His novel analysis of the reproductive ecology of bony fish of cooler seas offers some support for this, but a review of fisheries past and present confirms that sustainability is rarely achieved. The relatively open structure and strong variability of marine ecosystems is discussed in relation to the reliability of resources used by the industrial-level fishing that became globalised during the 20th century. This was associated with an extraordinary lack of regulation in most seas, and a widespread avoidance of regulation where it did exist. Sustained fisheries can only be expected where social conditions permit strict regulation and where politicians have no personal interest in outcomes despite current enthusiasm for ecosystem-based approaches or for transferable property rights.

Initially published over an eight-year period, from 1995 to 2003, these articles illustrate a transition in scientific thought—from the initially-contested realization that the crisis of fisheries and their underlying ocean ecosystems was, in fact, global to its broad acceptance by mainstream scientific and public opinion. Daniel Pauly, a well-known fisheries expert who was a co-author of all five articles, presents each original article here and surrounds it with a rich array of contemporary comments, many of which led Pauly and his colleagues to further study. In addition, Pauly documents how popular media reported on the articles and their findings. By doing so, he demonstrates how science evolves. The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.

In the past decade, Congress has requested advice from the National Research Council (NRC) on both national issues (e.g., individual fishing quotas and community development quotas) and the assessments related to specific fisheries (Northeast groundfish). This report was produced, in part, in response to another congressional request, this time related to the assessments of the summer flounder stocks along the East Coast of the United States. Following the initial request, the NRC, National Marine Fisheries Service (NMFS), and congressional staff agreed to broaden the study into a more comprehensive review of marine fisheries data collection, management, and use.
