Book excerpt: The brand new manual provides step-by-step guidance to determine revenue requirements, analyze rates, develop a financial plan, and design a better rate structure -- even with limited resources and data. Written for small water systems (defined as serving a population of up to 10,000) it focuses on the unique attributes of small systems as related to financial planning and rate design, with the understanding that most data is contained in the current customer billing system, and merely needs to be massaged. With details plus a sample case study, it helps develop a rate structure that emphasizes simplicity and ease of billing, while at the same time recognizes cost recovery and equitability. Also covered are communications with the public, which is integral to a successful rate restructuring, regulatory approval, system development funding, and rate phase-in.

Available in PDF, EPUB and Kindle. Book excerpt: In 2004, the WHO Guidelines for Drinking Water Quality recommended that water suppliers develop and implement "Water Safety Plans" (WSPs) in order to systematically assess and manage risks. Since this time, governments and regulators, water suppliers and practitioners have increasingly embraced this approach, but they have also requested further guidance. This much-anticipated workbook answers this call by describing how to develop and implement a WSP in clear and practical terms. Stepwise advice is provided through 11 learning modules, each representing a key step in the WSP development and implementation process: 1. Assemble the WSP team; 2. Describe the water supply system; 3. Identify hazards and hazardous events and assess the risks; 4. Determine and validate control measures, reassess and prioritise the risks; 5. Develop, implement and maintain an improvement/upgrade plan; 6. Define monitoring of the control measures; 7. Verify the effectiveness of the WSP; 8. Prepare management procedures; 9. Develop supporting programmes; 10. Plan and carry out periodic review of the WSP; 11. Revise the WSP following an incident ; Every Module is divided into three sections: 'Overview', 'Examples and Tools', and 'Case studies'. The overview section provides a brief introduction to the Module, including why it is important and how it fits into the overall WSP development and implementation process. It outlines key activities that should be carried out, lists typical challenges that may be encountered, and summarizes the essential outputs to be produced. The examples and tools section provides resources which could be adapted to support the development and implementation of WSPs. These resources include example tables and checklists, template forms, diagrams, or practical tips to help a WSP team address specific challenges. These are often example outputs and methodologies adapted from recent WSP experiences. Each Module concludes with case studies so the reader can benefit from lessons-learned from real-life experiences. They are intended to make WSP concepts more concrete and to help readers anticipate issues and challenges that may arise. The descriptions were drawn from WSP initiatives in Australia, the Latin American and the Caribbean region (LAC), and the United Kingdom.

Book excerpt: Protecting and maintaining water distributions systems is crucial to ensuring high quality drinking water. Distribution systems-consisting of pipes, pumps, valves, storage tanks, reservoirs, meters, fittings, and other hydraulic appurtenances-carry drinking water from a centralized treatment plant or well supplies to consumers' taps. Spanning almost 1 million miles in the United States, distribution systems represent the vast majority of physical infrastructure for water supplies, and thus constitute the primary management challenge from both an operational and public health standpoint. Recent data on waterborne disease outbreaks suggest that distribution systems remain a source of contamination that has yet to be fully addressed. This report evaluates approaches for risk characterization and recent data, and it identifies a variety of strategies that could be considered to reduce the risks posed by water-quality deteriorating events in distribution systems. Particular attention is given to backflow events via cross connections, the potential for contamination of the distribution system during construction and repair activities, maintenance of storage facilities, and the role of premise plumbing in public health risk. The report also identifies advances in detection, monitoring and modeling, analytical methods, and research and development opportunities that will enable the water supply industry to further reduce risks associated with drinking water distribution systems.

