Book excerpt: In Managing the British Economy in the 1960s Sir Alec Cairncross, who was Economic Adviser to HMG in 1961-64 and Head of the newly-created Government Economic Service in 1964-69, tells the inside story of the making of economic policy under four Chancellors of the Exchequer between 1960 and 1970, first under a Conservative government then under a Labour government. He describes how the Treasury dealt with a whole succession of crises and experimented with many new departures of policy over the decade: for example, the efforts to engage in long-term planning, form a workable incomes policy, make use of new taxes for new purposes and enter the European Community. In parallel with the 1990s, the story is dominated by the effort to avoid devaluation followed by the struggle to make it work and keep the pound from sliding further.

The immediate post-revolutionary period in China is viewed here in the wider context of Britain and France's post-imperial decline and expressions such as 'imperialism imprisoned' and 'captive capitalism' are some new and interchangeable terms employed in this context. In contrast to the traditional interpretation that Chinese policies regarding the old imperial powers involved nationalization of foreign companies through the expropriation of their property, this study shows that almost no such practice took place. Rather, instances of appropriation only occurred following an indirect, subtle and protracted process. It is precisely because of the uniqueness of the process and its relatively long duration that the new regime in China succeeded in achieving its goals, perhaps even exceeding them. The United Kingdon, home to two major oil companies, British Petroleum (BP) and Shell, as well as the possessor of large quantities of oil and gas in its territorial waters, was at the heart of this transition. While famous for its liberal policy toward oil and gas production, both before and after the discovery of North Sea oil and gas, this period actually saw the United Kingdom respond to shifts in power from the major oil companies to the oil-producing states, many of them in Organization of Petroleum Exporting Companies (OPEC), by building up its competency regarding oil matters. This took the form of efforts to influence the activities of BP and Shell abroad as well as in creation of a state-run oil company, the British National Oil Corporation, in an attempt to exercise greater state control over oil and gas production and distribution. The failure of these efforts was driven in part by internal divisions within Whitehall, the efforts of the oil companies themselves, and ultimately the political will of the Conservative Party under Margaret Thatcher to get the state out of the business of oil and gas.
