Book excerpt: The Ammunition School at USADACS provides explosives safety training to all four military services under the guidelines established for the Single Manager for Conventional Ammunition. Traditionally students travel to the school location to attend class or the instructors travel to the student's location to present the training. The costs for both methods have increased resulting in limitations on the number of students that receive training. However, the number of people requiring explosives safety training has increased. USADACS has initiated the use of modern training methods to overcome this dilemma. One of these methods is a form of distributive education known as computer based training (CBT). Explosives safety courses are being developed by USADACS using CBT software that allows a complete course to be distributed to a student in a diskette or CD-ROM mode. Students complete the course at their home station at their own pace. The first course in circulation, The Basics of Naval Explosives Hazard Control has been distributed to over 250 Navy/Marine Corps locations. Training requirements are met and the installation has avoided the cost of sending students to a formal school or paying costs to bring instructors on-site. Additional courses have been developed or are under development for Air Force Weapons Safety, Handling of Hazardous Materials, Army Explosives Safety, and Naval Explosives Safety for Supervisors and Managers. The CBT environment offers benefits previously unattainable. Travel time, travel cost, and per diem are saved. Students are not restricted to formal school schedules, having the flexibility to complete CBT courses at their own individual learning rate. Job disruptions are virtually eliminated. This presentation will demonstrate explosives safety CBT.

Book excerpt: This rapid action revision, Department of the Army Pamphlet DA PAM 385-64 Ammunition and Explosives Safety Standards Rapid Action Revision (RAR): 10 October 2013, prescribes Army policy on ammunition and explosives (also referred to as military munitions) safety standards. It implements the safety requirements of DODM 6055.09-M. DA PAM 385-64 applies to the active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. It also applies to all Army civilian personnel in a duty status, on or off a DOD installation; and to all persons at any time on an Army installation. DOD military munitions under U.S. title, even though stored in a host country, remain the responsibility of the U.S. Commander. Storage will conform with Army standards for explosives safety unless the use of more stringent criteria has been agreed to or is mandatory. This pamphlet is applicable during full mobilization. The proponent of this pamphlet is the Director, Army Staff. The proponent has the authority to approve exceptions to this pamphlet that are consistent with applicable controlling laws and regulations. The proponent has delegated approval authority to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the grade of colonel or the civilian equivalent. Activities may request a waiver to this pamphlet by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the command or senior leader of the requesting activity and forwarded through their higher headquarters to the policy proponent.

Book excerpt: All Marines share a common warfighting belief: "Every Marine a rifleman." This simple credo reinforces the belief that all Marines are forged from a common experience, share a common set of values, and are trained as members of an expeditionary force in readiness. As such, there are no "rear area" Marines, and no one is very far from the fighting during expeditionary operations. The Marine rifleman of the next conflict will be as in past conflicts: among the first to confront the enemy and the last to hang his weapon in the rack after the conflict is won. Rifle Marksmanship, a Marine Corps Reference Publication, provides techniques and procedures for Marine Corps rifle marksmanship. Every Marine is first and foremost a rifleman. Rifle Marksmanship reflects this ethos and the Marine Corps' warfighting philosophy. This publication discusses the individual skills required for effective rifle marksmanship and standardizes the techniques and procedures used throughout the Marine Corps. It constitutes the doctrinal basis for all entry-level and sustainment-level rifle marksmanship training.
