Book excerpt: ABSTRACT: Geographic data is a hallowed element within the Geographic Information Systems (GIS) discipline. As geographic data faces increased usage in distributed and mobile environments, the ability to access and maintain that data can become challenging. Traditional methods of data management through the use of file storage, databases, and data catalog software are valuable in their ability to organize data, but provide little information about how the data was collected, how often the data is updated, and what value the data holds for an organization. By defining geographic data as an asset it becomes a valuable resource that requires acquisition, maintenance and sometimes retirement during its lifetime. To further understand why geographic data is different than other types of data, we must look at the many components of geographic data and specifically how that data is gathered and organized. To best align geographic data to the asset management discipline, this thesis will focus on six key dimensions, established through the work of Vanier (2000, 2001), which seek to evaluate asset management systems. Using a conceptual narrative linked to an environmental analysis case study, this research seeks to inform as to the strategies for efficiently managing geospatial data resources. These resources gain value through the context applied by the inclusion of a standard structure and methodologies from the asset management field. The result of this thesis is the determination of the extent to which geographic data can be considered an asset, what asset management strategies are applicable to geographic data, and what are the requirements for geographic data asset management systems.

Book excerpt: Water system information has traditionally been represented on physical map sheets, map books, ledger books and index cards. Because of the level of detail required, a water system map could be hundreds or thousands of pages long. The map, ledger books and index cards can be extremely unwieldy and present difficulty in trying to find specific information. A Geographic Information System (GIS) is a computer mapping and analysis system that allows features to be displayed graphically in layers using a coordinate system and linked to attribute data. By linking information electronically, data can be sorted, combined, and analyzed in ways that would have been impossible previously. This thesis illustrates the potential usefulness of a GIS applied to manage the assets of a water distribution system, with specific application to the City of Youngstown Water Distribution System. The downtown area of Youngstown, Ohio was chosen for a pilot study. Geodatabase layers and attribute tables were developed for water lines and hydrants. Several applications of the GIS for distribution system maintenance were demonstrated. The ability to obtain global position system (GPS) coordinates and to incorporate into the GIS was also shown to be possible. This study shows that, using existing personnel and available technology, a GIS can be implemented for asset management at the daily operations level and also at the budgeting and planning level. The initial cost for equipment totals $48,000 and can be implemented for daily operations immediately with no increase in personnel costs with a project payback time of 50 weeks.

The research team’s two-part survey effort gathered information about the use of GIS mobile technology by Minnesota local agencies. A review of selected mobile technologies highlighted the specific tasks and functionality the technology provided to assist with an agency’s asset-management program. Using this information and the results of extensive interviews with selected local agencies, the research team developed three case studies that offer recommendations for agencies at different stages in the use of GIS for asset management: Case Study 1: Getting Started. Book excerpt: Geographic Information Systems (GIS) have become a crucial component used by many industries and academic studies to help solve problems involving spatial data. Technologies and research related to GIS has advanced drastically for the past few decades to meet the increasing demands for GIS. One field of GIS that has gained more recent attention is indoor GIS (e.g., indoor positioning, navigation, and space modeling). However, the usage of indoor GIS as a management tool has largely been ignored except for a few proprietary software packages available commercially. Traditional and proprietary GIS, in the past, faced several criticisms such as i) the increasing skill level gap between the ever-growing sophistication of software and the users, and ii) the lack of interoperability with other system. A potential solution that addresses the above issues is to utilize open standards (specifications regarding data format and interface standards) and open source software packages (free for anyone to download, modify, and publish) to customize simplified GIS applications for the specific purposes of the system. In addition, GIS applications can be designed to use web browsers as clients to efficiently disseminate data to their intended audiences using the internet. The focus of this graduate project is to create an enterprise-level (multi-user) indoor GIS application for asset mapping and management using open standards and OSS. The application utilizes web browsers as clients and allow authorized users to send requests to a remote server to perform CRUD (create, read, update, and delete) operations on assets (any physical entity that can be tracked, maintained, managed, etc.). The backend of the application uses PHP to control the communication between the client and the server components (NGINX, PostgreSQL/PostGIS, and GeoServer), while the front-end of the application employs JavaScript (with JQuery and Leaflet) to provide the behavior and interactive functionalities of the interface. The resulting application can be accessed at the URL https://cartographicmedia.ddns.net/indoor_assets.

Book excerpt: Currently, the U.S. Army Corps of Engineers relies primarily on hard-copy paper maps and documents to manage real estate assets. It is now widely understood that real estate data are fundamentally geospatial and that there is great advantage to managing and maintaining cadastral information in a geographic information system (GIS). In order to provide the data in a geographic format, the existing spatial hard copy and digital data must be converted into an appropriate format. The most common methods to convert existing spatial data to a GIS include using Coordinate Geometry (COGO) with paper maps and survey documents, converting computer-aided drafting drawings; digitizing hard-copy maps; and scanning hardcopy maps and then using heads up digitizing or automated vectorization. These methods are discussed in this report. Four Corps District Offices have provided examples of their spatial data conversion methods.
