Book excerpt: When a large, complex target is rotated to obtain a radar cross section (RCS) pattern, the observed RCS typically exhibits violent oscillations. Significant RCS data may be obscured by the oscillations. These oscillations may be smoothed through the use of a frequency-stepping technique in which the radar frequency is shifted from pulse to pulse. The result is an RCS pattern in which the characteristics of individual scatterers are emphasized rather than the interactions between the scatterers. An ancillary result of the frequency-stepping technique is that it may be used to obtain greatly improved range resolution. Instrumentation requirements include a stairstep voltage waveform generator, a voltage-tuned oscillator, a narrowband filter, and a moving corner reflector. The results of frequency stepping measurements on a two-element interferometer, a target with theoretically predictable back scattering characteristics, correspond closely to predicted results. Predictable features appear on frequency-stepping measurements of a vehicle mock-up. (Author).

The primary purpose was to investigate the degradation of data resulting from cross section and phase computations by using a scattering matrix whose elements had been degraded by noise. A review of the matrix representation of target scattering characteristics is presented along with a discussion of the measurement system and calibration procedure used to obtain the measured data. The measured data was obtained by using an absolute phase measuring radar system operating at 3 gigahertz. The scattering matrix of three targets, designed to exhibit distinctly different scattering characteristics, was measured at various signal-to-noise ratios. The measured data was then used as input data to an IBM 7090 which calculated cross sections and phase at five polarizations. The calculated data was used to generate degradation curves for each of the three types of targets. In addition, computed vs measured cross section and phase information on each of the three targets is presented for the case of 45-degree linear transmission and reception. (Author).

A street-sized walk, appropriately called the Diag, runs diagonally across this square, connecting its southeast and northwest corners. In 1904 a new engineering building was either started or finished (I do not remember which) to house classrooms. When another engineering building was built on the expanded campus across the street from it many years later, the old building came to be known as West Engine, to distinguish it from the new East Engine. Old West Engine is (or maybe by now, was) a four-story, L-shaped structure that stood at the southeast corner of the original campus. It was built with an arch in it to straddle the Diag at the apex of the L. You walked over the Engineering Arch to get from one leg of the L to the other if you were inside the building, and you walked under it when you entered the campus from the southeast corner. Affixed to the masonry wall of the arch was a plaque I often noted in passing. It bore a quote attributed to Horace Greeley (1811-1872), who I did not know at the time was the founder, editor, and publisher of the New York Tribune. It said, simply, Young man, when theory and practice differ, use your horse sense. The suggestion seems worthy of an exclamation point instead of a period, but I do not remember if it had one.
