Book excerpt: This study builds a profile of the status of poverty and vulnerability in Malawi. Malawi is a small land-locked country, with one of the highest population densities in Sub-Saharan Africa, and one of the lowest per capita income levels in the world. Almost 90 percent of the population lives in rural areas, and is mostly engaged in smallholder, rain-fed agriculture. Most people are therefore highly vulnerable to annual rainfall volatility. The majority of households cultivate very small landholdings, largely for subsistence. As a result, poverty is pervasive and not merely the situation of the lowest economic groups. Therefore, while this report focuses on the least-well-off sections of the population, the analysis provides valuable information to accelerate wealth creation and economic growth for the whole of Malawi. This synthesis report presents the main findings and policy recommendations stemming from the analysis. Due to the length and detail of this study, the 'full report' presenting the detailed analysis and results underpinning these policy recommendations is available as a separate publication. This report highlights some of the key characteristics and causes of poverty in Malawi, and focuses on the main sources of risk affecting households, namely food insecurity and health shocks. Based on these findings, the report goes on to develop a set of policy recommendations for widely shared growth and poverty reduction, and for enabling the most vulnerable to make a living. Finally, the report also provides recommendations for strengthening the monitoring and evaluation systems of poverty reduction strategies, so that policy makers and Malawian society can better track the effectiveness of the policies pursued, and inform future policy choices.

In recognition of this, the Malawian government has since 2005/06 implemented a large-scale Farm Input Subsidy Program (FISP), which supplies half of smallholder farmers with sufficient fertilizer and maize seeds to satisfy the maize consumption needs of an average-sized family. While the program boosted maize production and lowered maize prices, thus ensuring increased caloric availability at the household level, its effect on overall food consumption, dietary diversity, micronutrient deficiency, and child nutrition is less clear. This study evaluates household expenditure survey data to measure changes in nutrition outcomes between 2004/05 and 2010/11.

According to the World Bank Report on 0́−Malawi Poverty and Vulnerability Assessment Investing in Our Future0́+ June 2006, half of the population live under the poverty line in 2005 and about 22% live in ultra poverty. The highest concentration of the poor is in the southern and Central Region which are the most densely populated. The country has been susceptible to different disasters that affect the food security and threaten the livelihood of the population. Save the Children US works in the Southern Regions. One of the programs implemented by the organization is food security. The food security program aims at providing vulnerable households with food and improves their livelihood by introducing irrigation and diversifying crop production in four districts Mangochi, Dedza, Balaka and Nkhotakota. The target household beneficiaries are those headed by children, taking care of elderly, households caring for orphans, caring for chronically ill, with disabled individuals and landowners. SC provides the irrigation, seeds and fertilizers and the communities have to provide land. The program is mainly funded by CIFF. The program started in 2004 with a total fund of more that $2 million. It succeeded in achieving food security for the beneficiaries but the sustainability becomes questionable.
