À travers le soutien régulier et fiable aux ménages pauvres et vulnérables et l’appui à l’investissement productif, les interventions ciblées telles que les filets sociaux ont fait la preuve de leur capacité à faire reculer la pauvreté, à renverser les inégalités croissantes et à augmenter la résilience des ménages. Suite à la crise économique mondiale, un nombre croissant de décideurs politiques africains en sont venus à considérer les filets sociaux comme des instruments clés de réduction de la pauvreté et de gestion des risques. L’élan vers la rationalisation de la dépense publique à travers l’utilisation de méthodes plus appropriées de ciblage des ménages pauvres et vulnérables s’accentue. Réduire la pauvreté et investir dans le capital humain : le nouveau rôle des filets sociaux en Afrique examine les objectifs, les caractéristiques, la performance et le financement des filets sociaux mis en oeuvre dans 22 pays d’Afrique subsaharienne et identifie les moyens qui permettront aux différents gouvernements et partenaires techniques et financiers de renforcer les systèmes de filets sociaux afin que ces derniers puissent mieux soutenir les populations pauvres et vulnérables. De façon générale, les auteurs ont constaté que les filets sociaux étaient de plus en plus populaires en Afrique et que la transformation des programmes d’aide alimentaire d’urgence en filets sociaux réguliers et prévisibles s’intensifiait, notamment sous forme de programmes de transferts monétaires ciblés et d’interventions d’argent contre travail. Certains pays africains, principalement le Kenya, le Rwanda et la Tanzanie procèdent actuellement à l’unification de leurs programmes au sein d’un système national. Grâce à la disponibilité d’analyses actualisées des filets sociaux d’Afrique, des résultats encourageants tirés des évaluations d’impact et des possibilités productives offertes par les programmes de transferts monétaires dans les pays africains, les décideurs considèrent maintenant, dans leurs échéanciers de développement, les filets sociaux comme des instruments prioritaires et efficaces de réduction de la pauvreté et de la vulnérabilité.

Both federal and non-governmental organizations alike have been campaigning for debt forgiveness for poor countries. The governments of creditor nations responded to that challenge at a meeting sponsored by the G-7, International Monetary Fund, and World Bank, all of which upgraded debt relief as a policy priority. Their initiatives provided for generous interpretations of these nations' abilities to sustain debt, gave them opportunities to qualify for debt relief more rapidly, and linked debt relief to broader policies of poverty reduction. Despite this, the crisis has only deepened in the first years of the new millennium. This brilliant group of contributions assesses why this has occurred. In plain language, it considers why debt relief has been so long in coming for poor countries. It evaluates the cost of a persistent overhang in debt for those countries. It also examines, head on, whether enhanced debt relief initiatives offer a permanent exit from over-indebtedness, or are merely a short-term respite. Above all, this volume for the first time addresses the issues on the ground: that is, the views and opinions about debt relief on the part of leaders in advanced nations, and the probability of further support for the most impoverished lands. In this approach, the editors and contributors have made an explicit and successful attempt to be inclusive and relevant at all stages of the analysis. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.
