While some masters cruelly whipped, half fed and overworked their slaves, there were many others who provided for their slaves with fatherly care, saw that they were well fed and clothed, and would neither whip them themselves, nor permit others to do so. Having reached the age of twenty-nine before he could call himself a free man, and having been peculiarly fortunate in all his surroundings during the period of his slavery, the author considers himself competent to deal with all concerned, fairly and without prejudice, and he will feel more than repaid for his labor, if he can throw even some little new light upon this much mooted question. Stanton, Secretary of War In South Carolina, the masters had absconded, leaving their habitations and their slaves. In Virginia and North Carolina, as well as in many localities in the southwest held by our armies, the emancipated could only be seen as fugitives, and the old masters not at all. On the contrary in such portions of the valley of the Lower Mississippi as are within our military lines, and especially in the river region of Louisiana, many of them still stand face to face in the presence of the great revolution, and of the trials to which it summons both. Before entering further into the considerations especially suggested by the state of things here presented, it is important to advert to some of the peculiar features of the slave system, as it existed in this part of the country. In the first place, the origin and character of the first settlers of Louisiana and the Lower Mississippi had an important bearing in modifying many of its features. These settlers were for the most part, of French, Spanish, and Portuguese origin, or of what has been called the Latin Race, and it is said that the people of this race do by no means entertain the same rooted antipathies, and low consideration of the black race, as are generally ascribed to the races with a shade whiter skin. However this may be, it is undoubtedly true that there is found here a much more general admixture of the black and white races than prevails elsewhere, even in the slave breeding States. And all the evidence goes to show that there existed in this region, especially in the earlier days of its settlement, a much greater social equality between the two races. No such utter repudiation of the manhood of the negro race, existed here as constituted the basis of the slave system in the islands and coasts of South Carolina and Georgia. Hence, although the amount of labor imposed upon the slave was often greater, and the system of punishments as cruel, yet their ordinary and habitual condition was better, and their daily life on a higher scale. They were not so rigorously forbidden the use of a family name. Their habitations were much more like those of other human beings. These laws somewhat vary in the different States; but the following will be found in some or other of them. Teaching Slaves to read is prohibited under severe penalties, fines and imprisonment, and especially if the free coloured peo ple presume to teach: in Louisiana, death is the legal penalty for the second offence. A father may be flogged for teaching his own child to read the Bible.* Religious assemblies of Slaves are illegal; they may be broken up, and the negroes flogged without trial for being present. The law affords no protection to the marriage of Slaves; masters may at any time enforce a separation between husband and wife. If a free coloured man enter a Southern port on ship board, he is liable to be taken to prison and kept there until the ship sails away; and if the cap tain should fail to pay the expences incurred by his detention, the coloured man is liable to be sold to perpetual Slavery. As sisting Slaves to escape is an offence visited with severe penalties, such as long imprisonment, heavy fines, branding with a hot iron, the pillory, and even death. In Mississippi Slaves are punished capitally for thirty different crimes, all of which in the case of whites are visited only with fine and imprisonment; eight of them, if committed by whites, are not punishable at all. All the Slave States allow the life of a fugitive Slave to be taken, if his escape cannot otherwise be prevented. A Slave, refusing to submit to the lash, may be legally shot. If a Slave be killed by cruel whipping, the master is liable to a fine, or to imprisonment for six months; but as Slave testi mony is not received in evidence, the commission of the offence cannot be proved against masters, if none but negroes were present at the time. However injured a Slave may be by per sonal violence, he cannot prosecute his master, or any one else, for damages. Nor can the discussion, if discreetly conducted, fail to be beneficial to all parties. It is not to be disguised, that the existence of domestic servitude among us attracts a large share of attention from the citizens of other States where it is no longer found. This subject is agitating the country from one extremity to the other. In the non-slaveholding States, it has produced a great excitement among all classes. It has already given birth to a political party, which is daily increasing in strength and influence, - and whose spirit is such as to show that they will never rest, and will leave no stone unturned, until, for the accomplishment of their purpose, they have convulsed the whole country. A like spirit has invaded the church, and has already produced, in more than one ecclesiastical body, stormy discussion and stringent measures, which threaten disruption to the church, and bitter animosity in its dissevered fragments, instead of harmony and love. The great body of the Methodist persuasion has been shaken to its centre by this perplexing subject. Nor has our own beloved church escaped without agitation, and imminent hazard of a second great schism, en this