Specifically, if hydro, solar, and wind generation continues to be integrated into the global power system, we can power an EV-based transportation network cleanly and sustainably. To this end, major car manufacturers are now producing and marketing EVs. Unfortunately, at the time of this writing, drivers are slow to adopt EVs due to a number of concerns. The two greatest concerns are range anxiety-the fear of being stranded without power and the fear that necessary charging infrastructure does not exist-and the unknown return on investment of EVs over their lifetime. This thesis presents computational approaches for measuring and mitigating EV adoption barriers.

This is mainly due to three major barriers to the widespread adoption of these vehicles, with one of them being their limited average driving distance. Although the limited range of these cars would theoretically be sufficient to match the usage patterns of most drivers, they are generally unwilling to accept it. In this regard, users often report serious concerns about not reaching their planned destinations due to battery depletion, which is commonly referred to as range anxiety. Within this cumulative dissertation, four research questions were derived, aiming to investigate measures that mitigate range anxiety and thus positively affect the attitude toward using EVs. To answer these research questions, six studies were conducted. The insights gained from analyzing the data provide researchers with an in-depth knowledge for investigating the influence of information systems on range anxiety. In addition, practitioners find decision support for addressing the phenomenon of range anxiety in implementing and designing information systems.

There are, however, substantial technical, social, and economic barriers to widespread adoption of electric vehicles, including vehicle cost, small driving range, long charging times, and the need for a charging infrastructure. In addition, people are unfamiliar with electric vehicles, are uncertain about their costs and benefits, and have diverse needs that current electric vehicles might not meet. Although a person might derive some personal benefits from ownership, the costs of achieving the social benefits, such as reduced GHG emissions, are borne largely by the people who purchase the vehicles. Given the recognized barriers to electric-vehicle adoption, Congress asked the Department of Energy (DOE) to commission a study by the National Academies to address market barriers that are slowing the purchase of electric vehicles and hindering the deployment of supporting infrastructure. As a result of the request, the National Research Council (NRC)--a part of the National Academies--appointed the Committee on Overcoming Barriers to Electric-Vehicle Deployment. This committee documented their findings in two reports--a short interim report focused on near-term options, and a final comprehensive report. Governments started to focus on remedies to the upcoming climate change threat and seek solutions through policies and regulations. The negative impact of carbon emissions along with pressure from governmental and social organizations force automotive manufacturers to shift to alternative energy sources. However, EV transition is a complex problem because its stakeholders are very diverse including governments, policy makers, EV manufacturers, and Non-Government Organizations (NGOs). Consequently, the barriers to EV adoption are not only consumer oriented, rather exist under many categories. The literature has yet to offer a comprehensive, quantified list of barriers to EV adoption. Although the enacted policies are known, the effectiveness of these policies in mitigating EV adoption is not known. The objective of this research is to assess policy alternatives for mitigation of EV adoption barriers by developing a comprehensive evaluation model. Barriers are grouped under Social, Technical, Environmental, Economic and Political (STEEP) perspectives that are perceived by decision makers as important for adoption process. The decision model of research links the perspectives to barriers, and policy alternatives. The research implements the hierarchical decision model (HDM) to construct a generalized policy assessment framework. Data for EV adoption barriers were collected from the abovementioned stakeholders. Experts' qualitative judgments were collected and quantified using the pair-wise comparison method. The final rankings and effectiveness of policy alternatives were calculated. This research's results showed that the most important perspective is Economic. The top three most important barriers to EV adoption were identified as Initial Cost, Battery Cost, and Entrenched Technology Resistance, respectively. The most effective policy in mitigating EV adoption barriers is R&D Incentives. The research also extended the policy effectiveness research with Policy Effectiveness Curves by reaching out to additional experts. These curves helped determine the effectiveness of each of the 6 policies at different implementation levels. Based on these results, 25 scenarios were applied by combinations of policies at different implementation levels to investigate how the effectiveness of policies can change compared to today's conditions.

Book excerpt: Highway fast-charging stations located between major population centers are necessary to address consumer charging concerns and thus to support the continued adoption of electric vehicles to meet decarbonization policy targets. Yet such stations, if sized to support anticipated demand, may cause operational difficulties on the power grid. Using a spatially resolved model of the power transmission network and a detailed market simulator, we characterize the effects of large-scale EV fast-charging on the Texas ERCOT system. We further explore three strategies to mitigate these effects -- energy storage colocation, network reinforcement, and demand flexibility -- and quantify their costs. This analysis is unique in its focus on highway fast-charging, in its nodal representation of the power grid, and in its measurement of transmission-level impacts. We find that highway fast-charging stations do have the potential to cause transmissionlevel impacts, especially by exacerbating local transmission constraints. Inter-zonal transfer constraints and increased costs due to the dispatching of more expensive generation also contribute to system costs. We develop a general method to identify the most impactful charging stations, but we find that the determination of cost-effective mitigation strategies for each station requires a more tailored approach. Our analysis indicates that transmission reinforcement and battery co-location are relatively competitive mitigation strategies, but that demand flexibility is not. When considering policies to promote fast-charger development, policymakers should focus on involving multiple stakeholders who can contribute different expertise to identify costefficient solutions. Specifically, we suggest a central role for power utilities due to their experience planning transmission reinforcement, but we also highlight an important role for private developers, especially in the United States, for political feasibility and overall cost controls.

Several scenarios are promising, but strong, and effective policies such as research and development, subsidies, energy taxes, or regulations will be necessary to overcome barriers, such as cost and consumer choice.

Book excerpt: We use car-level micro data to provide empirical evidence on the usage of conventional and electric vehicles (EVs) in private and car sharing fleets in Germany. We shed light on both monetary and non-monetary barriers to EV adoption and usage by exploiting the feature that variable costs are identical for shared vehicles but different for private car owners across engine types. While drivers respond to monetary incentives when using conventional cars, this does not hold for EVs. We find that EVs are, on average, driven shorter distances than conventional vehicles, both in terms of annual and single-day mileage, even if costs are identical. We also document that car sharing intensifies the usage of conventional cars but not that of EVs.
