Book excerpt: The international fragmentation of economic activities – from research and design to production and marketing – described through the lens of the global value chain (GVC) approach impacts the structure and performance of small and medium-sized enterprises (SMEs) agglomerated in economic clusters. The consolidation of GVCs ruled by global lead firms and the recession of 2008-09 exacerbated the pressures on cluster actors that based their competitive advantage on local systems, spurring an increasing heterogeneity, both across and within clusters, that is still overlooked in the literature. Drawing on detailed studies of different industries and countries, Local Clusters in Global Value Chains shows the co-evolutionary trajectories of clusters and GVCs, and the role of firms and their strategies in organizing manufacturing and innovation activities in the context of ongoing technological shifts. The book explores the tension between place-based variables and global drivers of change, and the possibility for territories containing such clusters to prosper in the new global scenario. By adopting insights from the GVC framework and management studies, the book discusses how the internationalization strategies of firms create opportunities as well as constraints for adaptive upgrading in clusters. The agricultural midstream consists of activities that take place after production but before final sale to consumers, with existing literature highlighting transportation, trading/wholesaling, processing/packaging, and storage as key activities (Reardon, 2015; Ambler et al., 2022a). However, even as research on the agricultural midstream has been growing, little is known about the poten tial financial needs or capabilities of midstream actors (Ambler et al., 2022a; Bellemare et al., 2021; Reardon and Minten, 2021). If midstream actors face meaningful financial constraints in growing their businesses, it can hinder employment opportunities, increase consumer food prices, depress agricul tural producer prices, or constrain growth more broadly.

Book excerpt: Efforts to promote the development of agricultural value chains are a common element of strategies to stimulate economic growth in low-income countries. Since the world food price crisis in 2007-2008, developing country governments, international donor agencies, and development practitioners have placed additional emphasis on making agricultural value chains work better for the poor. As value chains evolve to serve new markets, they tend to become less inclusive. For example, if a market for high quality rice arises within an economy, it is inherently easier for traders who sell rice to retailers to source that high quality rice from larger farms that are better able to control its quality than from dozens of smallholder farms. As a result, the normal path of value chain evolution can be biased against smallholders; hence, it is important to understand what types of interventions can make value chains more inclusive while also making them more efficient. In this brief, we summarize studies on five types of value chain interventions that were supported by the CGIAR’s Research Program on Policies, Institutions, and Markets (PIM) through its Flagship 3 on Inclusive and Effective Value Chains. Figure 1 illustrates a “typical” agricultural value chain, including the five intervention types (in orange). These include interventions that attempt to deal with multiple production constraints; certification; contract farming; public-private partnerships; and “other” services related to trading and marketing agricultural products. Apart from the last category, these interventions all involve production. This reflects the fact that smallholder producers can be considered, in some ways, the weakest link in evolving agricultural value chains (de Brauw and Bulte 2021). Hence, it is sensible to target interventions either at or close to smallholders. However, in some cases, the best way to overcome smallholder constraints may be to help actors at other points in the value chain overcome constraints. Many interventions share a focus on reducing transaction costs to promote smallholder market integration. Ideally, interventions increase both efficiency and inclusion, but we observe that such win-win outcomes are rare. Trade-offs appear to be more common than synergies, and some value chain interventions involve clear winners and losers.

It also includes an estimation of food loss at each stage of the value chain; an assessment of gender and youth participation and an SDG tracker. The primary objective of EX-ACT VC is to provide decision support to design (ex-ante) and evaluate (ex-post) agrifood VC projects and policies by comparing a ‘current’ scenario with baseline information and a ‘planned’ scenario involving a future vision or goal (or implemented activities scenario in case of ex-post evaluations). EX-ACT VC helps users to quantify the sustainability performance of the selected value chain, identify the drivers of sustainability, understand how economic, social, and environmental dimensions are intertwined, and identify potential entry points for environmental and socioeconomic improvements along the selected value chain. The EX-ACT VC methodological guidelines aim at: 1) providing a comprehensive overview of the tool and helping users assess the sustainability of agrifood value chains across environmental, economic, and social dimensions using the tool; 2) describing the various methodological concepts underlying the tool to perform a value chain assessment and calculating several indicators of sustainability; 3) illustrating the structural layout of the tool, explaining data requirements, and providing step-by-step data entry guidance to perform a value chain assessment using EX-ACT VC; 4) discussing the different indicators the tool calculates and how they can be used for project and policy evaluation and design. These guidelines are intended to assist potential users of EX-ACT VC including policymakers, project managers, analysts, and researchers, among others.
