And yet, Malthus showed no less concern than Adam Smith for the labouring poor. In order to make full sense of such expression of concern and to appraise their relevance in Malthus’s work, we need to know what moral philosophy, what view of natural science, and what view of the "moral and political science" Malthus endorsed. This book reconstructs Malthus’s meta-ethics, his normative ethics and his applied ethics on such topics as population, poverty, sexuality and war and slavery. They show how Malthus’s understanding of his own population theory and political economy was that of sub-disciplines of moral and political philosophy. Empirical enquiries required in order to be able to pronounce justified value judgments on such matters as the Poor Laws. But Malthus’s population theory and political economy were no value-free science and his non-utilitarian policy advice resulted from his overall system of ideas and was explicitly based on a set of familiar moral assumptions. It is mistaken to claim that Malthus’s explanation of disharmony by reference to Divine Wisdom is extraneous to analysis and without influence on the theory of policy; it is true instead that theological consequentialist considerations were appealed to in order to provide a justification for received moral rules, but these were meant to justify a rather traditional normative ethics, quite far from Benthamite ‘new morality’.

Book excerpt: Around 1796, Mr. Malthus, an English gentleman, had finished reading a book that confidently predicted human life would continue to grow richer, more comfortable and more secure, and that nothing could stop the march of progress. He discussed this theme with his son, Thomas, and Thomas ardently disagreed with both his father and the book he had been reading, along with the entire idea of unending human progress. Mr. Malthus suggested that he write down his objections so that they could discuss them point-by-point. Not long after, Thomas returned with a rather long essay. His father was so impressed that he urged his son to have it published. And so, in 1798, appeared An Essay on Population, by British political economist and demographer THOMAS ROBERT MALTHUS (1766-1834). Though it was attacked at the time and ridiculed for many years afterward, it has remained one of the most influential works in the English language on the general checks and balances of the world's population and its necessary control. This is a replica of the 1826 sixth edition. Volume 2 includes: Book III: "Of the Different Systems, Which Have Been Proposed or Have Prevailed in Society, As They Affect the Evils Arising from The Principle of Population" and Book IV: "Of our future Prospects respecting the Removal or Mitigation of the Evils arising from the Principle of Population."

Life extension—slowing or halting human aging—is now being taken seriously by many scientists. Although no techniques to slow human aging yet exist, researchers have successfully slowed aging in yeast, mice, and fruit flies, and have determined that humans share aging-related genes with these species. In New Methuselahs, John Davis offers a philosophical discussion of the ethical issues raised by the possibility of human life extension. Why consider these issues now, before human life extension is a reality? Davis points out that, even today, we are making policy and funding decisions about human life extension research that have ethical implications. With New Methuselahs, he provides a comprehensive guide to these issues, offering policy recommendations and a qualified defense of life extension. After an overview of the ethics and science of life extension, Davis considers such issues as the desirability of extended life; whether refusing extended life is a form of suicide; the Malthusian threat of overpopulation; equal access to life extension; and life extension and the right against harm. In the end, Davis sides neither with those who argue that there are no moral objections to life enhancement nor with those who argue that the moral objections are so strong that we should never develop it. Davis argues that life extension is, on balance, a good thing and that we should fund life extension research aggressively, and he proposes a feasible and just policy for preventing an overpopulation crisis.

In a bold move, Piers J. Hale contends that this focus on Malthus and his effect on Darwin’s evolutionary thought neglects a strong anti-Malthusian tradition in English intellectual life, one that not only predated the 1859 publication of the Origin of Species but also persisted throughout the Victorian period until World War I. Political Descent reveals that two evolutionary and political traditions developed in England in the wake of the 1832 Reform Act: one Malthusian, the other decidedly anti-Malthusian and owing much to the ideas of the French naturalist Jean Baptiste Lamarck. These two traditions, Hale shows, developed in a context of mutual hostility, debate, and refutation. Participants disagreed not only about evolutionary processes but also on broader questions regarding the kind of creature our evolution had made us and in what kind of society we ought therefore to live. Global Population traces the idea of a world population problem as it evolved from the 1920s through the 1960s. The growth and distribution of the human population over the planet's surface came deeply to shape the characterization of "civilizations" with different standards of living. It forged the very ideas of development, demographically defined three worlds, and, for some, an aspirational "one world." Drawing on international conference transcripts and personal and organizational archives, this book reconstructs the twentieth-century population problem in terms of migration, colonial expansion, globalization, and world food plans. Population was a problem in which international relations and intimate relations were one. Global Population ultimately shows how a geopolitical problem about sovereignty over land morphed into a biopolitical solution, entailing sovereignty over one's person.
