Book excerpt: The Massachusetts Green Communities Grant Program (GCP) was created by passage of the Massachusetts Green Communities Act in 2008, which provides funding, tools and technical support to assist local communities in achieving the goal of energy efficiency and greenhouse gas (GHG) emissions reduction. With the growing number of communities designated as GCP participants over the past two years, public focus has increasingly turned towards assessing the relative effectiveness of the GCP compared to other programs. The purpose of this research is to evaluate the relative effectiveness of the Green Communities Grant Program in supporting participating local governments to mitigate and adapt to climate change, especially in the areas of energy efficiency and emissions reduction. The findings are based on comparative case study analysis between participant Green Communities and non-Green Communities with comparable population size. The results of the qualitative analysis indicated that the communities with relatively strong regional planning agency assistance, relatively large planning departments, completed master/comprehensive plans, and memberships in other climate change protection and sustainable development organizations tend to have much better performance in energy efficiency and GHG emissions reduction. The research also provides suggestions for future research and recommendations for other Massachusetts communities that plan to implement energy-efficiency projects and emissions reduction strategies, whether or not through GCP membership.

Simultaneously, they are expanding their commitment to mitigate carbon emissions, knowing that unless emissions are reduced significantly it may not be possible to continue adapting to future impacts. With increasingly constrained resources, cities are seemingly pushed in two different directions. In this report, I argue that instead of pursuing mitigation and adaptation as independent planning processes, cities should better integrate these goals in order to achieve important political, community, and sustainability impacts. I consider the challenge of integrated climate change planning in the case of Somerville, Massachusetts, where city planners intend to link mitigation and adaptation in developing the city's first climate change plan. In doing so, I argue that Somerville can advance a more transformative approach to climate action that engages wider community interests, increases the urgency of mitigation, strengthens the link between climate policy, social equity, and sustainable development, and gains political support for actions that achieve multiple co-benefits. Through interviews with North American planners, domestic and international climate policy experts, decision-makers within the City of Somerville, and local community organizations, I identify distinct approaches for acting on mitigation and adaptation integration. I then propose recommendations for how Somerville can pursue a not only integrated but transformative approach to its climate change planning.

For the past fifteen years, while nations have fought over the terms of emissions reductions and the Kyoto Protocol, local governments and communities have been enacting innovative measures that not only prevent emissions of significant quantities of greenhouse gases but also reduce air pollution, save money, and improve the overall quality of life. In the absence of a serious national policy that addresses global warming, these grassroots efforts can and have made a difference. Since 1993, when fourteen pioneering local governments first began to develop programs to reduce greenhouse gas emissions, a national and international movement has formed to fight global climate change through concerted local action. These communities are having a significant effect. A handful of jurisdictions in the United States are preventing over twenty million tons of CO2 from entering the atmosphere annually and have saved over four hundred million dollars in the process. These initiatives include greening the local building codes, creating commercial waste reduction programs, encouraging water conservation, promoting bicycling and fuel-efficient vehicles, upgrading city buildings, advocating for the use of biodiesel for municipal transportation, and designing innovative systems and policies for reduced paper use. Two in-depth case studies-- Fort Collins, Colorado, and Portland, Oregon--demonstrate how two cities have created and implemented climate-friendly and environmentally sound habitats. While most books on global warming focus on national and international implications and policy approaches or serve as guides to help individuals live in an ecologically sound manner, Linstroth and Bell provide a blueprint for local governments to follow. Combining an analysis of existing federal policy with examples of successful local policy, they provide practical examples of measures that can be implemented by communities and local governments across the United States.

However, there is little knowledge about how exactly climate adaptation is occurring at the local level and what barriers municipalities in the state face in implementing adaptation strategies. In response to a 2011 study on barriers to climate adaptation in coastal municipalities in Massachusetts that found 'leadership' and 'values and beliefs' as the two main barriers to adaptation, this thesis set out to ask: how, given the increase in extreme weather events and the presence of significant political leadership at the state level, have barriers to climate adaptation for coastal municipalities changed? And if the barriers have changed, what are the new barriers? The research draws on sixteen interviews with staff in six municipalities and arrives at the following findings: (i) barriers to adaptation have shifted from the understanding phase to barriers found in the implementation phase, and include the following cross cutting themes: (ii) private property interests are a significant barrier because publicly funded adaptation projects require public easements on all property that benefits from public funding; (iii) the potential of decreasing property tax revenue continues to be a concern for towns that rely on valuable waterfront property as a pillar of their municipal income; (iv) the town meeting process illuminates many concerns about equity in regards to who should pay for adaptation projects; (v) planners are aware of zoning and land use strategies for long-term adaptation, but such projects are still unpopular and unlikely to pass a town meeting vote in the near term; and (vi) uncertainty about significant damage caused by extreme weather events is more challenging to manage than slow-onset changes such as sea level rise or temperature changes. The findings lead one to believe that adaptation planning is not in fact a bureaucratic issue to be overcome with information, charts, and resources, but a much more fundamentally conceptual issue faced by a society grappling with the implications of shifting economic, social, and environmental conditions caused by climate change. By viewing the story of coastal adaptation through the unique challenges of individual towns and the experiences of the people who make these towns function, one finds that layered deep within this tension is the challenge and opportunity of restoring a highly privatized coastline to the commons.
