative governments, out-dated equipment, old infrastructure to a traditional mind-set that does not always accept change. Due to the limited scope of this research paper, the author has chosen to concentrate on Corporate Governance and three associated principles, "ethics," "accountability" and "oversight" to assess the effectiveness of aviation security. This theme was chosen because, in the 1990s the Hong Kong Government considered Corporate Governance was a key ingredients needed for a positive paradigm shift in the way aviation security was implemented at the Hong Kong International Airport (HKIA). Government and the public felt, that the management of the old "Kai Tak" airport in Kowloon prior to 1998 did not adequately consider Corporate Governance as a key ingredient to successful security resulting in long-standing misgivings about the airport''s ability to meet security requirements. Fortuitously for this research paper, HKIA was relocated from Kowloon to Lantau Island in 1998 and a new Government owned company Aviation Security Company Limited (AVSECO) was set up at that time to provide the security. The Government and the Board of Directors of AVSECO were able to learn from the weaknesses of the old airport and from the outset understood the need for a change in the way the security was provided at the airport. So spurred on by the imminent airport relocation and the establishment of a AVSECO at the new airport, the Government considered it was an ideal time to change the security philosophy and make the new company accountable through good corporate governance. With this background, the aim of this research paper is to review the standards and recommended practices set by the International Civil Aviation Organization (ICAO), which is a Specialized agency of the UN having the aim of safeguarding civil aviation against actual and threats of ''unlawful interference to civil aviation''. To do this, there is a literature review and observations from within the aviation industry. This review found that the security measures implemented to enforce the standards and therefore counter the real and emerging threats has been poor throughout the world. The question the industry therefore needs to ask is "If all the experts of the world have joined together (through ICAO) to set the standards to mitigate the risk, why does the public still feel the measures are unrealistic or ineffective in most airports?" Also, "Why, when we know in theory what to do, is it that many airports still fail to stop the threats? "In order to solve this puzzle, the paper critically looks at the international standards and their global implementation.
