Book excerpt: ISSUES ADDRESSED BY THIS BOOK This book is the outcome of six years' research undertaken by the author during her PhD programme in the Department of Political Science, University of Abuja. The process of converting the thesis into a book began in December, 2015 and as a result, additional materials have been added to the original materials. The book is in four series comprising 'Conflict in the Niger Delta', 'Militancy in the Niger Delta', 'Conflict in the Niger Delta and Nigeria's External Relations'; and Conflict Resolution and Management in the Niger Delta.' Chapter One which is the introduction highlights the importance of the Niger Delta region to the Nigerian economy. It gives a detailed account of the dynamism witnessed by Nigeria's foreign policy following a boom in the economy in the 1970s as a result of crude oil. Chapter Two provides the conceptual and theoretical basis for the work. Using an eclectic method, a combination of theories (eco-violence, bourgeoisie political economy, frustration-aggression, Primordial-psychological/Ethnic Conflict Theory and linkage theories) is adopted to explain the phenomenon of crisis in the Niger Delta and its impact on Nigeria's international relations. The adoption of several theories is necessitated by the complex nature of crisis in the region. Chapter Three gives an overview of Nigeria from the precolonial, colonial to the post-colonial period. The chapter examines the change from an agrarian economy to an oil-dependent and its implication for the Nigerian economy and polity. The chapter concludes that dependence on oil has resulted in economic and political stability. Chapter Four gives a brief history of the Niger Delta beginning with an overview of the region, including the geographical location, population density, ethnic composition, and living conditions of the people in the region. The chapter will help the reader to appreciate the peculiar nature of the Niger Delta region and how this has contributed to conflict in the area. In Chapter Five, the condition of the Niger Delta region is discussed. The condition of the area to a large extent has been at the heart of the crises that have rocked the region for decades. Decades of oil exploration and negligence on the part of oil companies further compounded the problem of the region through severe environmental problems which have engendered conflict in recent times. Chapter Six gives the historical background to the discovery of oil, joint ventures in the Niger Delta and the switch from an agrarian economy to an oil-dependent economy. In chapter Seven, explorative activities and their impacts on the region and its inhabitants are discussed. The focus here is to show how oil-related activities are responsible for crisis in the Niger Delta. Chapter Eight discusses the causes of crisis in the region with some of the factors identified as resource control, activities of Multinational Oil Companies which cause environmental pollutions, and oppressive legal regimes. The chapter also identifies the role of corrupt Niger Delta in contributing to the crisis while examining the rise of militancy in the region as a consequence of the crisis. Book excerpt: The 1990s heralded waves of spectacular forms of local resistance and globalized protest against oil exploitation and environmental pollution in oil-producing regions of the developing world. One of the most spectacular local uprisings against global oil multinationals was led by the Ogoni people who were protesting against the exploitation and marginalization of oil-producing ethnic minority communities in the Niger Delta region of Nigeria. However, the hanging on November 10, 1995 of nine Ogoni ethnic minority and environmental justice activists, including Ken Saro-Wiwa, only served to exacerbate protests in later years. Within a decade, dozens of locally rooted insurgent groups emerged in the Niger Delta and construed themselves as part of the social movement for ethnic minority rights and environmental justice which dates back to colonial times. However, the trajectory of the revolutionary momentum has changed over time, reflecting a mix of progressive, opportunistic and retrogressive trends. This book provides a critical study of the trajectory of struggles in the Niger Delta since 1995, paying attention to continuities and changes, including recent developments linked to the shift from local resistance, to the rupturing of the Presidential Amnesty peace deal (largely to the Movement for the Emancipation of the Niger Delta) and the resurgence low-intensity sporadic armed militancy—led by the Niger Delta Avengers militia among others. The contributors critically interrogate the nature of the region’s political economy, socio-economic trends and trajectories over the past two decades. This collection also accentuates the lessons learnt, prospects for self-determination, socio-economic and environmental justice and peace in the aftermath of the hanging.

Nigeria is increasingly assuming the center stage within the global community when viewed from the global energy perspective. The Niger Delta region of Nigeria is the treasure base of the country. The region is naturally endowed with oil and gas resources which happen to be the mainstay of the Nigerian economy, accounting for more than 50 per cent of the nation's revenue. However, the availability of the enormous oil and gas resources does not appear to reflect in the infrastructural development and the living standard of the local community populace within the region. There is a steady tussle over the control of oil and gas resources. The ethnic polarization of the delta region has not helped matters in this regard. An intense form of fractionalization within a state often drags along social, cultural, political and economic deprivations with the attendant social inequalities in material well-being. The Niger Delta region of Nigeria typifies the fact that man has not been able to solve his problems and help himself whereas the nugget of truth is sometimes hidden in the coarse grains of paradox. Within the region, the local population appears to be perpetually at the receiving end of a socio-political suspense game. There is a firmly established and unrestrained yearning to acquire wealth, which leads to a constant process of struggle. In this struggle, the more able gain and the less able lose. The ensuing regional distress and the passion for its cure breathe through this book.

The resultant violence can be traced to 1966, when the late Isaac Boro and his colleagues attempted to secede from Nigeria due, in large part, to the underdevelopment of the region. Historical reality aside, since 1970 oil has displaced agriculture as Nigeria’s primary revenue earner and it has, for the last four decades, been the nation’s breadbasket. But in spite of this, the Niger Delta remains vastly underdeveloped and has been given the least federal presence. These deficiencies led to high unemployment, social dislocations, youth restiveness, and extralegalities. It was these realities that bred disaffection with the government and the multinational oil companies and eventually, to violent militancy. Between 2003 and 2009, it also led to low intensity conflict between militant youths and the Nigerian government. In the summer of 2009, however, the Nigerian government extended an offer of presidential pardon (amnesty) to the militants. The amnesty program was intended to bring peace and quiet to the region. However, this has not been the case. In spite of the financial and political resources that have been expended, the region continues on the path of volatility. This book looks at the issue of nationhood, the cause and cost of the crisis, past approaches and current efforts at solving the crisis. In addition, it offers a tenable solution to the decades-old crisis. Furthermore, the case is made that unless there is a fundamental restructuring of the Nigerian state and its governing structure and institutions, the problems of the region—and the larger problems that makes the country such a difficult to place to live in and govern, is likely to continue.
