Book excerpt: La aprobación de la Ley Orgánica 4/2000, de 11 de enero, sobre derechos y libertades de los extranjeros en España y su integración social, supuso una importante transformación del estatus jurídico de los extranjeros que afectó a todas las dimensiones de su situación, tanto en lo relativo a sus posibilidades de entrada y permanencia en nuestro país, a los derechos asociados a su condición de inmigrantes, al margen de su vinculación o no con el trabajo, así como a los más específi cos relativos al desempeño de un trabajo. Entre esos derechos reconocidos al ciudadano extranjero en España, la Ley 4/2000 regulaba los específi cos derechos de protección social, ya fuera derivados del desempeño de una actividad productiva, esto es, en el nivel profesional o contributivo del Sistema de Seguridad Social, ya se tratara de los derechos a una tutela pública frente a situaciones de necesidad, reconocidos con carácter general a todos los ciudadanos en el nivel asistencial o no contributivo del mismo Sistema. En relación con estos concretos derechos, que podrían agruparse bajo la denominación de derechos de protección social de los extranjeros en España, la Ley 4/2000 incluyó aportaciones relevantes. En concreto, incluyó en el capítulo destinado a enumerar esos derechos, tres artículos específi camente dedicados a ellos: el art. 10 (derecho al trabajo y a la Seguridad Social), el art. 12 (derecho a la asistencia sanitaria), y el art. 14 (derecho a la Seguridad Social y a los servicios sociales); un reconocimiento de derechos que se refería tanto a los extranjeros que desarrollaban un trabajo en España, sea por cuenta propia como ajena, como a quienes se encontraban en nuestro país por otras razones diferentes a las laborales (estancias temporales, motivaciones no profesionales, reagrupación familiar, etc.). No es que la Ley 4/2000 supusiera una transformación radical del panorama aplicativo anterior a la misma respecto de este tipo de derechos que, en virtud de reglas contenidas en la Ley General de Seguridad Social y en otras normas, incluso autonómicas, en materia de asistencia sanitaria y servicios sociales, ya venían reconociéndose a los extranjeros; pero sí supuso una regulación expresa y más garantista de estas cuestiones.
