Book excerpt: This paper refines indicators to measure innovation in environment-related technologies, drawing on recent methodological advances that allow a more accurate assessment of environment-related innovation in a broader range of countries and covering a greater variety of the relevant technologies. Three indicators are discussed in the paper: an indicator of technology development (a measure of inventive activity) in over 80 specific environmental technologies; an indicator of international collaboration in technology development (a measure of co-invention); and an indicator of technology diffusion (a measure of market protection). These indicators provide a range of tools for assessing innovative performance in country and policy studies. The indicators are based on patent data because they have a number of attractive properties compared to other alternatives: they are widely available, quantitative, commensurable, output-oriented and capable of being disaggregated - an important advantage when analysing environmental technologies. At the same time, not all innovations or inventions are patented, and measuring the number of patents by itself does not provide an indication of their relative importance and impact. Techniques have been developed to overcome these limitations, yet it is important to carefully interpret patent-based indicators.

Book excerpt: Firms and governments spend billions of dollars on R&D every year. To increase social welfare, the results of R&D must be commercialized so that consumers can benefit from improved products and lower prices. One measure of R&D output is patents; however, most patent databases contain no information on whether patents have been commercialized, i.e., whether innovations have been introduced in the market. This paper applies a new method to identify innovations in patent databases by relating traditional patent quality indicators (patent renewal, patent equivalents and forward citations) to patent commercialization variables. For this purpose, I use a unique database on Swedish patents that includes information on whether patents are commercialized and whether the commercialization is profitable. The estimations show that commercialization is strongly positively correlated with both patent renewal and patent equivalents but only moderately positively correlated with forward citations. Further, successful innovations are most positively related to patent renewal. Based on the traditional patent quality indicators and estimated parameters in the model, probabilities of commercialization and successful innovations can be predicted. The developed parameters may be used to identify innovations across sectors and regions in other patent databases.

Book excerpt: Abstract: When studying solutions to long-term environmental problems such as climate change, it is important to consider the role that technological change may play. Nonetheless, to date few economic models of climate change explicitly model the link between policy and technological change. There is a growing body of evidence that the incentives offered by prices and environmental regulations have a strong influence on both the creation and adoption of new technologies. In several recent papers, I have used patent data to examine the links between environmental policy and technological change. In addition, I have used the results of this research to calibrate the ENTICE model (for Endogenous Technological change) of climate change, which links energy-related R & D to changes in the price of carbon. Drawing on my experiences from empirical studies on innovation and from modeling the climate change problem, in this paper I review some of the key lessons from recent empirical work using patents to study environmental innovation and diffusion, and discuss its implications for modeling climate change policy. I conclude by offering suggestions for future research.

We use a novel dataset, making use of the IPC Green Inventory of the World Intellectual Property Organization (WIPO) to analyze four broad categories of green energy technologies including alternative energy production technologies, energy conservation technologies, and green transportation. We use these data to look at how patent families and PCT international patent applications have evolved in this field in recent years. We find that energy innovation-related patenting has first expanded exponentially up until 2013, both in terms of the total number of patent families and PCT international patent applications in green energy technologies. Yet this period of accelerated growth in the number of published green energy patents has been followed by a period of deceleration—even a slow decline. Although most green energy technologies have seen a downward trend in the annual number of patents published since 2012, the decline has been most pronounced in nuclear power generation technologies and alternative energy production technologies. The latter notably include renewable energy technologies, such as solar and wind energy, and fuel cells. In contrast, patents in energy conservation technologies and green transportation technologies have continued to grow, but at a slower pace.

Book excerpt: Traditionally, the mining sector has been considered a slow innovator compared to other industries, like the manufacturing or pharmaceutical industries. However, we observe an upsurge in the innovation activity of the mining industry in the first half of the 2000s. During this period, mining innovation started to increase rapidly after periods of stagnation and downward trends. To conduct and in-depth investigation of the global trends and patterns behind this structural change in mining innovation, we formulated a general search strategy to identify patent activity in this sector. The strategy is repeatable over time and in multiple databases. It enabled us to produce a dataset of patents in mining and mining-related technologies. Using this newly-created database we identified at the basis of the structural change a switch away from refining technologies into exploration and environmental technologies probably explained by the took over of the so-called 4th Industrial Revolution. The types of actors active in the mining innovation also changed across time: there are now many more individuals, research centers and universities innovating in mining and relatively less companies. Finally, the country composition in the pool of mining innovation activity has radically changed with the appearance of China on the global scene starting from early 2000.

Results suggest that the tightening of environmental policies since the early 1990s have made a statistically and economically significant contribution to the increase in clean innovation. These effects generally materialized quickly, within 2 to 3 years of the policy change, and were driven by individually significant marginal effects of both market-based policies – such as feed-in tariffs and trading schemes – as well as non-market policies, such as R&D subsidies or emission limits. Looking at electricity innovation in particular, the paper finds that the estimated effect on total innovation is positive on net, meaning that increased innovation in clean and grey technologies is not offset by a decrease in innovation in dirty technologies. From a policy point of view, the paper’s results call for strong policy efforts to decisively shift innovation towards clean technologies.
