Book excerpt: The Integral Fast Reactor (IFR)--consisting of a metal fueled and liquid metal cooled reactor together with an attendant fuel cycle facility (FCF)--is currently undergoing a phased demonstration of the closed fuel cycle at Argonne National Laboratory. The recycle technology is pyrometalurgical based with incomplete fission product separation and all transuranics following plutonium for recycle. The equipment operates in batch mode at 500 to 1,300 C. The materials are highly radioactive and pyrophoric, thus the FCF requires remote operation. Central to the material control and accounting system for the FCF are the balances for mass measurements. The remote operation of the balances limits direct adjustment. The radiation environment requires that removal and replacement of the balances be minimized. The uniqueness of the facility precludes historical data for design and performance assessment. To assure efficient operation of the facility, the design of the measurement control system has called for procedures which assess the performance of the balances in great detail and will support capabilities for the correction of systematic changes in the performance of the balances through software.

The Fuel processes are a combination of chemical and machining processes operated remotely. To meet this special requirement, the new control system provides complete sequential logic control motion and positioning control and continuous PID loop control. Also, a centralized computer system provides near-real time nuclear material tracking, product quality control data archiving and a centralized reporting function. The control system was configured to use programmable logic controllers, small logic controllers, personal computers with touch screens, engineering work stations and interconnecting networks. By following a structured software development method the operator interface was standardized. The system has been installed and is presently being tested for operations.

The MTG System collects, stores, retrieves and processes data on all operations which directly affect the flow of process material through FCF and supports such activities as process modeling, compliance with operating limits (e.g., criticality safety), material control and accountability and operational information services. Its architecture is client/server, with input and output connections to operator's equipment-control stations on the floor of FCF as well as to terminal sessions. Its heterogeneous database includes a relational-database manager as well as both binary and ASCII data files. The design of the database, and the software that supports it, is based on a model of discrete accountable items distributed in space and time and constitutes a complete historical record of the material processed in FCF. Although still under development, much of the MTG System has been qualified and is in production use.

Book excerpt: Recently, analytical sensitivity methods has been applied to obtain fuel cycle cost implications of data uncertainties. To perform exposure dependent sensitivity analysis without repeating expensive spectrum calculations, simple correlations of the spectrum averaged cross sections (SAXS) were constructed. The correlation coefficients were obtained by fitting the SAXS calculated by direct methods over a wide range of LMFBR core designs. In this paper the procedure has been extended to study sensitivity of fuel cycle cost and breeding ratio to design variation. The method involves using the correlations to construct both the SAXS and the sensitivity coefficients. Composition dependent correlations have been found to be accurate for the core while both composition and position have to be included in analysing the blanket.

The IFR project developed the technology for a complete system; the reactor, the entire fuel cycle and the waste management technologies were all included in the development program. The reactor concept had important features and characteristics that were completely new and fuel cycle and waste management technologies that were entirely new developments. The reactor is a "fast" reactor - that is, the chain reaction is maintained by "fast" neutrons with high energy - which produces its own fuel. The IFR reactor and associated fuel cycle is a closed system. Electrical power is generated, new fissile fuel is produced to replace the fuel burned, its used fuel is processed for recycling by pyroprocessing - a new development - and waste is put in final form for disposal. All this is done on one self-sufficient site.The scale and duration of the project and its funding made it the largest nuclear energy R and D program of its day. Its purpose was the development of a long term massive new energy source, capable of meeting the nation's electrical energy needs in any amount, and for as long as it is needed, forever, if necessary. Safety, non-proliferation and waste toxicity properties were improved as well, these three the characteristics most commonly cited in opposition to nuclear power.Development proceeded from success to success. Most of the development had been done when the program was abruptly cancelled by the newly elected Clinton Administration. In his 1994 State of the Union address the president stated that "unnecessary programs in advanced reactor development will be terminated." The IFR was that program.This book gives the real story of the IFR, written by the two nuclear scientists who were most deeply involved in its conception, the development of its R and D program, and its management.Between the scientific and engineering papers and reports, and books on the IFR, and the non-technical and often impassioned dialogue that continues to this day on fast reactor technology, we felt there is room for a volume that, while accurate technically, is written in a manner accessible to the non-specialist and even to the non-technical reader who simply wants to know what this technology is.
