Book excerpt: Mali has made progress in reducing macroeconomic imbalances, improving the competitiveness of the economy, and alleviating economic distortions under the Poverty Reduction and Growth Facility (PRGF) Arrangement. Executive Directors commended this step, and stressed the need to maintain fiscal and monetary policies, and accelerate structural reforms. They noted that the Malian economy suffered from trade losses and difficulties in the cotton and electricity sectors, and urged to take necessary actions. They appreciated the authorities' commitment to the PRGF-supported program, and supported the request for waivers.

Available in PDF, EPUB and Kindle. Book excerpt: The first review of the three-year PRGF arrangement approved on May 2, 2001, has been delayed to give the authorities time to rectify weaknesses in program execution during a four-month consolidation period by meeting specified revenue and expenditure targets set for that period. The medium-term macroeconomic framework underpinning the poverty reduction strategy paper is consistent with that of the initial poverty reduction growth facility (PRGF)-supported program approved. The public enterprise restructuring and privatization program remains a key element of the structural reform agenda.
Book Synopsis The Gambia by : International Monetary Fund
Download or read book The Gambia written by International Monetary Fund and published by International Monetary Fund. This book was released on 2008-10-03 with total page 95 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Gambia’s 2008 Article IV Consultation and Third Review Under the Poverty Reduction and Growth Facility are discussed. A sharp appreciation of the dalasi in 2007 has mitigated the impact of increases in world food and oil prices. The authorities’ response to the continuing rise in these world prices has been measured; while eliminating sales tax on the rise, they have raised other taxes to compensate for the revenue loss. Petroleum product prices have been adjusted to eliminate an implicit subsidy and bring them in line with import costs.

Available in PDF, EPUB and Kindle. Book excerpt: Faced with a tight liquidity situation at the treasury, the government of Senegal has implemented a tight spending regime to avoid a substantial drawing on the statutory advances at the Central Bank of West African States (BCEAO). Weaknesses in accounting for public funds, as well as the delays in structural reforms, have had fiscal repercussions. Credit growth has reflected the financing needs of the agricultural sector and the buildup of arrears in the energy sector. Recent developments have exacerbated the risk concentration problem in the loan portfolio of the local banking system.

Available in PDF, EPUB and Kindle. Book excerpt: This paper focuses on Niger’s 2004 Article IV Consultation, Sixth Review Under the Three-Year Arrangement Under the Poverty Reduction and Growth Facility, and Request for Waiver of Performance Criterion. Niger’s macroeconomic performance has been satisfactory in 2002 and 2003, notwithstanding the adverse impact of the crisis in Côte d’Ivoire and large fluctuations in agricultural output owing to uneven rainfalls. Real GDP growth is estimated to have increased to 5.3 percent in 2003, from 3.0 percent in 2002, owing to a bumper crop made possible by favorable weather conditions.

Available in PDF, EPUB and Kindle. Book excerpt: "The dominant policy response to economic crises over the past four decades has been the introduction of austerity. How has this mix of budget cuts and reforms to downsize the role of the state evolved over time? What affect has it had on social policies and on people's lives? This book examines the activities of the world's leading advocate of austerity: the International Monetary Fund (IMF). This international organization lends to countries facing economic trouble in exchange for the implementation of far-reaching austerity measures. Drawing on new data, the authors reveal that although the precise content of IMF-mandated austerity has changed considerably over time, the organization continues to place a high burden of reform on countries in crisis. These reforms then decrease the availability of important social services, and contribute to rises in income inequality and declines in population health. These findings form the first systematic assessment of how austerity has impacted people's lives and livelihoods around the world. Will such policy mistakes be avoided in the post-pandemic world? The early evidence presented in this book do not raise grounds for optimism. Public expenditure projections reveal that by 2023, 86 out of 189 countries-mostly middle-income ones-will face contractions in government spending compared to their 2010s average, thereby exposing a cumulative total of 2.3 billion people to the socio-economic consequences of budget cuts"--

