This book was released on 2011-07-05 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Ministry of Defence (MoD) is unaware of the location of radios worth £184 million, and is unable to provide evidence of the existence and condition of assets worth £6.3 billion. This shortfall in accounting is reflected in the decision by the National Audit Office to qualify the MoD accounts for the fourth successive year. The Committee thinks this year's qualification should have been foreseen, given that it was a clear requirement on all Government departments to adopt the relevant reporting standards from 2009-10. It is unsatisfactory that the MoD expects their stock control problems to continue for another two to four years. The report notes the period of intense change that the MoD is going through, and recommends that any cuts to staffing levels must be appropriate for future business need and managed with care. The Committee will study the outcomes of the report of the Defence Reform Unit (ISBN 9780108510663) to ensure that the MoD retains the right skills. This will need to be reflected in decisions on redundancies through voluntary exit and otherwise so that the Department is not left without the right skills and experience required for effective performance. The Committee wishes to be assured that decisions on the scrapping of assets before the end of their useful life have been made on the basis of a sound cost-benefit analysis, taking into account the savings to be achieved and the effect of the loss of capability.

Book excerpt: During the Iran-Iraq war, hundreds of merchant vessels were attacked, more than 400 seamen killed and millions of dollars' worth of damages were suffered by owners, charterers and insurers. In the most sustained assault on merchant shipping since the Second World War, the control of shipping routes, destruction of enemy and enemy-allied ships, and the protection of oil exports, were key objectives. These campaigns touched the economic and security interests of the Gulf states by threatening their exports and highlighting their political and military vulnerability. The ripples of the tanker wars extended well beyond the region with attacks on vessels with foreign flags which invoked international concern and drew in foreign naval forces.

Book excerpt: Total defence, as a concept, combines and extends military and civil defence: in a state of war or emergency, all social institutions mobilize to defend the state. Total defence forces, led by a diverse workforce of defence and security professionals, are critical to both national defence and international security goals. Total Defence Forces in the Twenty-First Century looks at the various groups that make up this workforce: members of the military’s regular force, reservists, defence civil servants, and contractors working for private military and security companies. When civilian staff and military personnel work towards a common goal, their distinct professional cultures and identities can make integration challenging. Despite the often high levels of partnership, underlying differences affect the quality of the collaboration and, ultimately, organizational and operational effectiveness. Defence ministries around the world are increasingly recognizing the importance of optimizing the ways in which they employ and integrate civilian and military personnel. This volume focuses on a critical question: what are the main challenges to workforce integration and collaboration, and how can such challenges be overcome to deliver the full potential of the total defence force? Together, scholars and practitioners provide some answers.

This book was released on 2020-03-08 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: Awareness on National Security is vital part of whole UPSC Civil Services Examination. Based on the past experiences, the topic of National Security starts from - Preliminary Examination in the form of objective questions on various defense equipment's or military exercises. - In Main Examination, around 4 questions (50 Marks) of General Studies-III are directly related to the topics covered under National Security. - Finally, in the Interview Stage, at least one interview board member is more likely to ask questions related to internal and external security of India, if not more. So, based on these needs of the examination and past experiences, our book 'National Security Strategy: Securing India Internally and Externally' carries five broad chapters with some other sections to develop a holistic understanding on the internal and external security environment of India. Help is taken from not just the recent National Security perspectives but also from our past with the works of Kautilya (Chanakya) and wise advice's from Mahabharata and other Sages. All of that is condensed to impart information on not just the topics of Civil Service Examination topics, i.e.- Linkages between development and spread of extremism; Role of external state and non-state actors in creating challenges to internal security; Challenges to internal security through communication networks, role of media and social networking sites in internal security challenges, basics of cyber security; money-laundering and its prevention; Security challenges and their management in border areas - linkages of organized crime with terrorism; and Various Security forces and agencies and their mandate But to give detailed perspectives on the war, national security strategy and future challenges to be faced by India, so that you can develop your own understanding on the whole topic of National Security and answer questions based on greater insights. We would suggest our readers to first have a basic reading of the book and later, segregate the topics for various stages of Civil Services Examination based on the Syllabus given at the start of book and previous year Main Examination questions given at the end of book. The Chapter list of the book is a follows: CHAPTER 1 - Understanding National Security CHAPTER 2 - Conflict, Negotiations and War CHAPTER 3 - Our Leadership Structure & Mandate of Executive Agencies CHAPTER 4 - Challenges to Internal Security of India & Solutions CHAPTER 5 - Challenges to External Security of India & Solutions This book can also be used by avid security learners and aspirants preparing for other competitive examinations like CAPF, CDS, NDA etc.

Available in PDF, EPUB and Kindle. Book excerpt: The Defence Reform was launched in August 2010 as a fundamental review of how Defence is structured and managed. Many of the issues are not new and have been noted by similar reviews. The Steering Group believes an effective MOD is one which builds on the strengths of the individual Services and the Civil Service and does so within a single Defence framework that ensures the whole is more than the sum of its parts. A key driver for this review has been the Department's over-extended programme, to which the existing departmental management structure and management structure and behaviours contributed. Many of the Steering Group's proposals are designed to help prevent the Department from getting into such a poor financial position in the future and to put it in the position to make real savings. There are 53 recommendations the key ones of which are: to create a new and smaller Defence Board chaired by the Defence Secretary to strengthen top level decision making; to clarify the responsibilities of senior leaders, including the Permanent Secretary and the Chief of the Defence Staff; make the Head Office smaller and more strategic, to make high level balance of investment decisions, set strategic direction and a strong corporate framework; focus the Service Chiefs on running their Services and empower them to perform their role effectively with greater freedom to manage; strengthen financial and performance management throughout the Department to ensure future plans are affordable; create a 4 star led Joint Forces Command; create single, coherent Defence Infrastructure and Defence Business Services organisations; manage and use less senior military and civil personnel more effectively, people staying in post longer, more transparent and joint career management.
