Book excerpt: Low-level measurements of the long-lived actinide isotopes have a number of important applications throughout the DOE complex. These include radiobioassay programs, environmental assessments, characterization of radioactive wastes, evaluation of waste storage and treatment options, environmental remediation, basic research in chemistry and geochemistry, and other specialized non- proliferation and national security applications. As an example, it has been estimated that for the next few decades more than 1 million radiochemical analyses per year will be needed in support of US efforts to remediate the legacy of radioactive waste generated by weapons production and the nuclear power industry (Crain, 1996). Traditional radiometric counting methods do not have sufficient sensitivity to address many of these requirements. There is also a growing need to evaluate and monitor exposures to DOE workers involved in decommissioning, environmental management and/or remediation of contaminated sites and facilities. Quantitative measurements based on low-level detection techniques are of particular interest in the validation of radionuclide transport models and improving radiation dosimetry/risk estimates. Quantitative data and information are required to assess the potential health-effects of exposures occurring under special conditions (e.g., resuspension/inhalation of high-specific activity particles), of inhomogeneous radiation exposure and assessment of associated dose distributions to different parts of the body/tissue, of low dose exposure, and to validate and/or develop new and improved dosimetry models. Atom counting technology has now developed sufficiently to provide substantially better sensitivity than ionizing radiation detectors for selected long- lived radionuclides. Clearly the development of a robust, high-throughput, highly sensitive actinide measurement capability based on this new technology would have broad and sustainable impact on a range of DOE initiatives. One potential measurement technique for meeting these requirements is accelerator mass spectrometry (AMS). AMS is a widely accepted analytical technique for measurement of isotopes such as 14 C, 26 Al, 36 Cl (Vogel et al., 1995) but has only recently been demonstrated for the quantitative detection of actinides (Fifield et al., 1996). The Center for Accelerator Mass Spectrometry (CAMS) at the Lawrence Livermore National Laboratory (LLNL) operates the most versatile and most productive AMS instrument in the world (Roberts et al., 1996). The addition of a Heavy Ion Beamline and associated hardware for actinide detection are in an advanced stage of development. Detection limits for actinide elements are expected to be on the order of 1 ́10 6 atoms (~0.5 fg) or lower with an initial measurement capacity of a few hundred samples per year. The ultimate detection sensitivity is expected to be ~1 ́10 5 atoms. Here we provide a review of non-conventional measurement techniquesÑincluding AMSÑfor the determination of low-levels of 239 Pu and other actinide elements in environmental samples. We include a discussion of potential measurement interferences and sample preparation requirements for the different techniques, and outline our proposed AMS system design and strategic approach for the development of low-level actinide detection capability at CAMS.

Book excerpt: During the summer 2000, I was given the opportunity to work for about three months as a technical trainee at Lawrence Livermore National Laboratory, or LLNL as I will refer to it hereafter. University of California runs this Department of Energy laboratory, which is located 70 km east of San Francisco, in the small city of Livermore. This master thesis in Radioecology is based on the work I did here. LLNL, as a second U.S.-facility for development of nuclear weapons, was built in Livermore in the beginning of the 1950's (Los Alamos in New Mexico was the other one). It has since then also become a 'science center' for a number of areas like magnetic and laser fusion energy, non-nuclear energy, biomedicine, and environmental science. The Laboratory's mission has changed over the years to meet new national needs. The following two statements were found on the homepage of LLNL (http://www.llnl.gov), at 2001-03-05, where also information about the laboratory and the scientific projects that takes place there, can be found. 'Our primary mission is to ensure that the nation's nuclear weapons remain safe, secure, and reliable and to prevent the spread and use of nuclear weapons worldwide'. 'Our goal is to apply the best science and technology to enhance the security and well-being of the nation and to make the world a safer place.' The Marshall Islands Dose Assessment and Radioecology group at the Health and Ecological Assessments division employed me, and I also worked to some extent with the Centre for Accelerator Mass Spectrometry (CAMS) group. The work I did at LLNL can be divided into two parts. In the first part Plutonium (Pu) measurements in sediments from the Rongelap atoll in Marshall Islands, using Accelerator Mass Spectrometry (AMS) were done. The method for measuring these kinds of samples is well understood at LLNL since soil samples have been measured with AMS for Pu in the past. Therefore it was the results that were of main interest and not the technique. The second part was to take advantage of AMS's very high sensitivity by measure the Pu-concentrations in small volumes (0.04-1 L) of seawater. The technique for using AMS at Pu-measurements in seawater is relatively new and the main task for me was to find out a method that could work in practice. The area where the sediment samples and the water samples were collected are high above background levels for many radionuclides, including Pu, because of the detonation of the nuclear bomb code-named Castle Bravo, in 1954.

