Turning away from the all-encompassing emphasis on revolutionary struggle and ideological transformation that characterized the last years of the Maoist era, China's leaders under Deng Xiaoping have initiated dramatic new reform and development policies. In original essays, the contributors, all senior specialists on contemporary China, analyze the reasons for the new policies, the nature and impact of the changes now occurring, and the prospects for a continuation of these policies in the future. Specifically, they examine the Chinese polity as a "consultative authoritarian" system, the farreaching changes in China's agriculture, important shifts in foreign economic relations, the gradual modernization policy pursued by its military leaders, the relaxation of controls on cultural life, and the possibility that current social policies may well increase equality rather than inequality in Chinese society. The authors conclude that it is too early to judge the eventual, long-term outcome of current reforms, which they believe grew out of the political crises and chronic economic problems that afflicted China in the late 1960s and early 1970s. Although they see some opposition and built-in limits to reform, on balance they foresee strong support for continued reform and believe it will be difficult for future leaders to reverse course.

Book excerpt: To help the U.S. Air Force assess the resources the government of the People's Republic of China is likely to spend on its military over the next two decades, this study projects future growth in Chinese government expenditures as a whole and the military in particular, evaluates the current and likely future capabilities of China's defense industries, and compares likely future Chinese expenditures on defense with recent expenditures by the United States and the U.S. Air Force. Although economic growth in China is destined to slow, output will still triple by 2025. In addition, government reforms hold the promise of improving the weak performance of China's defense industries. Although the researchers' high-end forecast of military expenditures is based on the assumption that the Chinese government would be able to spend 5.0 percent of GDP on defense, they believe that pressures within China to increase social spending on health care, pensions, education, and the environment, coupled with the costs of paying the Chinese government's liabilities, make it more likely that military spending will not rise above 2.3 percent of GDP. Using a combination of projected market and purchasing power parity exchange rates, the authors forecast that Chinese military spending is likely to rise from an estimated $69 billion in 2003 to $185 billion by 2025-approximately 61 percent of what the Department of Defense spent in 2003.

The first, a workshop on “The Pursuit of Interest in China,” was held in August 1977 at the University of Michigan, and was organized by Michel Oksenberg and Richard Baum. It was supported by a grant from the Joint Committee on Contemporary China of the Social Science Research Council and the American Council of Learned Societies, using funds provided by the Andrew Mellon Foundation. Its principal goal was to use detailed case studies to explore the relevance of interest group approaches to the study of Chinese politics. The second, a panel organized by the editor for the 1978 Chicago meeting of the Association of Asian Studies, sought to apply participatory approaches to the role of social groups in the Chinese political process. The striking degree of overlap in the focus, methodology, and participants in both meetings suggested to a number of the paper writers that there was a need for a more eclectic approach which would focus simultaneously on individual and group actors. The recognition that a volume based on such an approach might serve the needs of students and scholars seeking to examine the dynamics of informal influence and power in China was the stimulus for publishing the studies presented here in book form. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.
