Available in PDF, EPUB and Kindle. Book excerpt: “The Caspian Sea Encyclopedia” is the second one in the new series of encyclo- dias about the seas of the former Soviet Union published by Springer-Verlag. The ?rst volume – “The Aral Sea Encyclopedia” was published by Springer in 2009. The series will be continued by “The Black Sea Encyclopedia” in 2010. Today the Caspian Sea is known to readers thanks to its oil and gas resources, sturgeon and caviar, signi?cant sea-level variations, socio-economic and political problems. The Caucasus and Central Asia (http://eurodialogue. org/?les/fckeditor_?les/Caspian-s- map2. png) vii viii Introduction For more than 250 years the Caspian Sea was shared by two states: Russia (the Soviet Union) and Persia (Iran). After the disintegration of the USSR in 1992, the new independent states of Azerbaijan, Turkmenistan and Kazakhstan have radically changed the political and economic situation in the region. In addition to Russia and Iran, who had determined the situation on the Caspian for a long period, Azerbaijan, Turkmenistan and Kazakhstan are now interested parties, beginning a new stage in the historical development of the Caspian region. This increase in the number of the Caspian legal entities from two to ?ve has given rise to a whole tangle of geopolitical, economic, international legal, ethnic and environmental problems, each of which demands its own approach and settlement mechanism.

Available in PDF, EPUB and Kindle. Book excerpt: Post-conflict economic reconstruction is a critical part of the political economy of peacetime and one of the most important challenges in any peace-building or state-building strategy. After wars end, countries must negotiate a multi-pronged transition to peace: Violence must give way to public security; lawlessness, political exclusion, and violation of human rights must give way to the rule of law and participatory government; ethnic, religious, ideological, or class/caste confrontation must give way to national reconciliation; and ravaged and mismanaged war economies must be reconstructed and transformed into functioning market economies that enable people to earn a decent living. Yet, how can these vitally important tasks each be successfully managed? How should we go about rehabilitating basic services and physical and human infrastructure? Which policies and institutions are necessary to reactivate the economy in the short run and ensure sustainable development in the long run? What steps should countries take to bring about national reconciliation and the consolidation of peace? In all of these cases, unless the political objectives of peacetime prevail at all times, peace will be ephemeral, while policies that pursue purely economic objectives can have tragic consequences. This book argues that any strategy for post-conflict economic reconstruction must be based on five premises and examines specific post-conflict reconstruction experiences to identify not only where these premises have been disregarded, but also where policies have worked, and the specific conditions that have influenced their success and failure.

Book excerpt: Although historic sources provide information on recent centuries, archaeology can contribute longer term understandings of pre-industrial marine exploitation in the Indo-Pacific region, providing valuable baseline data for evaluating contemporary ecological trends. This volume contains eleven papers which constitute a diverse but coherent collection on past and present marine resource use in the Indo-Pacific region, within a human-ecological perspective. The geographical focus extends from Eastern Asia, mainly Japan and Insular Southeast Asia (especially the Philippines) to the tropical Pacific (Micronesia, Melanesia, and Polynesia) and outlying sites in coastal Tanzania (Indian Ocean) and coastal California (North Pacific). The volume is divided thematically and temporally into four parts: Part 1, Prehistoric and historic marine resource use in the Indo-Pacific Region; Part 2, Specific marine resource use in the Pacific and Asia; Part 3, Marine use and material culture in the Western Pacific; and Part 4, Modern marine use and resource management.