Book excerpt: The need for ultra-sensitive actinide measurements continues to expand in the fields of environmental stewardship, nuclear isotope forensics, radiobioassay and environmental research. We have developed a heavy isotope accelerator mass spectrometry (AMS) system at Lawrence Livermore National Laboratory's Center for Accelerator Mass Spectrometry (CAMS). The system was designed particularly for the measurement of actinide concentrations and isotopic ratios. A fast isotope switching capability has been incorporated in the system, allowing flexibility in isotope selection and for the quasi-continuous normalization to a reference isotope spike. Initially, our utilization of the system has concentrated on the measurement of Pu isotopes. Under current operating conditions, background levels equivalent to 106 atoms are observed during routine 239Pu and 24°Pu measurements. Measurements of samples containing 1013 238U atoms demonstrate that the system provides a 238U rejection factor of107. Recently, we have utilized the high dynamic range of the AMS system in measuring samples whose Pu contents ranged from 106 (background) to1011 Pu atoms. Measurements of known materials, combined with results from an externally organized intercomparison program, indicate that our 239Pu measurements are accurate and precise down to the [mu]Bq level (H"06 atoms). The development of the heavy isotope system was undertaken with particular interest in the measurement of environmental samples, including soils, sediments, waters, air filters, tissue samples, and human urine. The high rejection of interferences, including molecular interferences, and low susceptibility to matrix components, provided by the AMS technique are of particular relevance for such complex samples. These two factors significantly reduce demands on sample preparation chemistry for Pu analyses, allowing relatively simple, cost-effective procedures to be employed. The sensitivity of the AMS technique indicated by our Pu measurements suggests that the further optimization of sample preparation procedures will allow sample size reductions. When such sample preparation improvements are combined with the high sample throughput capabilities of our AMS system, the result will be a rapid and cost-effective measurement technique for actinides in environmental samples.

This work demonstrates that the LLNL AMS spectrometer is well-suited for providing high sensitivity, robust, high throughput measurements of plutonium concentrations and isotope ratios. Present backgrounds are (approximately)2 x 107atoms per sample for environmental samples prepared using standard alpha spectrometry protocols. Recent measurements of {sup 239+240}Pu and 241Pu activities and 24°Pu/239Pu isotope ratios in IAEA reference materials agree well with IAEA reference values and with alpha spectrometry and recently published ICP-MS results. Ongoing upgrades of the AMS spectrometer are expected to reduce backgrounds below 1 x 106 atoms per sample while allowing simplifications of the sample preparation chemistry. These simplifications will lead to lower per-sample costs, higher throughput, faster turn around and, ultimately, to larger and more robust data sets.