Available in PDF, EPUB and Kindle. Book excerpt: This paper presents the staff report for the combined Liberia’s 2008 Article IV Consultation and the first review under the Three-Year Arrangement under the Poverty Reduction and Growth Facility. The international community is supporting the Liberian government’s efforts to reform the economy. Increases in international commodity prices have contributed to a significant acceleration in inflation in Liberia, where increases have largely been allowed to pass through to the domestic economy. Liberia has been particularly affected by increases in the price of rice, which accounts for 50 percent of the daily caloric intake of households.
Book Synopsis Coups, Rivals, and the Modern State by : Beth S. Rabinowitz
Download or read book Coups, Rivals, and the Modern State written by Beth S. Rabinowitz and published by Cambridge University Press. This book was released on 2018-03-01 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: State development in Africa is risky, even life-threatening. Heads of state must weigh the advantage of promoting political and economic development against the risk of fortifying dangerous political rivals. This book takes a novel approach to the study of neopatrimonial rule by placing security concerns at the center of state-building. Using quantitative evidence from 44 African countries and in-depth case studies of Ghana and Cote d'Ivoire, Rabinowitz demonstrates that the insecurities of the African state make strategically aligning with rural leaders critical to political success. Leaders who cultivate the goodwill of the countryside are better able to endure sporadic urban unrest, subdue political challengers, minimize ethnic and regional discord, and prevent a military uprising. Such regimes are more likely to build infrastructure needed for economic and political development. In so doing, Rabinowitz upends the long-held assumption that African leaders must cater to urban constituents to secure their rule.

Book Synopsis Chad by : International Monetary Fund. African Dept.
Download or read book Chad written by International Monetary Fund. African Dept. and published by International Monetary Fund. This book was released on 2013-09-09 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper analyzes the effect of an IMF Staff-Monitored Program for Chad to enhance economic development. Weak institutional capacity and governance concerns have limited economic development and donor support in Chad. It is highlighted that the reduction in the nonoil primary deficit envisaged in the 2013 budget appears appropriate, but expenditures linked to the regional security situation and lower than anticipated oil revenues imply large financing needs. There are significant economic and political risks to program implementation,; the regional security situation remains volatile, and the economy is highly dependent on volatile oil revenue.
Book Synopsis Burkina Faso by : International Monetary Fund. African Dept.
Download or read book Burkina Faso written by International Monetary Fund. African Dept. and published by International Monetary Fund. This book was released on 2014-07-21 with total page 99 pages. Available in PDF, EPUB and Kindle. Book excerpt: EXECUTIVE SUMMARY Growth remains robust, despite slight downward revisions. Growth estimates for 2013 and projections for 2014 were revised to 6.6 and 6.8 percent, respectively, reflecting weather and weaker terms of trade. Inflation is around zero, partly due to subsidized food prices. The revised 2013 current account deficit rose to 7 percent of GDP, with a drawdown of imputed reserves. The 2013 fiscal deficit increased to 3.5 percent of GDP, reflecting weaker revenues and spending for subsidies, partly offset by higher grants. In line with 2011 Article IV recommendations, the authorities maintained a prudent fiscal stance, despite numerous shocks, and implemented structural reforms that have improved the resilience of agriculture, especially cotton. Social transfers have been bolstered to ensure the benefits of growth are better distributed. An updated external stability analysis shows that the exchange rate is broadly in line with fundamentals, and an updated joint debt sustainability analysis maintains a “moderate” risk of debt distress. Program performance has been satisfactory. The authorities are requesting a waiver for a non-observance in the performance criterion for net domestic financing at end-December 2013, with most other quantitative targets met and all structural benchmarks for end-January and end-March met. Program targets differ mainly due to higher budget support projections. The 3 percent fiscal deficit target for the medium term macroeconomic framework remains unchanged, although with a higher share of current spending. Policy discussions focused on composition and quality of spending, transfers to public enterprises, and natural resource revenues. The authorities recently submitted a supplemental budget that increases the share of current spending for a higher wage bill and more social and public enterprise transfers, but remains within program targets as a result of spending offsets and higher budget support. The authorities are proposing an audit of large public enterprises to estimate needs for the medium term, and inform reforms to reduce transfer needs. The National Assembly did not approve a new mining taxation code by end-2013 as expected, rather, the draft code was sent back to the authorities for further consideration of investors’ concerns.
