Improved management of land, freshwater, coasts and oceans is a key environmental challenge of our time. It is needed to prevent the millions of tons of plastic and other pollutants that enter the ocean from land-based sources each year. It is essential to reduce highly polluted, oxygen-depleted “dead zones” in our coastal and marine waters. Extensive diversions of the flows of rivers need to be avoided to ensure that little or no water reaches the sea. Source-to-sea (S2S) is an emerging concept to improve understanding of how to effectively manage freshwater, land, coastal and marine systems. The collected works in this book explore experiences with S2S management in diverse regions across Europe, Asia, Africa and Australia, addressing sedimentation, nutrient and pharmaceutical pollution in freshwater and marine aquatic environments, and marine debris on the coasts and in the seas. Book excerpt: This book explores the role and status of local and regional authorities (also referred to as 'subnational authorities' or 'SNAs') in European Union law, and reveals the existence of two parallel yet opposed constitutional imaginations of the supranational legal order. Through a survey of various areas of EU law, including primary and secondary legislation, case law as well as various soft law instruments, Finck introduces two narratives. These are the 'outsider narrative' and the 'insider narrative' that frame these constitutional imaginations. According to the outsider narrative, the structure of the legal order is bi-centric, composed of the member states and the EU only. This narrative envisages SNAs as outsiders of EU law, whose interactions with Union law are merely of an indirect nature. However, in addition to this well-known account of EU law, a parallel yet distinct narrative can be identified according to which SNAs are insiders that entertain direct relations with the European Union and contribute to the substantive development of EU law. It is illustrated that the coexistence of both narratives has wider implications as it points towards a shift in the structure of the European legal order itself, which is transitioning from bi-centricity to polycentricity.

During the previous decades the progress in computer technology and computational methods has supported the development of advanced mathematical models for pollutant transport in rivers and streams. This book is intended to provide the fundamental knowledge needed for a deeper understanding of these models and the development of new ones, which will fulfil future quality requirements in water resources management. This book focuses on the fundamentals of computational techniques required in water quality modelling. Advection, dispersion and concentrated sources or sinks of contaminants lead to the formulation of the fundamental differential equation of pollutant transport. Its integration, according to appropriate initial and boundary conditions and with the knowledge of the velocity field, allows for pollutant behaviour to be assessed in the entire water body. An analytical integration is convenient only in one-dimensional approach with considerable simplification. Integration in the numerical field is useful for taking into account particular aspects of water body and pollutants. To ensure their reliability, the models require accurate calibration and validation, based on proper data, taken from direct measurements. In addition, sensitivity and uncertainty analysis are also of utmost importance. All the above items are discussed in detail in the 21 chapters of the book, which is written in a didactic form for professionals and students.
