It is, however, often used to mean a variety of different things. This book helps to clarify this conceptual muddle by concentrating on one variety of governance-interactive governance. The authors argue that although the state may remain important for many aspects of governing, interactions between state and society represent an important, and perhaps increasingly important, dimension of governance. These interactions may be with social actors such as networks, with market actors or with other governments, but all these forms represent means of governing involving mixtures of state action with the actions of other entities.This book explores thoroughly this meaning of governance, and links it to broader questions of governance. In the process of explicating this dimension of governance the authors also explore some of the more fundamental questions about governance theory. For example, although governance is talked about a great deal political science has done relatively little about how to measure this concept. Likewise, the term multi-level governance has become widely used but its important to understand that idea more fully and see how it functions in the context of interactive forms of governance. The authors also link governance to some very fundamental questions in political science and the social sciences more broadly. How is power exercised in interactive governance? How democratic is interactive governance, and is democratic governance always advanced through transparency?

The contributions to this edited volume examine how state power is being re-articulated but also challenged at sub-national levels in Morocco, Egypt, Jordan, Israel, Lebanon and Turkey. They explore the effects of neoliberal economic and local governance reforms such as decentralization, public-private partnerships, and outsourcing in the area of public service delivery, poverty alleviation, and labor market reforms on local patronage networks, public accountability, and state-society relations. The findings show that such reforms are often subordinated to established patterns of political contestation among actors who seize on the opportunities that reforms offer to advance their political agendas, thereby illustrating the local specificity of ‘actually existing neoliberalisms’. The book thus fills an important knowledge gap by combining public policy and management theories with those on patron-client networks and public accountability at the local level, and situating them within the critical literature on neoliberalism. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU’s relations with its eastern and southern neighbours. It argues that while ‘linkage’ has hitherto failed to produce tangible outcomes, and the success of ‘leverage’ has basically been tied to an EU membership perspective, the ‘governance’ model of democracy promotion bears greater potential beyond the circle of candidate countries. This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU’s most tangible form of democratic governance promotion in the future. They are supposed to epitomize the promise of democratic government and yet invariably find themselves cast as the enemy of every virtue that system seeks to uphold. In the Pacific, "politician" has become a byword for corruption, graft, and misconduct. This was not always the case—the independence generation is still remembered as strong leaders—but today's leaders are commonly associated with malaise and despair. Once heroes of self-determination, politicians are now the targets of donor attempts to institute "good governance," while Fiji's 2006 coup was partly justified on the grounds that they needed "cleaning up." But who are these much-maligned figures? How did they come to arrive in politics? What is it like to be a politician? Why do they enter, stay, and leave? Drawing on more than 110 interviews and other published sources, including autobiographies and biographies, Being Political provides a collective portrait of the region's political elite. This is an insider account of political life in the Pacific as seen through the eyes of those who have done the job. We learn that politics is a messy, unpredictable, and, at times, dirty business that nonetheless inspires service and sacrifice. We come to understand how being a politician has changed since independence and consider what this means for how we think about issues of corruption and misconduct. Book excerpt: Migrants fleeing economic hardship or violence are entitled to a range of protections and rights under domestic and international law, yet they are often denied such protections in practice. In an era of mass migration and restrictive responses, migrant acceptance is often contingent on the expectation that they contribute economically to the host country while remaining politically and socially invisible. These unwritten expectations, which Jeffrey D. Pugh calls the "invisibility bargain", produce a precarious status in which migrants' visible differences or overt political demands on the state may be met with hostile backlash from the host society. In this context, governance networks of state and non-state actors form an institutional web that can provide indirect access to rights, resources, and protection, but simultaneously help migrants avoid negative backlash against visible political activism. The Invisibility Bargain seeks to understand how migrants negotiate their place in receiving societies and adapt innovative strategies to integrate, participate, and access protection. Specifically, the book examines Ecuador, the largest recipient of refugees in Latin America, and assesses how it achieved migrant human security gains despite weak state presence in peripheral areas. Pugh deploys evidence from 15 months of fieldwork spanning ten years in Ecuador, including 170 interviews, an original survey of Colombian migrants in six provinces, network analysis, and discourse analysis of hundreds of presidential speeches and news media articles. He argues that localities with more dense networks composed of more diverse actors tend to produce greater human security for migrants and their neighbors. The book challenges the conventional understanding of migration and security, providing a new approach to the negotiation of authority between state and society. By examining the informal pathways to human security, Pugh dismantles the false dichotomy between international and national politics, and exposes the micro politics of institutional innovation.
