Independence prompted discussions about South Sudanese identity and shared history, in which material objects and cultural heritage featured as vitally important resources. Furthermore, tens of thousands of objects had been removed from what is now South Sudan during the nineteenth and twentieth centuries to museum and private collections around the world.Up to now there have been few attempts to reconnect the history of these South Sudanese museum collections with people in or from South Sudan. A provocative new public presence, women's civic engagement was at its core a bodily experience. Amid the socio-political upheavals of imperial rule, female students, medical workers, and activists used a careful choreography of body movements and fashion to adapt to imperial mores, claim opportunities for political agency, and shape a new standard of modern, mobile womanhood. Khartoum at Night is the first English-language history of these women's lives, examining how their experiences of the British Empire from 1900–1956 were expressed on and through their bodies. Central to this story is the tobe: a popular, modest form of dress that wrapped around a woman's head and body. Westerners have tended toward simplistic views of Arab newspapers, radio, and television, assuming that they are all under government control and that freedom of press is non-existent. William A. Rugh, a long time observer of the Arab mass media, offers a more nuanced picture of the Arab press as it relates to the political situation in the Arab world today. Although governmental influence over the media is stronger in the Middle East than in Europe or the United States, Rugh argues that there is more diversity in the Arab media than most people in the West realize. In reality, the Arab media are coming to reflect the diversity and wide range of opinions of those within the Arab world itself. In particular, the advent of privately owned Arab satellite television in the 1990s has led to significant liberalization of the media throughout the region. Rugh concludes that a democracy of ideas and voices is slowly growing in the Arab world, and he remains guardedly optimistic about the positive role the Arab media can play in processes of democratization and nation-building.

Book excerpt: Using more than a decade's worth of fieldwork in South Sudan, Clémence Pinaud here explores the relationship between predatory wealth accumulation, state formation, and a form of racism—extreme ethnic group entitlement—that has the potential to result in genocide. War and Genocide in South Sudan traces the rise of a predatory state during civil war in southern Sudan and its transformation into a violent Dinka ethnocracy after the region's formal independence. That new state, Pinaud argues, waged genocide against non-Dinka civilians in 2013-2017. During a civil war that wrecked the region between 1983 and 2005, the predominantly Dinka Sudan People's Liberation Army (SPLA) practiced ethnically exclusive and predatory wealth accumulation. Its actions fostered extreme group entitlement and profoundly shaped the rebel state. Ethnic group entitlement eventually grew into an ideology of ethnic supremacy. After that war ended, the semi-autonomous state turned into a violent and predatory ethnocracy—a process accelerated by independence in 2011. The rise of exclusionary nationalism, a new security landscape, and inter-ethnic political competition contributed to the start of a new round of civil war in 2013, in which the recently founded state unleashed violence against nearly all non-Dinka ethnic groups. Pinaud investigates three campaigns waged by the South Sudan government in 2013–2017 and concludes they were genocidal—they sought to destroy non-Dinka target groups. She demonstrates how the perpetrators' sense of group entitlement culminated in land-grabs that amounted to a genocidal conquest echoing the imperialist origins of modern genocides. Book excerpt: The Responsibility to Protect, the report of the International Commission on Intervention and State Sovereignty (ICISS), focused on three international responsibilities in the area of human security: the responsibility to prevent, the responsibility to react, and the responsibility to rebuild. The report acknowledged the difficulty of identifying countries likely to experience widespread civil violence and then predicting when this would occur. But the authors of this book submit that if ever a case of a “responsibly to prevent” was possible to anticipate, South Sudan was it. A Comprehensive Peace Agreement (CPA) ended the Sudanese second civil war in 2005 with a call for a referendum to be held in South Sudan in 2011 to determine the region’s future, In the event, an overwhelming majority voted for independence for the region. The question that motivated this book is whether the CPA would set in motion a process resulting in yet another brutal conflict, and, if that conflict was widely predicted, what should be the response of the international community in terms of “responsibility to prevent”? Mass media coverage has been identified as an important factor in mobilizing the international community into action in crisis and potential crisis situations; however, the impact of media reporting on actual decision-making is unclear. Thirty-plus years of research has demonstrated consistent agenda-setting effects, while a more recent stream of research has confirmed significant framing effects, the latter most likely to occur in cases where advocacy framing is used. This book examines the way in which the press in Canada and the United States interpreted the potential for violence that accompanied South Sudan’s independence in 2011, and whether or not their governments had a responsibility to prevent.

Sadly, in Rwanda, the media fell short. Media and Mass Atrocity revisits the case of Rwanda, but also examines how the nexus between media and mass atrocity has been shaped by the dramatic rise of social media. It has been twenty-five years since Rwanda slid into the abyss. The killings happened in broad daylight, but many of us turned away. A quarter century later, there is still much to learn about the relationship between the media and genocide, an issue laid bare by the Rwanda tragedy. Media and Mass Atrocity revisits the debate over the role of traditional news media in Rwanda, where, confronted by the horrors taking place, international news media, for the most part, turned away, and at times muddled the story when they did pay attention. Hate-media outlets in Rwanda played a role in laying the groundwork for genocide, and then actively encouraged the extermination campaign. The news media not only failed to fully grasp and communicate the genocide, but mostly overlooked the war crimes committed during the genocide and in its aftermath by the Rwandan Patriotic Front. The global media landscape has been transformed since Rwanda. We are now saturated with social media, generated as often as not by non-journalists. Mobile phones are everywhere. And in many quarters, the traditional news media business model continues to recede. Against that backdrop, it is more important than ever to examine the nexus between media and mass atrocity. The book includes an extensive section on the echoes of Rwanda, which looks at the cases of Darfur, the Central African Republic, Myanmar, and South Sudan, while the impact of social media as a new actor is examined through chapters on social media use by the Islamic State and in Syria and in other contexts across the developing world. It also looks at the aftermath of the genocide: the shifting narrative of the genocide itself, the evolving debate over the role and impact of hate media in Rwanda, the challenge of digitizing archival records of the genocide, and the fostering of free and independent media in atrocity's wake.
