This book was released on 2020-01-01 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: About the publication This book addresses poverty, one of the important issues confronting Africa, from a multi-disciplinary approach. With contributions from eminent scholars from diverse backgrounds, the book explores poverty from a human rights perspective. Its central message is that poverty is not necessarily a failure on the part of an individual, but rather caused by the actions or inactions of governments, which are often exacerbated by structural inequalities in many African societies. This in turn requires a more pragmatic approach grounded in respect for human rights. Exploring the link between poverty and human rights in Africa will be useful to researchers, policymakers, students, activists and others interested in addressing poverty. Book excerpt: The sustainability of the livelihoods of the poor in low- and middle-income countries is compromised by corruption in the delivery of infrastructure services. Such services include water supply, sanitation, drainage, the provision of access roads and paving, transport, solid waste management, street lighting and community buildings. For this reason, The Water, Engineering Development Centre, (WEDC) at Loughborough University in the UK is conducting research into anti-corruption initiatives in this area of infrastructure services delivery. This series of reports has been produced as part of a project entitled Accountability Arrangements to Combat Corruption, which was initially funded by the Department for International Development (DFID) of the British Government. The purpose of the work is to improve governance through the use of accountability arrangements to combat corruption in the delivery of infrastructure services. These findings, reviews, country case studies, case surveys and practical tools provide evidence of how anti-corruption initiatives in infrastructure delivery can contribute to the improvement of the lives of the urban poor. The main objective of the research is the analysis of corruption in infrastructure delivery. This includes a review of accountability initiatives in infrastructure delivery and the nature of the impact of greater accountability.

The study was conducted by the Institute of Policy Studies at John Hopkins University in the United States and the Graduate School of Public and Development Management (P&DM) at the University of the Witwatersrand in South Africa. An agreement between these institutions five years ago led to the launch of the South African Non-Profit Sector Study at P&DM, in association with an international comparative study based at the Center for Nonprofit Studies at Johns Hopkins University. The intention was to produce information on the entire South African non-profit sector following a standard format which would allow comparisons to be made with the non-profit sectors of other countries.

Available in PDF, EPUB and Kindle. Book excerpt: Corruption in the provision of social grants has long been a vexing issue in South Africa. Efforts by the State to grapple with the problem commenced in the late 1980s. However it was not until early 2005 that the most aggressive anti-corruption efforts began when the Department of Social Development appointed the Special Investigating Unit, a state anti-corruption agency, to clean up the country's national social assistance system and identify fraudulent grant recipients. The campaign has been widely publicised and its achievements have drawn positive reports in the media. This monograph takes a critical reassessment of the campaign and highlights some of the interventions that can be improved upon. It is argued that ultimately the problem is not only about how to prevent illegal access to the social assistance system, but also about how to fully incorporate those unduly excluded from it. It may therefore be pertinent for the government to prioritise more holistic governance reforms which go beyond the necessary but possibly inadequate anti-fraud and anti-corruption initiatives.

Available in PDF, EPUB and Kindle. Book excerpt: In most countries, parliament has the constitutional mandate to both oversee and hold government to account. In light of the increased focus on good governance, academics and legislative strengthening practitioners are re-examining parliament's oversight function with a view to increasing public financial accountability, curbing corruption, and contributing to poverty reduction. This volume brings together research from many different perspectives and many different legislative settings worldwide. As the country case studies in section III demonstrate, the accountability mechanisms or oversight tools available to the legislature vary based on constitutionally defined powers of the legislature, institutional arrangements between the branches of government, divisions of authority between national, regional, and local governments, the degree of legitimacy conferred on the legislature, and the resources available to it. The budget process provides critical opportunities. Section II of this volume is devoted to examining budget oversight from the formulation and approval of the budget, to implementation and the ex post examination of the public accounts. Special attention is also paid to mechanisms to assist parliaments such as Public Accounts Committees and independent parliamentary budget offices. This title will be of interest to parliamentarians and parliamentary staff, legislative strengthening practitioners, and students of legislative development.

Book excerpt: "The UN's Millennium Development Target to improve the lives of 100 million 'slum' dwellers has been inappropriately communicated as a target to free cities of slums. ... [The book] traces the proliferation of this misunderstanding across several African countries, and explains how current urban policy ... encourages this interpretation. The cases it presents cover a range of conflicts between poor urban residents and the local and national authorities that seek to curtail their 'right to the city'."--Back cover.