Book excerpt: The Center for Accelerator Mass Spectrometry (CAMS) at Lawrence Livermore National Laboratory (LLNL) is a multi-disciplinary research organization that conducts both technological and applications research. CAMS operates both an HVEC FN tandem and a NEC Model 5SDH-2 tandem accelerator. Using highly sensitive accelerator-based element and isotope detection methods, staff at CAMS collaborate with a broad scope of external and internal researchers to solve problems for LLNL, the University of California, the U.S. Department of Energy, and other academic, government, and industrial laboratories. The HVEC FN tandem is used by the LLNL Accelerator Mass Spectrometry (AMS) group. AMS is a technique that uses isotope ratio mass spectrometry at MeV energies to quantify long lived radioisotopes. For AMS, the FN tandem is operated under a distributed computer control system that makes possible rapid and precise switching between experimental configurations on a daily basis. The accelerator and beam lines are unshielded with radiation protection provided by a computer supervised radiation monitoring system and proximity shielding. With AMS, we routinely measure the isotopes 3 H, 7 Be, 1° Be, 14 C, 26 Al, 36 Cl, 41 Ca, 59 Ni, and 129 I at abundances as low as 1 part in 1015 . Research programs are as diverse as archaeology, dosimetry of carcinogens and mutagens, oceanic and atmospheric chemistry, paleoclimatology, and detection of signatures of nuclear fuel reprocessing for non-proliferation purposes. During the past year our AMS group has run approximately 20,000 research samples. The NEC Model 5SDH-2 tandem accelerator is used by the Ion Micro Analysis Group (IMAG), a joint collaboration between LLNL and Sandia National Laboratories/California in biological and materials science research. The 1.7 MV accelerator and an Oxford Microbeams Quadrupole Triplet Lens System are used to create a 3 MeV micron scale focused ion beam which is rapidly scanned across research samples. Analysis techniques include Particle Induced X-ray Emission (PIXE) to determine elemental compositions, Scanning Transmission Ion Microtomography (STIM) to determine areal densities, Particle Induced [gamma]-ray Emission (PIGE) to determine isotopic distributions, Elastic Recoil Detection Analysis (ERDA) to determine hydrogen profiles, and Rutherford Back Scattering (RBS). Control of the accelerator, beam transport components, and data acquisition system is through CAMAC using LabVIEW software. Control of the ion source is accomplished using Group 3 hardware. For radiation shielding against x-rays, approximately 20 mm of lead surrounds the accelerator while the direct extraction source is shielded with approximately 3 mm of steel. The rest of the transport system and beam line is unshielded. A unique feature of the system is the detection system consisting of four Ortec IGLET/IGLET-X{trademark} detectors arranged in an array such that a detection solid angle of almost 1 steradian can be achieved. Each detector is capable of detecting approximately 1 keV to 30 keV x-rays with an energy resolution of approximately 160 eV. Current plans at LLNL call for the construction of a new high-resolution high-mass AMS ion source and injection beam line. This injector will be used to develop AMS for long lived isotopes with masses between 79 and 244 AMU. The injector will utilize a Danfysik electrostatic analyzer (900 deflection angle, 750 mm bend radius, 100 mm plate separation, maximum beam rigidity of 75 kV), and an ion source/sample changer identical to our present setup. Because of space constraints, however, the present low-mass AMS injection beam line must be moved/rebuilt before the new high-mass injection beam line can be constructed. We are therefore currently in the process of building a new low-mass AMS ion source and injection beam line. Once this new source/beam line is completed in the next few months, we will begin construction of the high-mass AMS injector. We are also constructing a new high-mass high-energy AMS detection beam line off the North 300 port of our switching magnet. This beam line will be used for AMS measurements of isotopes with masses greater than approximately 75 AMU. The beam line will consist of an off-axis faraday cup (for stable beam current measurements), a large magnetic quadrupole lens (4'' bore, 5.6 kG pole field strength), a Danfysik Wien filter (1m length, 80 m m gap, 3 kG pole field strength, 1 60 kV maximum plate voltage) for velocity separation, and isotope specific detectors. For 129 I AMS measurements, time-of-flight detectors will be used to discriminate 129 I ions from 127 I ions. For other isotopes, a combination of multi- or single-anode gas ionization detectors and an Ortec IGLET x-ray detector will be used. The high-mass detection beam line is expected to be complete sometime before the first of the year.
