Book excerpt: The Information Sciences Division of the International Development Research Centre (IDRC), assists developing countries to develop and run appropriate information systems through the funding of projects negotiated with recipient institutions. One of the issues of importance to the Division has been the development of human resources, in particular within projects, in order to ensure the permanent strengthening of indigenous capabilities to carry out activities after the project has ended. To date however, the issue of project management has received little attention from the point of view of training. This meeting therefore, sought to increase project management capacity and identify the weaknesses and gaps in knowledge required for better running of the projects. It also aimed to review the broad scope of STI projects and to lay the groundwork for greater mutual sharing of information, collaboration and cooperation amongst project managers. This document discusses the project management process, the project and its relationship with the IDRC, project management needs, project sustainability, and financial administration. A profile of STI projects is included.

Considering that most development institutions and governments are currently attempting to integrate ICTs into their practices, it is an opportune time to reflect on the research findings that have emerged from IDRC’s work and research in this area. “Connecting ICTs to Development” discusses programmatic investments made by IDRC in a wide variety of areas related to ICTs, including infrastructure, access, regulations, health, governance, education, livelihoods, social inclusion, technical innovation, intellectual property rights and evaluation. Each chapter in this book analyzes the ways in which research findings from IDRC-supported projects have contributed to an evolution of thinking, and discusses successes and challenges in using ICTs as tools to address development issues. Book excerpt: The book focuses on the International Development Research Centre as a unique institution that has funded research in the developing South—research proposed and undertaken by Southern researchers—and how, as a result, it has had tremendous impact despite a relatively small budget. The IDRC is much better known in the developing South than in Canada; in many of the roughly 150 countries in which it has provided research funding it has contributed to creating a very positive image of Canada. The centre’s arms-length relationship with Canadian government assistance provides it with enormous freedom and flexibility—it was established in 1970 with its own act under the Trudeau government. The IDRC board is one-half international and one-half Canadian and is the only governmental agency in the world that has this structure, giving them unique insight into Southern development issues. One of the IDRC’s founding principles was its insistence on having Southern researchers decide which projects would be put forward for possible funding, and much care has been taken to avoid “research imperialism” or “colonialism.” An analysis of the path less travelled, but which IDRC found amenable, is fundamental to this history of the centre, and the book highlights the decisions, ideas, and practices that flow from this basic premise.

Bamboo is perfectly suited to agro forestry as a woody grass. Bamboo has been exploited from natural stands from time immemorial. Bamboo is increasingly being cultivated like other agricultural crops, that is, in professionally managed plantations. The growth of industries utilizing bamboo requires the sustainable cultivation and management of bamboo resources. India is blessed with very rich bamboo resources. Bamboo can play an important role in raising forest cover and a major role in stabilization of the environmental problems. The annual yield in tonnes/ha depends on the environment as well as the species. It is estimated that almost 25% of the biomass in the tropics and 20% in the subtropics, come from bamboo. The cultivation of bamboo as a wood substitute helps to offset depletion of the rain forest. Its rapid growth ensures an effective reconstruction of damaged eco systems. Bamboo is one of many sustainable non wood resources that can generate income for a large forest dependent rural population and it needs to take further steps to realize its full potential. In India, the North East has the largest stock and diversity of bamboos. Though India has the largest area under bamboo, the yield per hectare is very low compared to other countries. Bamboo plantation rising should be encouraged & promoted due to their high value, productivity, uniformity of crop, choice of species linked to peoples’ need and industrial need. Bamboo forest constitutes about 13% of the total forest area of the country. About 50% of bamboo produced in India grows in North Eastern region and West Bengal. India has the second largest bamboo reserves in the world after China.
