Book excerpt: Traditional seismic yield estimation is performed using body wave magnitude (mb) measured from compressional wave amplitudes recorded across the globe. Stability is obtained by averaging many measurements. These waves traverse the earth's mantle, and are affected by mantle properties, particularly under the source region, as other variations are averaged out. To monitor individual test sites during the testing era, test site corrections were obtained by various means, most notably the Joint Verification Experiment, and applied to obtain yield. To extend yield estimation to broad areas, we must apply an upper mantle correction on the fly. We have investigated two methods to map upper mantle bias over broad areas. The first estimates the bias at individual stations by inverting for corrections that best fit the collection of amplitudes measured at all stations. These measurements were taken from global monitoring agencies, including the International Data Centre (IDC) and National Earthquake Information Center (NEIC) bulletins, examined separately. We augment bulletin amplitudes by replicating monitoring agency measurement techniques for non-reporting or temporary stations in regions of particular interest, such as the Korean Peninsula, including State University of New York (SUNY) Binghamton's northeast China and Lamont's Sinpo deployments. The second method compares mb to magnitude derived from regional Lg coda, which is not affected by mantle properties, producing a map of the upper mantle effects across broad areas where earthquakes occur. The station-based technique retains near-site effects that the event-based technique does not, thus, resolving any differences between the two techniques is of great importance.

Book excerpt: An analysis of some 400,000 stations m sub b values as reported in the ISC bulletin reveals substantial global variations in station magnitude bias, defined as the mean difference between station m sub b and the average m sub b of a large network of stations. Although there are clear indications that the biases are functions of both source region and time, they appear to be well correlated with tectonic structure and lateral variations in attenuation characteristics in the upper mantle under the station. Application of these biases as station magnitude corrections reduces the scatter in m sub b observations for a single event. Changes in station distribution with time are shown to introduce perceptible temporal changes in the shape of magnitude-frequency curve; these can be greatly reduced by application of the station corrections. These corrections, through their effect on the M subs mb sub b diagram and the magnitude-yield relation, are applicable to the problems of seismic discrimination.

Entry of the treaty into force, however, is still uncertain since it requires ratification by all 44 nations that have some nuclear capability and, as of 15 June 2001, only 31 of those nations have done so. Although entry of the CTBT into force is still uncertain, seismologists and scientists in related fields, such as radionuclides, have proceeded with new research on issues relevant to monitoring compliance with it. Results of much of that research may be used by the International Monitoring System, headquartered in Vienna, and by several national centers and individual institutions, to monitor compliance with the CTBT. New issues associated with CTBT monitoring in the 21st century have presented scientists with many new challenges. They must be able to effectively monitor com pliance by several countries that have not previously been nuclear powers. Effective monitoring requires that we be able to detect and locate much smaller nuclear events than ever before and to distinguish them from small earthquakes and other types of explosions. We must have those capabilities in regions that are seismically active and geologically complex, and where seismic waves might not propagate efficiently.
