We find that for the outflow of the unemployed, the stockflow matching model fits better than the random matching model at the quarterly frequency, but not at the monthly frequency. In contrast, the outflow of vacancies is affected by the stock of the unemployed as well as its inflow at both monthly and quarterly frequencies. In addition, we calculate the exit rates of the unemployed and job vacancies to show the relationship between the exit rates and the durations of unemployment and job vacancies.

Book excerpt: Despite its low unemployment rate, the recent shift in the Japanese Beveridge curve indicates increased labor mismatch. This paper quantifies the age, employment-type (full or part-time), and occupational mismatch in the Japanese labor market following Sahin and others (2013). Between April 2000 and April 2013, the age mismatch has steadily declined while the occupational and employmenttype mismatch has shown a countercyclical pattern, showing a sharp increase during the global financial crisis. Occupational mismatch accounted for approximtely 20-40 percent of the recent rise in the unemployment rate in Japan. The magnitude was comparable to that of the U.K. and the U.S.

Also contains a detailed case study and the econometric analysis of HRM policies used by a large Japanese firm. Although the focus is on Japanese ILM, international comparisons are made throughout, mainly with reference to Europe and the United States.

Book excerpt: This paper studies how well a search and matching model can describe aggregate Japanese labor market dynamics in a full information setting. We develop a discrete-time search and matching model with productivity and separation shocks and use it as a data-generating process for our empirical analysis. Using Bayesian methods, we estimate the model for data on unemployment and vacancy postings in Japan. We find that the model is successful in matching the volatility in unemployment and vacancies while it does not match the volatility of output and wages. We also find that both productivity and separation shocks contribute to movements in unemployment and vacancies, but productivity shocks more so.

The model is based on the recent trade literature that considers search and matching frictions in the labor market. We extend the model by incorporating country-level heterogeneity in terms of production technology, population, and productivity endowment. Model simulation results show a simultaneous tariff cut between symmetric countries to reduce unemployment rates and increase prices in the product market due to higher long run demand, while nevertheless benefiting the economy owing to a more rapid rise in consumer income. In the case of asymmetric countries, we find that larger gains from greater openness to trade accrue to a country with (relatively) more elastic supply occasioned by capital-intensive production technology that accommodates more flexible adjustments to output in response to increased demand. We calibrate the model to Korean and Japanese data in order to assess the expected outcome of the potential trade liberalization between those countries. With a scenario of symmetric level of trade liberalization (in terms of trade cost reduction), when we assume the same population size in a counterfactual way, we find Japan to receive greater benefits from the opening because its relatively more capital intensive production allow for quicker output adjustment upon trade liberalization. Since the late 20th century, research on 'skilled' and 'highly skilled' migration has raised important questions about the value and ethics of skill-based labour mobility. More recent research has begun to question the concept of skill and skill categorisation in both government policy and academic research. Taking the view that 'skills' are socially constructed categories and highly malleable concepts in practice, this edited volume centres the discussion on the following questions: Who are the arbitrators of skill? What constitutes skill? And how is skill constructed in the migration process and in turn, how does skill affect the mobility? The empirical studies in this volume show that diverse actors are involved in the process of identifying, evaluating and shaping migrant skill. The interpretation of migrants' skill is frequently distorted by their ascriptive characteristics such as race, ethnicity, gender and nationality, reflecting the influence of colonial legacy, global inequality as well as social stratification.
