The Syrian crisis and its political, economic and demographic consequences on Lebanon have increased these tensions. This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. Using various case studies, it raises the question how actors living in these regions perform their belonging despite the apparent constraints of history and politics. In recent years, the Middle East has seen States attempts to shape buffer zones or safe zones in border regions, for example, in Syria’s borderlands in the aftermath of the civil war. Typically studies on in- between borders refer to three interrelated aspects: space (territorial, symbolic), power (states or non-state actors) and identity (definition of the self/other). In this volume, the authors investigate these axes of research through the notions of sovereignty and belonging in order to assess how these concepts may highlight in-betweenness through a political dimension. Stemming from a perception of the borders as processes, these various studies aim to explore the theoretical potential of in- between border spaces to re-think sovereignty and identity belonging in such interstitial zones. While notions such as heterotopia, margins, liminality, borderlands, buffer zones, no man’s land or frontiers will be explored, each case study highlights how actors, territory and powers relate to each other in order to improve our understanding of historical and political process that are shaping identities under spatial constraints. Book excerpt: The events taking place in several of South Mediterranean countries since December 2010 show that multiple deprivations may be powerful drivers of political instability. Though improvements of the living conditions have been regularly principal demands along with civil and political liberties in the demonstrations, one of the main striking facts about this so-called “Arab Spring” is that poverty had not been given the same emphasis in southern Mediterranean countries during the last decades as in other areas of the developing and emerging world. Although the growing recognition that poverty is a multidimensional concept, studies of poverty in South Mediterranean countries have often been dominated by a monetary approach. However, there is a growing evidence that it is suitable to go beyond the money-metric measures of poverty and to supplement its results with other approaches that adopt a broader definition of well- being. Though poverty is only one of many causes of this “Arab Spring,” we argue that it is a key feature to understand these historic events and that it is necessary to draw a detailed picture of poverty and social exclusion for each one of these countries. Moreover, if the Union for the Mediterranean succeeds in fostering economic cooperation within the Mediterranean area, the focus on the population’s well-being of its southern members will deserve scrutiny in the next few years to understand the forces that will drive the Euro-Mediterranean relationships, in particular for migration issues. This book brings together recent advances on the measurement of poverty with empirical applications on South-Mediterranean countries. It introduces new tools for analyzing poverty and shows that the linkages between income and well-being are not straightforward and hinge on many determinants. It shows that the efficiency of poverty reducing policies should also be assessed on the basis of the satisfaction of non-income needs like health, education or participation in social life.
