Book excerpt: In a 1968 speech on British immigration policy, Enoch Powell insisted that although a black man may be a British citizen, he can never be an Englishman. This book explains why such a claim was possible to advance and impossible to defend. Ian Baucom reveals how "Englishness" emerged against the institutions and experiences of the British Empire, rendering English culture subject to local determinations and global negotiations. In his view, the Empire was less a place where England exerted control than where it lost command of its own identity. Analyzing imperial crisis zones--including the Indian Mutiny of 1857, the Morant Bay uprising of 1865, the Amritsar massacre of 1919, and the Brixton riots of 1981--Baucom asks if the building of the empire completely refashioned England's narratives of national identity. To answer this question, he draws on a surprising range of sources: Victorian and imperial architectural theory, colonial tourist manuals, lexicographic treatises, domestic and imperial cricket culture, country house fetishism, and the writings of Ruskin, Kipling, Ford Maddox Ford, Forster, Rhys, C.L.R. James, Naipaul, and Rushdie--and representations of urban riot on television, in novels, and in parliamentary sessions. He also wrote a history of the Khilafat Movement in the Urdu book Tahreek-e-Khilafat, of which this book is an English translation. Arif Ansari was born in Lucknow and grew up in Aligarh, India where he attended Our Lady of Fatima Secondary School. He was educated in Electrical Engineering at AMU, Aligarh, India and SIU, Carbondale, IL. A wireless communication engineer by training and profession, he lives near Washington DC.

The situation changed when Islamicized Turks entered India. The Mughals who followed the Turks ensured Bihar's economic prosperity; Patna became the most important centre of Himalayan trade. European Companies visited Patna to obtain a variety of goods, local as well as Himalayan. In the mid-eighteenth century Bihar and Bengal fell into the hands of Englishmen. A new chapter began. At the turn of the nineteenth century, Industrial Revolution began in Britain. The East India Company stopped trading in textiles. Instead, they promoted cotton cultivation in order that cotton was available to British textile factories. They promoted cultivation of indigo, needed by the textile manufacturing factories coming up. Land revenue source of the government's prime income, was collected even when agricultural output suffered massively. The government took deep interest in opium production but paid the cultivators less than the market price. British interference in agricultural matters caused wide spread agrarian distress. Indian society encountered many socio-religious reform movements. Raja Rammohun Roy and Swami Dayanand were major proponents of the new order. Stress was laid on gender equality, women empowerment and the modern system of education. Institutions for training doctors, engineers and scientists were opened. As time progressed, by and large, Biharis accepted the changes. Eventually social reform movements turned into the freedom movement in which Biharis played a leading role.
