Book excerpt: Marine Corps Techniques Publication MCTP 13-10D (Formerly MCWP 3-32) NTTP 3-02.3M Maritime Prepositioning Force Operations 2 May 2016 A maritime prepositioning force (MPF) operation is the rapid deployment and assembly of a Marine air-ground task force (MAGTF) in a secure area using intertheater airlift and forward-deployed maritime prepositioning ships. An MPF operation is a mission-tailored, strategic deployment option that is global in nature, naval in character, and suitable for various employment scenarios. Maritime prepositioning provides a combatant commander with deployment flexibility and an increased capability to respond rapidly to a crisis or contingency with a credible force. The essential purpose of an MPF operation is to establish a MAGTF that is fully prepared to execute an employment mission. Marine Corps Techniques Publication MCTP 13-10D (Formerly MCWP 3-32) NTTP 3-02.3M Maritime Prepositioning Force Operations 2 May 2016, provides doctrine, tactics, techniques, and procedures to plan and execute an MPF operation. It is intended for Marine Corps and Navy commanders, their staffs, and other Service commanders and staffs. This publication supersedes MCWP 3-32/NTTP 3-02.3M, Maritime Prepositioning Force Operations, dated February 2004.

Book excerpt: Marine Corps Doctrinal Publication (MCDP) 3, Expeditionary Operations, establishes doctrine for the conduct of military operations by the U.S. Marine Corps. It describes the Marine Corps as an expeditionary force-in-readiness that is manned, trained, and equipped specifically to respond quickly to a broad variety of crises and conflicts across the full range of military operations anywhere in the world. It emphasizes the naval character of Marine Corps forces. This naval expeditionary character provides capabilities both to forward-deploy forces near the scene of potential crises as well as to deploy sustainable, combined arms teams rapidly by sea and air. With reduced overseas presence in terms of force levels and bases, these capabilities have become essential elements of our national military strategy. This publication also underscores the value of Marine Corps forces as a highly cost-effective option in a wide range of situations, including crises requiring forcible entry. Importantly, this publication establishes versatility and adaptability as critical capabilities in a broad range of circumstances for expeditionary forces in an uncertain world. Finally, this publication describes the Marine Corps' key expeditionary concepts. This publication is compatible with the Marine Corps' capstone doctrinal publication, MCDP 1, Warfighting.Warfighting provides the broad institutional and operating philosophy that underlies all Marine Corps expeditionary operations, regardless of echelon of command or operating setting. This publication applies that philosophy more specifically to the operations of Marine air-ground task forces (MAGTFs) and to the types of expeditionary settings in which these forces will likely be required to operate. Where MCDP 1 describes the Marine Corps' philosophy of warfighting, this publication describes the types of operations of which Marine Corps forces must be capable.

Book excerpt: The availability of land bases from which to launch and maintain military, diplomatic, and humanitarian relief operations is becoming increasingly uncertain because of physical or political constraints. The ability to operate from a sea base, therefore, is likely to become more and more important. The Defense Science Board recently concluded that Sea Basing will be a critical future joint military capability and that DOD should proceed to develop such capability. Following the DSB report, the Navy requested that the National Research Council (NRC) convene a workshop to assess the science and technology base, both inside and outside the Navy, for developing Sea Basing and to identify R&D for supporting future concepts. This report of the workshop includes an examination of Sea Basing operational concepts; ship and aircraft technology available to make Sea Basing work; and issues involved in creating the sea base as a joint system of systems.

