We seek a Department-wide culture of gender dignity and respect where sexual assault is completely eliminated and never tolerated, where sexual assault victims receive compassionate and coordinated support, and where offenders are held appropriately accountable. Every Sailor, Marine, and DON civilian shares dual responsibilities for their own actions and for protecting each other from harm. Our Core Values demand nothing less.Combating sexual assault and supporting sexual assault victims are primary responsibilities at every level of civilian and military leadership. Commanders must take every report of sexual assault seriously, immediately refer reports to the Naval Criminal Investigative Service (NCIS) for investigation, support investigative and criminal justice procedures that enable persons to be held appropriately accountable, and actively protect sexual assault victims from retaliation or revictimization. We seek to help sexual assault victims heal as individuals and succeed in their careers. Individuals who file an Unrestricted or Restricted Report of sexual assault must be protected from reprisal, or threat of reprisal, for filing a report.Victim-support SAPR services and medical care must be victim-centric, gender-responsive, culturally competent, and recovery-oriented. Sexual assault victims shall be given priority and treated as emergency cases. To the maximum extent possible, processes and terminology shall be standardized across Services and organizations. The establishment of performance standards for key victim-support processes, and their periodic structured assessment, are necessary for ensuring consistent and effective victim support.

Book excerpt: The Department of Defense is unequivocal in its commitment to ensure that victims of sexual assault be protected, treated with dignity and respect, provided proper medical and psychological care, and that the perpetrators of such assaults be held accountable. Task Force Charter On February 5, 2004, Secretary of Defense Donald Rumsfeld directed the Under Secretary of Defense for Personnel and Readiness, Dr. David S.C. Chu, to undertake a 90-day review of all sexual assault policies and programs among the Services and DoD, and recommend changes necessary to increase prevention, promote reporting, enhance the quality and support provided to victims, especially within combat theaters, and improve accountability for offender actions. Review Methodology On February 13, 2004, the Under Secretary of Defense for Personnel and Readiness established an eight member Department of Defense Care for Victims of Sexual Assaults Task Force. The Task Force formulated a review plan, which included the following: Request and analyze sexual assault incidence and demographic data from the Services. Request and assess current DoD-wide, Service-wide and Combatant Command-wide sexual assault policies and programs. Perform literature review on sexual assault, including review of prior studies and reports on DoD sexual assault and related programs. Discuss sexual assault prevention, reporting, response, and disposition issues with commanders, non-commissioned officers, junior enlisted personnel, service providers (medical, mental health, victim advocate, victim witness advocate, chaplains, law enforcement, investigative agencies, and legal personnel), and victims. Consult with subject matter experts within the Department of Defense, other federal agencies, civilian experts, and sexual assault support organizations about matters that should inform our review with respect to prevention, reporting, response, and disposition of sexual assault cases.

Book excerpt: Incidents of sexual harassment and assault contradict the academies' core values to treat all with dignity and respect. Yet, since 2003, each of the Department of Defense (DOD) academies and the Coast Guard Academy has experienced at least one incident. In 2003, Congress directed DOD to establish programs and to submit annual reports, and although not required, the Coast Guard Academy, within the Department of Homeland Security, has taken similar action. GAO was asked to review sexual harassment and assault programs at the academies. This report evaluates (1) the academies' programs to prevent, respond to, and resolve sexual harassment and assault cases; (2) the academies' visibility over sexual harassment and assault incidents; and (3) DOD and Coast Guard oversight of their academies' efforts. GAO analyzed data for program years 2003 through 2006, reviewed requirements, met with service and academy officials, and interviewed randomly selected students at each academy. GAO suggests that Congress consider requiring the Coast Guard Academy to submit data for DOD's annual report and to participate in assessments methodologically comparable to those administered by DOD. GAO is also making recommendations to DOD and the Coast Guard to improve oversight of sexual assault and harassment at their academies. Both agencies concurred or partially concurred with GAO's recommendations.

Separately, the Coast Guard requested that we expand the 2014 study to include an assessment of its active and reserve force. This report provides initial top-line active-duty Coast Guard estimates from the resulting RAND Military Workplace Study, which invited close to 560,000 service members to participate in a survey fielded in August and September of 2014. The RMWS takes an approach to counting individuals in the military who experienced sexual assault, sexual harassment, or gender discrimination that measures the incidence of specific crimes and violations. Our measurement of sexual assault aligns closely with the definitions and criteria in the Uniform Code of Military Justice (UCMJ) for Article 120 crimes. The survey measures of sexual harassment and gender discrimination, which together we refer to as sex-based military equal opportunity (MEO) violations, use criteria drawn from DoD Directive 1350.2. Compared with past surveys that were designed to measure a climate of sexual misconduct associated with illegal behavior, the approach used in the RMWS offers greater precision in estimating the number of crimes and MEO violations that have occurred."--Publisher's website.
