Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests. Book excerpt: Biofouling is a costly problem, and it is encountered in a wide spectrum of technical systems, ranging from the shipping industry, power industry, water purification, automobile industry, paint and pharmaceuticals, to the microelectronics and food industries. Micro- and macroorganisms attach to surfaces and accumulate there, forming biofilms that cause interferences – a fundamentally natural process. Usually, a medical paradigm is applied: kill biofilms and the problem is solved. This leads to excessive biocide use. However, the success of this strategy is very limited; furthermore it leads to equipment damage and environmental pollution. Simply trying to kill the fouling organisms is clearly not seen as a successful strategy while cleaning is put forward as much more important. In this book, strategies to prevent adhesion, to mitigate the extent and effects of biofouling, and to detect and remove fouling layers are presented. Holistic approaches to the fouling process are elaborated, taking into account options such as nutrient limitation, repellent and easy-to-clean surfaces for fouling layer limitation, and replacing biocides with more environmentally friendly methods – in other words: learning how to live with fouling biofilms without suffering the damage they can do.

The Government is currently letting the project flounder while sensitive environments are further degraded and the industry is subjected to further uncertainty. It has been over three years since the Marine and Coastal Access Act was passed, with cross-party consensus that Marine Conservation Zones were necessary and has widespread public support. Despite this, the designation process has been repeatedly delayed and Marine Conservation Zones have become increasingly controversial. 127 Marine Conservation Zones have been proposed, but Defra has consulted on only 31 of these, without setting out the zone selection process, when these would be implemented or exactly how they would be managed. The Committee welcomes the publication of the Marine Science Strategy and establishment of the Marine Science Coordination Committee. However, it notes concerns about the effectiveness of these measures and highlights the risk that changes to funding mechanisms could undermine support for long-term strategic marine science. It is also recognised that the Natural Environment Research Council is currently operating with inadequate resources, but it should consider the impact that restructuring its research funding has had on its support for strategic marine science. The Committee recommended there should be a duty on commercial operations to share the data they collect. It is concerning that funding for important long-term monitoring programmes remains opportunistic and piecemeal. Developments in technologies such as autonomous underwater vehicles could dramatically alter the way in which marine data is collected