Available in PDF, EPUB and Kindle. Book excerpt: At the request of the Chief of Naval Operations, the National Research Council (NRC) conducted a study to determine the technological requirements, operational changes, and combat service support structure necessary to land and support forces ashore under the newly evolving Navy and Marine Corps doctrine. The Committee on Naval Expeditionary Logistics, operating under the auspices of the NRC's Naval Studies Board, was appointed to (1) evaluate the packaging, sealift, and distribution network and identify critical nodes and operations that affect timely insertion of fuels, ammunition, water, medical supplies, food, vehicles, and maintenance parts and tool blocks; (2) determine specific changes required to relieve these critical nodes and support forces ashore, from assault through follow-on echelonment; and (3) present implementable changes to existing support systems, and suggest the development of innovative new systems and technologies to land and sustain dispersed units from the shoreline to 200 miles inland. In the course of its study, the committee soon learned that development of OMFTS is not yet at a stage to allow, directly, detailed answers to many of these questions. As a result, the committee addressed the questions in terms of the major logistics functions of force deployment, force sustainment, and force medical support, and the fundamental logistics issues related to each of these functions.

Available in PDF, EPUB and Kindle. Book excerpt: Navy and Marine Corps Sea Basing concepts envision the development of capabilities that will allow the rapid deployment, assembly, command, projection, reconstitution, and re-employment of expeditionary forces from the sea. The RAND Corporation assessed alternative structures for the proposed Maritime Prepositioning Force (Future), or MPF(F), squadron and how these changes would affect abilities to support a Marine Expeditionary Brigade (MEB) in operations ranging from counterinsurgency to special operations to major combat operations. This assessment of the capabilities of alternative structures for the MPF(F) considers the need for both logistics support and casualty evacuation and care in assessing MPF(F) capabilities. Most of the variations considered entail removing large-deck ships from the squadron. RAND researchers also explored the possibility of an MPF(F) construct where only surface connectors, and no aircraft, could be used for supporting a MEB. The researchers found that degradation to logistics throughput resulting from eliminating large-deck ships from the MPF(F) could be offset by substituting CH-53K helicopters for MV-22s, with air connectors from other ships also helping provide adequate throughput capacity. Although eliminating all large-deck ships would also eliminate major medical capabilities, the squadron would otherwise retain the ability to provide logistics support for a full range of major combat, counterinsurgency, and special operations.

Book excerpt: This monograph explains why the maritime prepositioning programs (MPPs) are required to support forward presence, deterrence, and force projection missions of the Joint Force Commander (JFC). It describes the Marine Corps Maritime Prepositioning Force (MPF) and Army's Prepositioning Afloat (APA) Programs as national strategic assets available to combatant commanders to prosecute military operations and military operations other than war (MOOTW). The MPPs have proven their strategic and operational importance in Operations Desert Shield/Storm, Restore Hope, and Vigilant Warrior. Since the service component experienced delays in MPP reconstitution efforts after Operations Desert Storm and Restore Hope, the JFC should be responsible for MPP reconstitution operations. His involvement in the reconstitution effort is important to ensure these strategic assets are rapidly regenerated and available to prosecute a second major regional contingency, if required.

Book excerpt: The Marine Corps' Maritime Prepositioning Force (MPF) marries fly-in troops to their gear in an expeditionary environment. The arrival and assembly operation underneath this larger umbrella of MPF Operations proves itself a somewhat chaotic, definitively complex and dynamic logistics operation. From the moment the offload of the ship or ships begins when equipment and rolling stock exit the ships, until it ends as using units sign for their intended equipment, all personnel involved in this process--drivers, assistant drivers, heavy equipment handlers, crane operators, equipment managers--and all equipment involved present a flurry of activity that must be effectively managed, tracked, and optimized. Modeling, Virtual Environments, and Simulation, or MOVES, tools, aid in providing such capability. The creation of a Discrete Event Simulation (DES) using the open-source tool Viskit enables MPF planning, training, and analysis in its ability to portray the effects that size, amount of personnel support, and time have on the operation. Scenario Authoring and Visualization for Advanced Graphical Environments (Savage) comprises an archive of extensible three dimensional (3D) models that, when tied to the DES in an Extensible 3D (X3D) Graphics environment, enable the animation of the simulation, and when connected to real-world tracking data of the offload, allow for real-time visual tracking of this logistics process, creating a Common Operating Picture (COP) for the Arrival and Assembly Operations Group (AAOG).
