Book excerpt: The Department of Defense has a structured process to be followed in the acquisition of major weapon systems. A central criterion in the choice of alternative weapon systems is the total cost of the system over its economic life, i.e., its life-cycle cost. The cost of operating and maintaining (as opposed to procuring) the weapon systems is largely determined by the quantity and skill mix of manpower required for the successful performance of these functions over the life-cycle of the system. The recent dramatic increase in manpower, personnel and training (MPT) support costs has illuminated the fact that more attention must be given (and given earlier) in the Weapon System Acquisition Process (WSAP) to identify the manpower requirements and the associated MPT support of new weapon systems. Air Force planners have had a continuing concern about their capability to adequately anticipate the MPT needs associated with new systems, react to those needs, and to influence design decisions while the system is still in the conceptual or design phase. This report consolidates the results of two tasks. The first task consisted of an evaluation of the role of MPT in the WSAP, an assessment of the strengths and weaknesses of current policies and practices, and recommendations for enhancements. The second task consisted of developing a detailed concept and an implementation plan for enhancing MPT participation in the WSAP by incorporating increased use of analytical methodologies to assess/project the impact on MPT resources.

GAO believes that: (1) the Army must effectively integrate MPT into the weapon system acquisition process to ensure that, once weapon systems are deployed, they can be properly operated and maintained; and (2) the Army's lack of centralized MPT management impedes its MPT improvement efforts. GAO found that a number of studies by the Army and other organizations have identified major systemic MPT problems that adversely affect the Army's ability to integrate MPT into the systems acquisition process, including: (1) a lack of leadership in MPT integration; (2) failure to identify MPT requirements early in the acquisition process; (3) failure to define MPT needs for contractors designing weapon systems; and (4) a lack of contract incentives for good MPT planning. GAO also found that the Army is improving its MPT integration efforts by: (1) clarifying the roles of certain key officials in the MPT integration process; (2) testing techniques to identify MPT needs early in the acquisition process; and (3) developing methodologies to identify MPT needs to weapon system contractors. However, GAO noted that there has been little coordination between three major Army commands with MPT responsibilities that are independently implementing MPT improvements. In addition, GAO found that the Office of the Deputy Chief of Staff for Personnel, which has primary responsibility for MPT planning, has not established detailed procedures for carrying out MPT responsibilities.

The historical disconnect, in the military services, between the system for procuring human resources and the system for procuring hardware resources is identified as a factor that has slowed the development of tools and techniques for including manpower, personnel and training factors in W.S. design decisions. Nevertheless, it is felt that a usable technology in this area now exists. The current status of this technology is briefly reviewed in the following areas: maintenance manpower modeling; training requirements analysis; maintenance technical data; system ownership costing; human resources in design trade-offs; and supporting data bases. The importance of integrating the application of these component technologies during W.S. development is emphasized, and a proposed method for doing this is described. Even though a usable technology exists for including manpower factors in the process of choosing among W.S. design alternatives, achieving widespread application will not be an easy task. Some things which must happen before this can be achieved are discussed. Finally, the paper points out some favorable signs that manpower factors are beginning to receive the attention they deserve in W.S. acquisition. (Author).
