Available in PDF, EPUB and Kindle. Book excerpt: Earlier GAO reports identified problems in the management of nonexpendable personal property at U.S. embassies overseas. A review of current administrative practices was performed at three U.S. embassies and one U.S. consulate. Although the State Department's Inspector General had reported deficiencies as recently as 1977, GAO found that management of personal property remained unsatisfactory. Excess property and the potential for loss of property existed at all four locations visited. It was also found that officials did not follow procurement regulations and prudent management practices to the degree necessary to protect the best interests of the United States. Key personnel with whom GAO discussed these administrative deficiencies cited several contributing factors: (1) the need for more comprehensive training for administrative personnel; (2) frequent turnover of personnel under the State Department's rotation program which inhibits problem-solving and needed continuity; (3) personnel reductions which have encouraged the use of personal service contracts and, in some cases, prevented adequate separation of duties; and (4) conditions peculiar to overseas locations such as language barriers and shortage of qualified contractors and adequate supply sources which often prevent strict compliance.

GAO found that: (1) there are serious internal control weaknesses in federal agencies that have resulted in fraud, waste, abuse, and uncollected receivables; (2) the old accounting systems are costly to operate and maintain, and do not produce the complete, consistent, reliable, and timely data needed for deciding policy or managing day-to-day operations; (3) current financial reporting and budget practices do not disclose the actual costs of operations or the current and future costs of investment decisions; (4) agencies do not audit most of the financial information or prepare financial statements, resulting in inaccurate and unreliable data; (5) agencies need improved financial management systems to better control resources, establish accountability, and assist in the management of day-to-day operations; (6) the federal government's management policies have resulted in frequent turnover of top level agency leadership, little or no focus on long-term planning, and difficulty in maintaining an effective federal work force; and (7) agencies should devote more time to developing adequate support systems, such as strengthened financial management and reporting systems, to increase accountability within the government. GAO also found that: (1) defense contractors' profits were substantially greater than reported and substantially higher than in the commercial sector; and (2) it has been successful in obtaining access to review highly classified government activities and programs through audits and reviews, with the exception of Central Intelligence Agency activities. Specifically, GAO: (1) noted agency approaches to productivity improvement; (2) identified governmentwide obstacles to such efforts; and (3) reviewed private sector approaches to assess their potential applicability to the federal government. Productivity management can be a powerful tool for reducing government costs, but GAO found that federal agencies were not placing a high priority on productivity improvement. Few agencies had organized agencywide efforts to improve productivity, and those that did tended not to have clear goals, measurement for such goals, or accountability mechanisms. As a result, significant opportunities for reducing government costs are being missed. GAO further noted that, since agency improvement efforts did not adequately include productivity management, the federal government should use productivity management in its management and budget processes.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Bureau of the Census' management of: (1) research activities aimed at improving the Bureau's programs; and (2) surveys conducted for other federal agencies on a reimbursable basis. GAO noted that: (1) the Bureau's management of its research activities does not comply with requirements of the Government Performance and Results Act (GPRA); (2) Bureau officials have not developed a clear vision for census research or a plan to link research to operational goals; (3) the Bureau's directorates tend to operate independently with little interaction which leads to research duplication; (4) the Bureau does not have a management information system to track research projects or an evaluation process to measure the impact of research on Bureau programs; (5) the Bureau plans to implement a strategic management process as required by GPRA to better direct and control its research efforts and use available funds more effectively; (6) the Bureau's research planning should be improved by its recent reorganization and its efforts to develop research projects with agencywide benefits; (7) since 1990, the Bureau's reimbursable survey work for other federal agencies has increased 37 percent; (8) the Bureau's major survey customers are very satisfied with the Bureau's work on their behalf, but the Bureau does not have sufficient staff to meet all their survey needs; (9) the Bureau has increased its reimbursable workload to maintain staff levels in the face of congressionally mandated budget cuts; and (10) the Bureau needs to determine the proper balance between its core and reimbursable work so that its core programs do not suffer.