ground. Nor let us deceive ourselves by the idea that all this is the work of a few, a very few rash, ill-informed, and pestilent agitators. It is a very easy thing to class them all together as hot-headed abolitionists and crazy fanatics; but to do so is not wise: the averment is not true. I admit that there is a very active, determined, and persevering set of men, the thorough-blooded abolitionists, who go all lengths in denunciation against the whole South, and against every man who lives here; and who seem prepared to attempt the extirpation of servitude among us, regardless of consequences. Book excerpt: Excerpt from The Slave Power: Its Character, Career, and Probable Designs, Being an Attempt to Explain the Real Issues Involved in the American Contest "The vastness," he continues, "of the interests at stake in the American contest, regarded under this aspect, appears to me to be very inadequately conceived in this country, and the purpose of the present work is to bring forward this view of the case more prominently than has yet been done." Accordingly, in the first place, Mr. Cairnes expounds the economic necessities under which the Slave Power is placed by its fundamental institution. Slavery, as an industrial system, is not capable of being everywhere profitable. It requires peculiar conditions. Originally a common feature of all the Anglo-Saxon settlements in America, it took root and became permanent only in the Southern portion of them. What is the explanation of this fact? Several causes have been assigned. One is, diversity of character in the original founders of these communities; New England having been principally colonized by the middle and poorer classes, Virginia and Carolina by the higher. The fact was so, but it goes a very little way towards the explanation of the phenomenon, since "it is certain the New Englanders were not withheld from employing slaves by moral scruples;' and if slave labor had been found suitable for the requirements of the country, they would, without doubt, have adopted it in fact, as they actually did in principle. Another common explanation of the different fortune of slavery in the Northern and Southern States is, that the Southern climate is not adapted to white laborers, and that negroes will not work without slavery. The latter half of this statement is opposed to fact. Negroes are willing to work wherever they have the natural inducements to it, inducements equally indispensable to the white race. The climate theory is inapplicable to the Border Slave States, Kentucky, Virginia, and others, whose climate "is remarkably genial, any perfectly suited to the industry of Europeans.' Even in the Gulf States, the alleged fact is only true, as it is in all other parts of the world, of particular localities. The Southern States, it is observed by M.de Tocqueville, "are not hotter than the south of Italy and Spain." In Texas itself there is a nourishing colony of free Germans, who carry on all the occupations of the country, growth of cotton included, by white labor; and "nearly all the heavy out-door work in the city of New Orleans is performed by whites." What the success or failure of slavery as an industrial system depends on, is the adaptation of the productive industry of the country to the qualities and defects of slave labor. There are kinds of cultivation which even in tropical regions cannot advantageously be carried on by slaves; there are others in which, as a mere matter of profit, slave labor has the advantage over the only kind of free labor which Ah a matter of fact, comes into competition with it- the labor of peasant proprietors. The economic advantage of slave labor is, that it admits of complete organization: "it may be combined on an extensive scale, and directed by a controlling mind to a single end." Its defects are, that it is given reluctantly; it is unskilful; it is wanting in versatility. Being given reluctantly, it can only be depended on as long as the slave is watched; but the cost of watching is too great if the workmen are dispersed over a widely extended area; their concentration, or, in other words, the employment of many workmen at the same time and place, is a condition sine qua non of slavery as an industrial system; while, to enable it to compete successfully with the intense industry and thrift of workmen who enjoy the entire fruits of their own labor, this concentration and combination of labor must be not merely possible, but also economically preferable.

We have a duty to perform, we are loaded with responsibility for our enslaved brethren, as well as for our kindred who hold slaves, and so Heaven has righteously decreed that we shall think and act upon it. Truly, we ought not to avoid the subject. It is unworthy of Americans to shrink from inquiry as to our condition, our prospects, and our duty. Let us meet the subject like men. Truth will not harm us certainly not if we obey it. Shame on the man who thinks or admits that the free institutions in which we glory, cannot stand the test of truth and free inquiry. What is a slave? A slave is a person held in slavery. We are never to forget that the slaves are human beings. Their black complexion and degraded condition often incline us to overlook this fact. We talk about the African race, but the slaves are of the human race. If all other proofs were set aside, the unmistakable evidence that they partake in the consequences of Adams fall, would settle the question. God selected their ancestors as one of the four men who were preserved in Noah's Ark, to repeople the desolated earth, after the deluge, and Jesus Christ came to seek them among the lost sheep for whose salvation he laid down his life. They are our brethren by descent from the same parent, by being found in the same general depravity, and by sharing in the mercy of the same Savior.
