Book excerpt: Food security, one of the basic human rights, seems to be ever eluding the people of sub-Saharan Africa. With each occurrence of crop failure, agriculturalists around the world reawaken to the challenge of ensuring sta ble, adequate food production in the tropical African environments. The International Fertilizer Development Center (IFDC), with its mandate of alleviating food shortages through judicial use of fertilizers, formulated a program to study fertilizer use strategies for sub-Saharan Africa. With gener ous financial assistance from the International Fund for Agricultural Devel opment (IFAD), IFDC, in collaboration with the International Crop Re search Institute for the Semi-Arid Tropics (ICRISAT) and the International Institute for Tropical Agriculture (IIT A), initiated a research project aimed at assessing means to remedy soil nutrient deficiencies that constrain food production in the humid, subhumid, and semiarid tropics of Africa. The results of this project were summarized during a workshop held in Togo, March 25-28, 1985; the proceedings of that meetings are found in this vol ume. The project established collaboration with numerous national programs that were responsible for much of the data collection. The data presented in Chapters 6 and 9 include much of this information. Legumes are an important source of nutrition to both humans and livestock by providing the much needed protein, minerals, fibre and vitamins. The sale of legumes seed, leaves and fibre generates income for the marginalized communities especially women. Cultivation of legumes is essential for the regeneration of nutrient-deficient soils. By biologically fixing nitrogen (BNF) in the soil, legumes provide a relatively low-cost method of replacing otherwise expensive inorganic nitrogen in the soil. This enhances soil fertility and boosts subsequent cereal crop yields. Production of legumes in SSA is however; hampered by a number of constraints among them low and declining soil fertility, low soil pH, high salinity, drought and flooding, poor access to improved germplasm, diseases, pests and weeds. Farmers need to learn how to overcome these constraints if the full benefits of legumes are to be gained. This book presents a synthesis of research work on legumes and draws attention to the importance of legumes in integrated soil fertility management (ISFM) and poverty alleviation in SSA.

Book excerpt: Lack of accurate information about soil nutrient requirements coupled with limited access to appropriate fertilizers could lead to mismatch between soil nutrient requirements and fertilizer applications. Such anomalies and mismatches are likely to have important implications for agricultural productivity. In this paper we use experimental (spectral soil analysis) data from Ethiopia to examine farmers’ response to soil nutrient deficiencies and its implications for yield responses. We find that farmers’ response to macronutrient (nitrogen and phosphorus) deficiencies is not always consistent with agronomic recommendations. For instance, we find that farmers in our sample are applying nitrogen fertilizers to soils lacking phosphorus, potentially due to lack of information on soil nutrient deficiencies or lack of access to appropriate fertilizers in rural markets. On the other hand, farmers respond to perceivably poor-quality soils and acidic soils by applying higher amount of nitrogen and phosphorus fertilizers per unit of land. We further show that such mismatches between fertilizer applications and soil macronutrient requirements are potentially yield-reducing. Those farmers matching their soil nutrient requirements and fertilizer application are likely to enjoy additional yield gains and the vice versa. Marginal yield responses associated with nitrogen (phosphorus) application increases with soil nitrogen (phosphorus) deficiency. Similarly, we find that farmers’ response to acidic soils is not yield-enhancing. These findings suggest that such mismatches may explain heterogeneities in marginal returns to chemical fertilizers and the observed low adoption rates of chemical fertilizers in sub-Saharan Africa. As such, these findings have important implications for improving input management practices and fertilizer diffusion strategies.

The legacy is that most of the parent materials of the soils of tropical Africa are old, highly weathered and devoid of bases and phosphate-bearing minerals. Traditional farming systems which were relatively stable and sustainable relied on long fallow periods after one to two years of cropping to maintain the productive capacity of the soils. In recent times and especially in densely populated areas, a sizeable class of 'landless' farmers have begun to cultivate marginal lands or to invade the 'forest reserves' thereby exacerbating the problems of land and environ mental degradation. of soil fertility that will facilitate the production of adequate quantities of the principle Maintaining a level staples has become a major challenge to agricultural scientists in tropical Africa. To increase the nutrient supplying power of soils requires the inputs of fertilizers. These can be organic or inorganic. The efficiency with which these externally supplied inputs can increase agricultural production and reduce soil and environmental deterioration is dependent on the ability of scientists to determine the right types and quantities of the products to apply to each soil, crop and cropping system as well as the ability of farmers to acquire requisite farm manage ment skills.

Book excerpt: The purpose of this research was to explore how weather risk affects the value of nitrogen fertilizer use and improved seed variety adoption to Sub-Saharan African (SSA) maize farmers. It contributes to the literature by providing additional broad support for the hypothesis that low rates of fertilizer use and improved seed variety adoption can be attributed to the fact that the SSA landscape is heterogeneous, so fertilizer and improved seed are not always advantageous, especially when considering the potentially high cost to farmers of obtaining fertilizer and improved seed. The analysis finds a synergy between nitrogen fertilizer and improve seed varieties. While the benefits of nitrogen tend to increase overtime without improved seed varieties and the benefits of improved seed varieties tend to decrease overtime without nitrogen, combining the two provides more sustained productivity benefits. Therefore, securing both nitrogen use and improved variety adoption is important for promoting sustained productivity increases across most of SSA. The research also contributes to the literature a methodology for calculating willingness to pay bounds that assess the importance of farmers’ risk tolerances as a barrier to fertilizer use or improved seed variety adoption.
