Book excerpt: Research shows that gang members are responsible for disproportionate levels of institutional misconduct in the United States' prisons and jails. Despite intense efforts to reduce the negative influence of these groups they are still on the rise in several states and they represent a significant management problem. For this study, six criminal justice professionals were interviewed to get their perspectives on the gang problem. A purposive sampling approach was employed and officials from the Federal Bureau of Prisons, California, Connecticut, New York City and State Departments of Correction, and a Defense Lawyer from Texas were chosen for the study. The study bases its analysis on the theories of labeling, self-fulfilling prophecy, and differential association. The main focus was to examine the importance of obtaining legitimacy of prison management in order to manage the gang inmate population. The study shows that the way prison officials obtain acceptance of their authority is by being fair, firm, and consistent. Indeed, suppression based management strategies conflict with the legitimacy ideal and will consequently cause inmates to defy prison officials' authority. Safety is an important factor and it was found that overcrowded facilities jeopardize inmates' safety because it becomes harder for correctional officers to oversee inmate activities. Finally, a large of part of the gang problem originates in the streets, which means that it is of great importance that general policies will address the core issues of high crime- and high gang density neighborhoods in order to reduce the gang problem in the correctional facilities.

Book excerpt: This book examines the rise and proliferation of 'Supermaxes', large prisons dedicated to holding prisoners in prolonged and strict solitary confinement, in the United States since the late 1980s. Drawing on unique access to two Supermax prisons and on in-depth interviews with prison officials, prison architects, current and former prisoners, mental health professionals, penal, legal, and human rights experts, it provides a holistic view of the theory, practice and consequences of these prisons. Given the historic uses of solitary confinement, the book also traces continuities and discontinuities in its use on both sides of the Atlantic over the last two centuries. It argues that rather than being an entirely 'new' form of imprisonment, Supermax prisons draw on principles of architecture, surveillance and control which were set out in the early 19th century but which are now enhanced by the most advanced technologies available to current day prison planners and administrators. It asks why a form of confinement which had been discredited in the past is now proposed as the best solution for dealing with 'difficult', 'dangerous' or 'disruptive' prisoners, and assesses the true costs of Supermax confinement.
