This consultation document asks how the government can best reflect the reality of child poverty using a multidimensional measure. The most recent child poverty statistics revealed a large reduction in the number of children living below the relative poverty threshold. However, this was largely due to a fall in the median income nationally that pushed the poverty line down. Absolute poverty remained unchanged and the children who were "moved out" of poverty were in fact no better off than before. This document considers a number of potential dimensions: income and material deprivation, worklessness, unmanageable debt, poor housing, parental skill level, access to quality education, family stability and parental health. This consultation seeks views on the specifics of each dimension as well as whether the government should include other dimensions in a multidimensional measure of child poverty along with technical questions about how to build a measure

Book excerpt: "The inclusion of new material deprivation questions from 2004/05 was based on quantitative research to determine the most reliable and valid indicators of deprivation among families with children. It was envisaged that this set of questions would need to be updated over time, to reflect changes in what people believe to be the necessities of life. The Child Poverty Unit commissioned the analysis in this report to update, if and where necessary, the current Family Resources Survey questions used to measure children’s material deprivation. Recommendations for such changes would reflect movements in what are perceived to be necessities since the current questions were introduced, and any changes in the ability of such questions, taken as a whole, to track material deprivation among families with children. This report provides evidence on which items (material goods, activities and access to services) are now regarded as essential in the UK. It draws on this evidence to propose changes to the overall set of indicators used to measure child poverty." -- Back cover.

Available in PDF, EPUB and Kindle. Book excerpt: Child poverty is a central and present part of global life, with hundreds of millions of children around the world enduring tremendous suffering and deprivation of their most basic needs. Despite its long history, research on poverty and development has only relatively recently examined the issue of child poverty as a distinct topic of concern. This book brings together theoretical, methodological and policy-relevant contributions by leading researchers on international child poverty. With a preface from Sir Richard Jolly, Former Assistant Secretary General of the United Nations, it examines how child poverty and well-being are now conceptualized, defined and measured, and presents regional and national level portraits of child poverty around the world, in rich, middle income and poor countries. The book's ultimate objective is to promote and influence policy, action and the research agenda to address one of the world's great ongoing tragedies: child poverty, marginalization and inequality.

Book excerpt: This book brings together a range of theoretical and empirical perspectives on conceptualization, measurement, multidimensional impacts and policy and service responses to address child and family poverty. It illuminates issues and trends through country level chapters, thus shedding light on dynamics of poverty in different jurisdictions. The book is structured into three sections: The first includes introductory chapters canvassing key debates around definition, conceptualization, measurement and theoretical and ideological positions. The second section covers impacts of poverty on specific domains of children’s and families’ experience using snapshots from specific countries/geographic regions. The third section focuses on programs, policies and interventions and addresses poverty and its impacts. It showcases specific interventions, programs and policies aimed at responding to children and families and communities and how they are or might be evaluated. Cross national case studies and evaluations illustrate the diversity of approaches and outcomes.

This measurement is based upon internationally agreed definitions arising from the international framework of child rights. Indicators of severe deprivation of basic human need for shelter, sanitation, safe water, information, health, education and food were constructed using survey data on nearly 1.2 million children in 46 countries collected mainly during the late 1990's. This is the largest, most accurate survey sample of children ever assembled.

Book excerpt: Child poverty is rising across affluent Western societies; how it is measured is vital to how governments act to prevent, alleviate or eliminate it. While the roots of childhood poverty are fiercely debated and contested, they are all too often misrepresented in policy and media discourses. Seeking to redress this problem, Treanor places children’s experiences, needs and concerns at the centre of this critical examination of the contemporary policies and political discourses surrounding poverty in childhood. She examines a broad range of structural, institutional and ideological factors common across developed nations, and their impacts, to interrogate how poverty in childhood is conceptualised and operationalised in policy and to forge a radical pathway for an alternative future.

Available in PDF, EPUB and Kindle. Book excerpt: This edited collection provides a comprehensive examination of multidimensional poverty for a wide variety of economies and societies, with a general focus on multidimensional poverty in developed countries, where poverty is often overlooked. Arguing that income- and consumption-based poverty measures cannot provide a full picture of the presence and extent of poverty, the contributors suggest new ways to structure assessment indexes. Complementing the discussion of new rubrics, a series of single-country and comparative examples from Europe and the United States examine variation in multidimensional poverty incidence and the extent of deprivation. This combination of methodology and application will appeal to academics, researchers, and policymakers alike.

Available in PDF, EPUB and Kindle. Book excerpt: Each year's poverty figures are anxiously awaited by policymakers, analysts, and the media. Yet questions are increasing about the 30-year-old measure as social and economic conditions change. In Measuring Poverty a distinguished panel provides policymakers with an up-to-date evaluation of: Concepts and procedures for deriving the poverty threshold, including adjustments for different family circumstances. Definitions of family resources. Procedures for annual updates of poverty measures. The volume explores specific issues underlying the poverty measure, analyzes the likely effects of any changes on poverty rates, and discusses the impact on eligibility for public benefits. In supporting its recommendations the panel provides insightful recognition of the political and social dimensions of this key economic indicator. Measuring Poverty will be important to government officials, policy analysts, statisticians, economists, researchers, and others involved in virtually all poverty and social welfare issues.

Book excerpt: In recent years, poverty has generally been understood in "relative" terms. That is, people are regarded as poor if they earn less than some benchmark relative to average earnings. The policy response of income transfers, which are used to address the perceived problem of relative poverty, has often led to serious problems that actually reduce long-term opportunities for poorer people. The author proposes an entirely new way of measuring poverty. If this measure were applied, public policy would orientate itself towards creating the conditions that allowed the poor to become better off. This monograph is essential reading for all involved in the poverty debate. Its approach to the measurement of poverty and its policy conclusion are original and soundly based on evidence.
