Book excerpt: Excerpt from Maternity and Child Care in Selected Rural Areas of Mississippi Sources of information. - General information was secured from the county health officer, the county superintendent of schools, the county agricultural agent, the home demonstration agent, from physicians, and from many other responsible persons in the county. But in this, as in all similar surveys made by the Children's Bureau, the information most pertinent to child and maternity care was secured through personal interviews with individual mothers by the woman agents of the bureau. Effort was made to secure interviews with the mother of every baby born in the area studied between April 1, 1916, and April 1, 1918. Information was obtained in regard to 685 babies (299 white and 386 colored) born to 675 mothers (295 white and 380 colored). In a few cases in which it was impossible to see either the mother or the father, information was secured from relatives and others in a position to know the facts sought. The local registrars for births and deaths helped in finding all the babies within the scope of the survey, and death certificates for all babies whose deaths. Had been registered were secured at the beginning of the work. Since birth registration was incomplete, a house-to-house canvass was made of the county. Little information touching the problem was available at the time, although an appalling annual loss of young life was indicated by estimates for the Nation, based upon meager data. To ascertain the facts, studies were commenced and have since been carried forward in American cities of diverse characteristics, and in 1916 a series of surveys of maternity care and child welfare in rural regions typical of various sections of the United States was begun. The approach to the problem was necessarily somewhat different in town and country. In the cities fairly complete records of births and deaths permitted a measurement by infant mortality rates of the effect of various conditions upon the mortality under 1 year of age. The relation between existing conditions and infant mortality could not be shown with such precision for the rural areas owing to the careless accountancy of births and infant losses. The rural studies, therefore, have been developed with a view to showing the environ ment, opportunities, and needs of the country mother and. In all but 10 cases the main part of the information was given by the mother herself, with supplementary information from the father in many instances. The remaining 10 records were furnished by others - 6 by the grandmother, 2 by an aunt, 1 by the baby's married sister, and 1 by the attending midwife, who was also a relative. Mothers who had had miscarriages but no live-born or stillborn children within the period of the investigation were not interviewed, and no records were secured for such miscarriages except in two in stances where the miscarriage resulted ih the death of the mother. These two are not included in the figures for the county. Further more, no attempt was made to secure records about illegitimate births. A birth certificate was found for only one illegitimate child in the country districts in the two years covered by the survey, and the agents heard of no others in the course of their canvass. Schedules were not secured for 78 of the registered births in the country districts, for the following reasons: In 60 cases the family had moved out of the county; in 10, the family was not at home at the time of the agent's visit and it was impossible to revisit; in 8, the family could not be located.
