Book excerpt: In this book, mathematical modeling and heuristic approaches are developed for surface-to-air weapon-target allocation problem with time varying single shot hit probabilities (SSHP) against linearly approaching threats. First, a nonlinear mathematical model for the problem is formulated to maximize sum of the weighted survival probabilities of assets to be defended. Next, nonlinear objective function and constraints are linearized. Time varying SSHP values are approximated with appropriate closed forms and adapted to the linear model obtained. This model is tested on different scenarios and results are compared with those of the original nonlinear model. It is observed that the linear model is solved much faster than the nonlinear model and produces reasonably good solutions. Addition to these mathematical model approaches, a construction heuristic is developed based on this scheme. An improvement heuristic that uses the solution of the construction heuristic is also proposed. Finally, all methods are tested on forty defense scenarios. Two fastest solution methods are compared on a large scenario and proposed as appropriate solution techniques.

This research, which resulted in several published papers and technical reports (see bibliography), was motivated by some military problems, which were brought to our attention by Mr. Pete Shugart of the US Army TRADOC Systems Analysis Activity, presently called US Army TRADOC Analysis Command. The Director ofTRASANA at the time, the late Dr. Wilbur Payne, identified the problems and encouraged the support and funding of this research by the US Army. Research contracts were first administered through the Office of Naval Research, and subsequently by the Army Research Office. We are most grateful to all involved for this support and encouragement. In 1986 I administered a three-day workshop on problem solving in the area of sto chastic visibility. This workshop was held at the White Sands Missile Range facility. A set of notes with some software were written for this workshop. This workshop led to the incorporation of some of the methods discussed in the present book into the Army simulation package CASTFOREM. Several people encouraged me to extend those notes and write the present monograph on the level of those notes, so that the material will be more widely available for applications.

Most of these problems were being tackled on the basis of intuition, judgment and experience or analysis under very simple assumptions. In an increasingly sophisticated and complex defense scenario resulting in advances in equipment and communications, the need for supplementing these practices by scientific research in MOR became imperative.

This thesis revisits the mathematical models and algorithms developed by previous NPS faculty and students to optimally conduct the allocation of TLAMs to firing units. We incorporate all the problem specifications addressed by previous heuristic algorithms for the problem, and compare our results to those in publicly available test cases. We show that our models can be solved optimally in affordable time for most of the cases and make provisions to establish accurate bounds in the other cases.
