The author concludes that commercialization is the key to road maintenance reform: bring roads into the marketplace, put them on a fee-for-service basis, and manage them like a business instead of a bureaucracy.Commercialization requires four complementary reforms: - Ownership--involve road users in management to win public support for more road spending- Financing--secure an adequate and stable flow of funds - Responsibility--identify all those involved in the operation and clarify the responsibilities of each - Management--introduce sound business practices and strengthen managerial accountability.The RMI, launched by the United Nations Economic Commission for Africa and the World Bank, has spent the past six years working with African countries to identify the underlying causes of poor road maintenance policies and develop an agenda for reforming them. The initiative attempts to put the management and financing of roads on a sustainable long-term basis.

During the 1990s, bad government decision-making resulted in the U.S. Interstate Highway System growing by only one seventh the rate of traffic growth. The poor maintenance of existing roads is another concern. In cities around the world, highly political and wasteful government decision-making has led to excessive traffic congestion that has created long commutes, reduced safety, and caused loss of leisure time.Street Smart examines the privatization of roads in theory and in practice. The authors see at least four possible roles for private companies, beyond the well-known one of working under contract to design, build, or maintain governmentally provided roads. These include testing and licensing vehicles and drivers; management of government-owned facilities; franchising; and outright private ownership. Two chapters describe the history of private roads in the United Kingdom and the United States. Contemporary examples are provided of road pricing, privatizing, and contracting out are evident in environs as diverse as Singapore, Southern California, and Scandinavia, and cities as different as Bergen, Norway, and London, England. Book excerpt: Road transport is the dominant mode of transport in sub-Saharan Africa, carrying close to 90 percent of the region's passenger and freight transport, and providing the only access to rural communities where over 70 percent of Africans live. Despite their importance, most of the region's nearly 2 million km of roads are poorly managed and badly maintained. By 1990, nearly a third of the $150 billion invested in roads had been eroded through lack of maintenance. To restore only those roads that are economically justified and prevent further deteriorations will require annual expenditures of at least $1.5 billion over the next ten years, or more than double the requirements of regular maintenance. To find sustainable solutions to these problems, the United Nations Economic Commission for Africa (UNECA) and the World Bank launched the Road Maintenance Initiative (RMI) as part of the sub-Saharan Africa Transport Policy Program (SSATP). With support from a number of bilateral donors, the Initiative has spent the last six years working with African countries to identify the causes of poor road maintenance policies and to develop an agency for reforming them. The key concept to emerge from the debate on how to strengthen financing and management of roads is commercialiation: bring roads into the marketplace and put them on a fee for service basis. However, since roads are and will largely remain a public monopoly, commercialization requires complementary reforms.

Book excerpt: In the past, Road Funds have been criticized as inconsistent with effective expenditure control, as distorting the allocation of public sector resources, and as incompatible with efficient management of government resources. This paper considers whether there is a case for a more benevolent view of the new “second generation” dedicated Road Funds, which have emerged in recent years. The paper concludes that, where a Road Fund pursues a genuine purchasing agency approach, then in principle it can be an efficient means of delivering road maintenance and, perhaps road capital expenditures. But a formidable list of institutional and financial requirements would have to be satisfied for a dedicated Road Fund to be appropriate. These conditions are more likely to be satisfied in developed economies, with efficient budgetary systems already in place. In many developing countries, the better solution may be to reform overall budget institutions, procedures and practices. But if the institutional and financial requirements for an efficient fund can be met, a Road Fund may be appropriate. The question is just how often the right conditions will arise.

But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

This review tracks the poverty alleviation objective of rural infrastructure projects using three criteria: 1. whether poverty was an explicit criterion in the selection of specific sub-projects; 2. whether poverty was addressed in the pricing of rural infrastructure services; and 3. whether poverty was addressed through the creation of employment.
