Available in PDF, EPUB and Kindle. Book excerpt: Despite the liberation of Marawi, in the Philippines, from the siege of terrorist groups associated with the Islamic State of Iraq and Syria (ISIS), the Philippines continues to confront the virulent threat of terrorism affecting international peace and security. To make sense of what transpired during the Marawi siege and the panoply of security challenges in its aftermath, this book brings together the scholarly analyses of various counter-terrorism experts who examine the siege from a number of perspectives, including the long history of Muslim rebellion in Mindanao and the persistence of the Abu Sayyaf Group, the rise of ISIS in the Philippines, the financing of terrorism, the trauma created by the siege, and the continuing problem of violent extremism in a country long beset by internal armed conflicts. Edited by the Philippines’ top counter-terrorism scholar, the volume offers readers insightful studies on why and how the siege happened by describing the role of various armed groups in the Philippines that have pledged allegiance to ISIS. This is the first effort to examine in-depth the Marawi siege within the larger global terrorism landscape. It will be of interest to scholars, students, journalists, policy makers and laypersons who want to know more about the siege and the continuing threat of terrorism in the Philippines.

It tells the most compelling account in the annals of Philippine counter terrorism in recent times and brings to light the secretive and humble origins of the Unit - from its early days as a company, to a battalion and finally, to the regiment that it is today. It is a vivid, no holds barred account of counter terrorist operations conducted by the enigmatic LRR in a developing nation rocked by decades of low intensity conflict emanating from the jungles of Sulu and Basilan to the bustling and vibrant cities of Zamboanga and Marawi.

Available in PDF, EPUB and Kindle. Book excerpt: Oct. 17, 2021 marks the fourth year since the liberation of Marawi was declared. Yet, the unfinished reconstruction of the city after the 2017 crisis, resulting in the protracted displacement of hundreds of thousands of residents, is a major humanitarian and security issue that the Philippines is in danger of forgetting. In this report, Ica Fernandez synthesizes findings from a rapid review of humanitarian, development, peacebuilding, and security programs implemented as part of post-Marawi crisis efforts from 2017 to 2020. The review finds that the Philippine government has not yet substantially completed its commitments towards the city’s reconstruction; the Marawi Compensation Bill, without which many residents will not be able to rebuild their homes, is still pending in Congress. As of publication, the TFBM targets to complete roads and public infrastructure in the most affected area (MAA) by December 2021. --- This report was commissioned by INCITEGov with support from Friedrich-Ebert-Stiftung (FES) Philippines to assist ongoing efforts by Maranao civil society organizations for a peaceful citizen-led return of displaced residents to the Islamic City of Marawi. The review was conducted from August to September 2020 and synthesized existing data and reports collected by relevant bodies in the House of Representatives and the Bangsamoro Transition Authority, as well as reports from media, donor agencies, and civil society. The analysis also draws from a supplementary Marawi budget and expenditure review conducted by the Institute for Leadership, Empowerment, and Democracy (iLEAD). Preliminary findings were presented in an exclusive online forum with Maranao civil society partners on 19 October 2020 titled Tatlong Taong Bakwit.

Book excerpt: How can we use psychology and the behavioural sciences to aid law enforcement to better identify violent extremists? What can we learn from past attacks to ensure that our society is more prepared? How can societies deal with tension after these attacks?Violent extremists are evolving, constantly honing their strategies to out-manuever the 'good guys'. Faced with the quandary, challenges, and responsibilities of ensuring the safety of the society, practitioners and policymakers have to take decisive steps to respond and mitigate the impact of an attack. However, the daunting task of countering violent extremism is still plagued by the lack of basic understanding of the phenomenon. This book, Learning from Violent Extremist Attacks: Behavioural Sciences Insights for Practitioners and Policymakers, attempts to fill a gap in the extant literature by offering a behavioural sciences approach to integrate our understanding of the threat of violent extremism, with knowledge drawn from diverse fields, such as psychology, sociology, history, political science, technology, and communications to identify the lessons learned and provide scientifically defensible interventions and approaches for both the practitioners and policymakers.

Book excerpt: This book draws on the extensive literature on populism, democracy, and emerging markets as well as interviews with senior government officials, experts, and journalists in the Philippines and beyond, This book is the first to analyze the significance and implications of the rise of Filipino president Rodrigo Duterte within a rapidly-changing Asia Pacific region. As China's power in the Pacific grows rapidly, nations that have traditionally been US allies, such as the Phillipines, are experiencing political convulsions; Duterte's open willingness to realign towards China (at the expense of America) in exchange for infrastructure investment is one of the clearest indicators of what China's rise might look like for nations around the world. Timely, precise, accessible and fast-paced, this book will be of value to scholars, journalists, policy-makers, and China watchers.

This book was released on with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph has two parts: (1) a paper on the impact of populism on gender equality in the Philippines, written by INCITEGov chairperson Teresita Quintos Deles in December 2018; and (2) the two speeches that she delivered before the Subcommittee on International Human Rights (SDIR) of the Canadian House of Commons in April and July 2019, respectively. INCITEGov presents this monograph in a three-part series: Populism in the Philippines. Up to this date of publication, September 2020, the political force of populism examined in these papers remains and persists to erode the foundation of democratic rights and gender equality. This series of papers serve to bring insights to the discourse on populism and momentum for enlightened citizens to reclaim hard-won democratic rights.
