The record values in all categories are held by the beam-injected tokamak plasma, followed by other beam-target systems. The achieved values of Q/sub p/ for nearly all laboratory plasma fusion devices (magnetically or inertially confined) are found to roughly satisfy a common empirical scaling, Q/sub p/ approx. 10−6E/sub in/32, where E/sub in/ is the energy (in kilojoules) injected into the plasma during one or two energy confinement times, or the total energy delivered to the target for inertially confined systems. Fusion energy break-even (Q/sub p/ = 1) in any system apparently requires E/sub in/ approx. 10,000 kJ.

Book excerpt: "The power output of fusion experiments and fusion reactor-like devices is measured in terms of the neutron emission rates which relate directly to the fusion yield rate. The largest fusion power produced in magnetically confined experiments so far was at JET in 1997, when a peak value of 16MW was achieved. Determination of such parameters requires a set of absolutely calibrated neutron detectors. At JET, the Fission Chamber neutron detectors were originally calibrated some 20 years ago by performing a set of in-situ calibrations using neutron sources and the absolute calibration has been maintained since then by cross calibrations against activation system measurements. After this elapsed time and a succession of changes to the internal and external JET structures, the JET Neutron yield calibration needs re-measurement. A new, more detailed, calibration is being provided by means of an engineering programme of development of the robotic tools which will allow safe and accurate deployment of a strong 252Cf source for the measurements. It is led by a scientific programme which seeks to better understand the limitations of the calibration, to optimise the measurements and other provisions, to provide corrections for perturbing factors and to ensure personnel safety and safe working conditions. Much of this work is based on an extensive programme of Monte-Carlo calculations. These include the updating of previous JET models to provide continuity of comparison with previous understanding, the provision of fast models for side effect estimation and the development of a new more detailed JET model which will allow comparisons with the older more homogeneous model while coping with the demands of the new calibration."--Abstract.

Carruthers' opening talk, it was clear that an uncon ventional approach was considered stimulating insofar as its con ception presented advantageous aspects with respect to the To kamak. Indeed the Tokamak was recognized as an « imper fect frame of reference» (K. H. Schmitter) in the sense that, al though it deserves to be considered as a frame of reference for the other devices because it is the most advanced in the scientific demonstration of controlled thermonuclear fusion, as a fusion reactor, however, the Tokamak does not seem to be completely satisfactory either from an economic or from an operational point of view, if compared with that « enticing ogre », the proven fission reactor (less enticing to the public). Comparison of a Tokamak reactor with a PWR can be founded on considerations of such a basic nature that it becomes almost automatic to ask how far the various unconventional ap proaches to fusion are exempt from the Tokamak's drawbacks.

Book excerpt: We are addressing the need to measure nuclear wastes, residues, and spent fuel in order to process these for final disposition. For example, TRU wastes destined for the WIPP must satisfy extensive characterization criteria outlined in the Waste Acceptance Criteria, the Quality Assurance Program Plan, and the Performance Demonstration Plan. Similar requirements exist for spent fuel and residues. At present, no nondestructive assay (NDA) instrumentation is capable of satisfying all of the PDP test cycles (particularly for Remote-Handled TRU waste). One of the primary methods for waste assay is by active neutron interrogation. The objective of this project is to improve the capability of all active neutron systems by providing a higher intensity neutron source (by about a factor of 1,000) for essentially the same cost, power, and space requirements as existing systems. This high intensity neutron source is an electrostatically confined (IEC) plasma device. The IEC is a symmetric sphere that was originally developed in the 1960s as a possible fusion reactor. It operates as DT neutron generator. Although it is not likely that this device will scale to fusion reactor levels, previous experiments1 have demonstrated a neutron yield of 2 x 1010 neutrons/second on a table-top device that can be powered from ordinary laboratory circuits (9 kilowatts). Subsequently, the IEC physics has been extensively studied at the University of Illinois and other locations. We have established theoretically the basis for scaling the output up to 1 x 1011 neutrons/second. In addition, IEC devices have run for cumulative times approaching 10,000 hours, which is essential for practical application to NDA. They have been operated in pulsed and continuous mode. Methods and Results: The design of a conventional IEC source is deceptively simple. The basic system is a spherical vacuum chamber containing a spherical grid. The grid is raised to a high negative potential. A breakdown develops between the chamber wall and the grid, and this plasma becomes a source of positive deuterium and tritium ions. These ions are accelerated to the center of the vacuum chamber sphere where they may collide. The ion energy may achieve the full potential of the accelerating grid. If the grid is raised to a nominal 100 kV, the D-T fusion cross section becomes large and the neutron production proceeds. The IEC concept was initially developed in the 1950s and 1960s by R.L. Hirsch and collaborators. It was originally proposed as a possible plasma fusion energy device. The idea was initially presented to the DOE with a table-top experiment using ordinary office power. That system produced in excess of 106 neutrons per second. Although the IEC was not favored for a future electric energy generator, the application as a potential neutron source was clearly established. Using nominal laboratory power and a modest sized sphere, Hirsch was able to achieve a maximum neutron yield of 2xl010 neutrons per second (in D-T)in the mid 1960s.
