Book excerpt: During the early 1990s the Department of Justice used its Voting Rights Act power to object to racially unfair redistricting laws to force states to maximize minority congressional districts. The results were dramatic: Congressional Black Caucus membership swelled from 25 to 38 and nine new Hispanic congresspersons were sworn in. Only three years later, the maximization strategy lay in ruins. The courts forced many of the new minority districts to be redrawn and the judiciary reserved especially harsh criticism for the Department. Cunningham examines and analyzes how the Department came to adopt the maximization strategy. He explores the bureaucratic culture of the Division's Voting Section, its history, and the interaction of its progressive career staff with more conservative political appointees. The Division works amidst a vibrant interest group environment, with civil rights advocates, the state, and political parties eager for influence. Cunningham shows how that influence contest was won by the civil rights groups, how their preferred interpretations of fair redistricting and discriminatory purpose were adopted by the Division, and how their chosen districting models were forced upon states by the Division. He examines the effect the Department has had on federalism, representation, and its own impaired credibility with the judiciary. Finally, he suggests how the Division might resurrect its damaged reputation for balanced enforcement. An important study for scholars, students, and public policy makers involved with civil rights, public administration, and public law.

Unfortunately, over the past five decades, two major trends have become clearly evident in the Black community: (a) the decline of the academic achievement levels of Black students and (b) the disappearance of Black teachers, particularly Black males. Today, of the 3.5 million teachers in America’s classrooms (AACTE, 2010) only 8% are Black teachers, and approximately 2% of these teachers are Black males (NCES, 2010). Over the past few decades, the Black teaching force in the U.S. has dropped significantly (Lewis, 2006; Lewis, Bonner, Byrd, & James, 2008; Milner & Howard, 2004), and this educational crisis shows no signs of ending in the near future. As the population of Black students in K-12 schools in the U. S. continue to rise—currently over 16% of students in America’s schools are Black (NCES, 2010)—there is an urgent need to increase the presence of Black educators. The overall purpose of this edited volume is to stimulate thought and discussion among diverse audiences (e.g., policymakers, practitioners, and educational researchers) who are concerned about the performance of Black students in our nation’s schools, and to provide evidence-based strategies to expand our nation’s pool of Black teachers. To this end, it is our hope that this book will contribute to the teacher education literature and will inform the teacher education policy and practice debate.

Book excerpt: In Race and Radio: Pioneering Black Broadcasters in New Orleans, Bala James Baptiste traces the history of the integration of radio broadcasting in New Orleans and tells the story of how African American on-air personalities transformed the medium. Analyzing a trove of primary data—including archived manuscripts, articles and display advertisements in newspapers, oral narratives of historical memories, and other accounts of African Americans and radio in New Orleans between 1945 and 1965—Baptiste constructs a formidable narrative of broadcast history, racism, and black experience in this enormously influential radio market. The historiography includes the rise and progression of black broadcasters who reshaped the Crescent City. The first, O. C. W. Taylor, hosted an unprecedented talk show, the Negro Forum, on WNOE beginning in 1946. Three years later in 1949, listeners heard Vernon "Dr. Daddy-O" Winslow's smooth and creative voice as a disk jockey on WWEZ. The book also tells of Larry McKinley who arrived in New Orleans from Chicago in 1953 and played a critical role in informing black listeners about the civil rights movement in the city. The racial integration of radio presented opportunities for African Americans to speak more clearly, in their own voices, and with a technological tool that opened a broader horizon in which to envision community. While limited by corporate pressures and demands from advertisers ranging from local funeral homes to Jax beer, these black broadcasters helped unify and organize the communities to which they spoke. Race and Radio captures the first overtures of this new voice and preserves a history of black radio's awakening.

Book excerpt: The "nature versus nurture" controversy dates back to at least the nineteenth century. How much of a role does genetics or environment play in accounting for reasoning skill and other intellectual aptitudes? At a time when the public school system in the United States is under attack, this debate has taken center stage in arguments about what accounts for differences in academic achievement. Maximizing Intelligence convincingly argues that, while both genetics and environment play a role in a child's intelligence, environmental factors, especially at an early age, are of primary importance. Working from this premise, Armor suggests how intelligence may be heightened. Armor presents four propositions about intelligence. His first is that intelligence exerts a major influence on educational and occupational success, following a chronological sequence, from a child's cognitive skills learned before school, to academic success during the school years, to eligibility for college. His second proposition is that intelligence can be changed, at least within limits. There is ample evidence that a child's intelligence is not fully given at birth, but continues to evolve and change at least through the early elementary school years, although at a declining rate. Proposition three is that intelligence is influenced by a series of "risk factors," and most of the influence occurs before a child reaches school age. Risk factors include parent intelligence and education, family income, family structure and size, nutrition, and specific parenting behaviors. The fourth proposition flows from the second and third--that the most promising avenues for maximizing intelligence come from a child's parents. Armor persuasively argues for a "whole family" approach whereby government programs are modified or created to inform parents of risk factors and to reward behaviors that optimize positive outcomes. Even at its peak, in 2000, African American representation in engineering careers reached only 5.7 percent, while blacks made up 15 percent of the U.S. population. Some forty-five years after the Civil Rights Act sought to eliminate racial differences in education and employment, what do we make of an occupational pattern that perpetually follows the lines of race? Race, Rigor, and Selectivity in U.S. Engineering pursues this question and its ramifications through historical case studies. Focusing on engineering programs in three settings--in Maryland, Illinois, and Texas, from the 1940s through the 1990s--Amy E. Slaton examines efforts to expand black opportunities in engineering as well as obstacles to those reforms. Her study reveals aspects of admissions criteria and curricular emphases that work against proportionate black involvement in many engineering programs. Slaton exposes the negative impact of conservative ideologies in engineering, and of specific institutional processes--ideas and practices that are as limiting for the field of engineering as they are for the goal of greater racial parity in the profession.

Book excerpt: In Black, Quare, and Then to Where jennifer susanne leath explores the relationship between Afrodiasporic theories of justice and Black sexual ethics through a womanist engagement with Maât the ancient Egyptian deity of justice and truth. Maât took into account the historical and cultural context of each human’s life, thus encompassing nuances of politics, race, gender, and sexuality. Arguing that Maât should serve as a foundation for reconfiguring Black sexual ethics, leath applies ancient Egyptian moral codes to quare ethics of the erotic, expanding what relationships and democratic practices might look like from a contemporary Maâtian perspective. She also draws on Pan-Africanism and examines the work of Alice Walker, E. Patrick Johnson, Cheikh Anta Diop, Sylvia Wynter, Sun Ra, and others. She shows that together, these thinkers and traditions inform and expand the possibilities of Maâtian justice with respect to Black sexual experiences. As a moral force, leath contends, Maât opens new possibilities for mapping ethical frameworks to understand, redefine, and imagine justices in the United States.
