Book excerpt: This study examined a number of joint service acquisition programs to review the management approaches to joint programs with specific interest toward identifying problem trends, lessons learned and overall effectiveness of management approaches. The study revealed that the economic and political pressures in recent years have resulted in a trend toward more joint service programs. It also revealed that emphasis and policy from OSD is lacking for more effective management of acquisition programs conducted on a joint service basis. Data from study substantiated that significant cost savings can be realized through joint service acquisition programs. However, the realization of these savings is largely dependent on the executive service and participating services' management approach and attitude of the services' senior personnel assigned to the programs. Numerous interviews were conducted with personnel inside and outside the joint service program offices. Many of the views expressed by the interviewees are reported in this study. Revealed from the study data is the need for a more active role by DDR and E and the services for increased emphasis for effective management of joint service acquisition programs. (Author).

Book excerpt: This paper provides a comparative analysis concerning Joint Service Acquisition Programs and the challenges presented when one service is teamed with another service to acquire the same system design or modifications of the same design. The Interim Defense Acquisition Guidebook defines a Joint Program Management Office as any defense acquisition system, subsystem, component, or technology program that involves formal management or funding by more than one Department of Defense Component during any phase of a system's life cycle. This paper evaluates the characteristics of joint programs and the criteria which support the propensity for management, programming, funding, and execution challenges within these programs. A comparative analysis will take into account the political dynamics and rational [sic] for joint programs, as well as the federal policies which stipulate the current climate in support of joint defense procurements. The parameters established by DoD Directive 5000.1, Defense Acquisition, 12 May 2003, clearly states a policy preference for joint development programs over component unique development programs. The defense acquisition community must continue to provide the warfighter with quality systems which take into account compatibility, interoperability, and integration with existing and future systems. Concerns and open questions include: Planning and executing Army joint acquisition programs; Current DoD acquisition system, meeting program challenges in the 21st century; Requirement to acquire viable systems in a joint environment, capable of meeting user needs for often different mission requirement. The analysis addressed recent joint program initiatives and provides insight to current program pitfalls and future challenges concerning joint service acquisition programs. Finally, this paper concludes with recommended solutions concerning future joint program initiatives and insight for program success.

The study revealed that there is a major consensus of opinion that the days of the service unique requirements are limited. There seems to be concern which goes beyond the commonality of the services and that is the commonality of the United States with its NATO allies. The report concludes that joint service programs are a viable alternative to shrinking budgets. Recommendations are made to the Navy to establish and independent command who would speak for the user during the period of requirements generation. There is a further recommendation made to include the Army on the Joint Requirements and Development Committee. (Author).

This report: (1) assessed the extent to which DoD¿s guidance addressed the Act¿s requirements and how the guidance was implemented; and (2) determined the status of actions taken by the military departments pursuant to DoD¿s guidance. The report obtained data on the number of reviews conducted as of Sept. 2009; and analyzed memoranda of 29 acquisitions valued at over $1 billion.

Book excerpt: This report examines a relatively unique approach to Joint Service Program Management of selected materiel acquisitions. The study was conducted by documenting the operations, accomplishments and problems experienced by the DOD Mobile Electric Power Project which was chartered in 1968 to manage the mobile electric power program for all four Military Departments. The Mobile Electric Power Project was then compared with two similar projects to determine the validity of this approach to project management. The other two programs were the DOD Aircraft Ground Fire Suppression and Rescue Project, chartered in 1968 and the DOD Surface Container-Supported Distribution Systems Development Project, established in 1971. Of the three projects studied, only the Mobile Electric Power Project has achieved a significant level of success. One of the other projects was terminated 30 June 1975 and the other is currently being phased-out. The report addresses some of the reasons for the limited success of these last two projects and documents lessons learned. Implications for future use of this approach are also included.

Book excerpt: The panel was tasked to examine past and present joint Service acquisitions and ascertain why some joint efforts succeeded while others failed. They were also tasked to recommend management changes to increase the motivation for Service support of joint programs and to improve the effectiveness of joint acquisition programs. This study is very important since there are increasing requirements for combining Service capabilities effectively, as well as the long established need to reduce redundant acquisition efforts among the Services. This report concludes that problems in joint programs are most often caused by a failure of the Services to agree on requirements; 'forced marriages' without this agreement; ad hoc environments in which joint programs are often established; and differing or shifting Service priorities during the development of joint programs. It also concluded that a formal, institutionalized process needs to be established to evaluate requirements, technology, programs, and issues to properly identify joint Service candidates.