Book excerpt: This manual and the free downloadable costing tool is the outcome of a project identified by the Water, Sanitation and Health Programme (WSH) of the World Health Organization (WHO) faced with the challenge of costing options for improved access, both to safe drinking water and to adequate sanitation. Although limited in scope to the process of costing safe water supply technologies, a proper use of this material lies within a larger setting considering the cultural, environmental, institutional, political and social conditions that should be used by policy decision makers in developing countries to promote sustainable development strategies. Costing Improved Water Supply Systems for Low-income Communities provides practical guidance to facilitate and standardize the implementation of social life-cycle costing to “improved” drinking-water supply technologies. These technologies have been defined by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation, as those that, by the nature of its construction, adequately protect the source of water from outside contamination, in particular with faecal matter. The conceptual framework used has also been conceived to be applied to costing improved sanitation options. To facilitate the application of the costing method to actual projects, a basic tool was developed using Microsoft Excel, which is called a water supply costing processor. It enables a user-friendly implementation of all the tasks involved in a social life-cycle costing process and provides both the detailed and the consolidated cost figures that are needed by decision-makers. The scope and the limits of the costing method in a real setting was assessed through field tests designed and performed by local practitioners in selected countries. These tests were carried out in Peru and in six countries in the WHO regions of South-East Asia and the Western Pacific. They identified practical issues in using the manual and the water supply costing processor and provided practical recommendations. Available in PDF, EPUB and Kindle. Book excerpt: The United Nations has designated the 1980's as the International Drinking Water Supply and Sanitation Decade. Its goal is to provide two of the most fundamental human needs - safe water and sanitary disposal of human wastes - to all people. Since the technology for supplying water is better understood, the emphasis in this volume is on sanitation and waste reclamation technologies, their contributions to better health, and how they are affected by water service levels and the ability an willingness of communities to pay for the systems. This manual presents the latest field results of the research, summarizes selected portions of other publication on sanitation program planning, and describes the engineering details of alternative sanitation technologies and how they can be upgraded. The guidelines, procedures, and technologies are based on the World Bank's own research in nineteen countries. The twenty-two chapters are divided into three parts: socioeconomic aspects of sanitation program planning, sanitation program planning, and sanitation technology options. The manual is extensively illustrated with the technical diagrams of the recommended sanitation systems and their components.

Book excerpt: The Manual highlights the human rights principles and criteria in relation to drinking water and sanitation. It explains the international legal obligations in terms of operational policies and practice that will support the progressive realisation of universal access. The Manual introduces a human rights perspective that will add value to informed decision making in the daily routine of operators, managers and regulators. It also encourages its readership to engage actively in national dialogues where the human rights to safe drinking water and sanitation are translated into national and local policies, laws and regulations. Creating such an enabling environment is, in fact, only the first step in the process towards progressive realisation. Allocation of roles and responsibilities is the next step, in an updated institutional and operational set up that helps apply a human rights lens to the process of reviewing and revising the essential functions of operators, service providers and regulators.

Available in PDF, EPUB and Kindle. Book excerpt: This is a best practice manual for addressing water losses in water distribution networks worldwide. Systems and methodologies are presented for improving water loss and leakage management in a range of networks, from systems with a well-developed infrastructure to those in developing countries where the network may need to be upgraded. The key feature of the manual is a diagnostic approach to develop a water loss strategy - using the appropriate tools to find the right solutions - which can be applied to any network. The methods of assessing the scale and volume of water loss are outlined, together with the procedures for setting up leakage monitoring and detection systems. As well as real losses (leakage) procedures for addressing apparent losses, by introducing regulatory and customer metering policies are explained. Suggestions are made for demand management and water conservation programmes, to complement the water loss strategy. Recommendations are made for training workshops and operation and maintenance programmes to ensure skills transfer and sustainability. The manual is illustrated throughout with case studies. Losses in Water Distribution Networks will appeal to a wide range of practitioners responsible for designing and managing a water loss strategy. These include consultants, operations managers, engineers, technicians and operational staff. It will also be a valuable reference for senior managers and decision makers, who may require an overview of the principles and procedures for controlling losses. The book will also be suitable as a source document for courses in Water Engineering, Resource Management and Environmental Management.
