The book is based on the European Language Diversity for All (ELDIA) research project which was funded by the European Commission (7th framework programme, 2010–2013).

Why are the rituals of Udmurts performed at cultural festivals? In their insightful ethnographic study Anna-Leena Siikala and Oleg Ulyashev attempt to answer such questions by analysing the recreation of religious traditions, myths, and songs in public and private performances. Their work is based on long term fieldwork undertaken during the 1990s and 2000s in three different places, the Northern Ob region in North West Siberia and in the Komi and Udmurt Republics. It sheds light on how different traditions are favoured and transformed in multicultural Russia today. Siikala and Ulyashev examine rituals, songs, and festivals that emphasize specificity and create feelings of belonging between members of families, kin groups, villages, ethnic groups, and nations, and interpret them from a perspective of area, state, and cultural policies. A closer look at post-Soviet Khanty, Komi and Udmurts shows that opportunities to perform ethnic culture vary significantly among Russian minorities with different histories and administrative organisation. Within this variation the dialogue between local and administrative needs is decisive.

Book excerpt: The diversion of scholarship on ethnicity by political forces has been studied in Nazi Germany, where folklore became central to national self-perception and consequently suffered from uncritical enthusiasms. Who Gets the Past? is one of the first studies of this phenomenon in another arena. In the Middle Volga region of Russia, the intellectuals of two ethnic groups are engaged in a protracted competition for the right to claim descent from various ancestries, most dating back to the first millennium A.D. Archeologists from both the Chuvash and the Tatar ethnic groups are attempting to present evidence connecting the groups with Turkic-speakers, Finnish-Ugric groups, Bulgars, or Sarmatians. At stake, according to Victor Shnirelman, are both territorial and political advantages. Who Gets the Past? tells how and why, from the Stalinist period to the present, these intellectuals have made different, sometimes self-contradictory, claims on the past. The Soviet legacy of reinforcing and politicizing ethnic identities is largely responsible for the original extent of the competition, according to Shnirelman. But the importance of ethnic claims since the Soviet breakup has only contributed to its persistence.
