Book excerpt: Inscrite depuis une vingtaine d’années à l’ordre du jour de la plupart des grandes rencontres internationales, la question du blanchiment reste toutefois encore assez méconnue du grand public. Elle est également relativement peu étudiée par la Science politique et les Relations internationales. On peut, au mieux n’en avoir qu’une connaissance partielle et une compréhension indirecte. Pourtant, en dépit des incertitudes qui peuvent encore peser sur la compréhension de la dangerosité du phénomène, le blanchiment d’argent est unanimement considéré comme une menace sérieuse sur l’économie mondiale et les démocraties parmi les plus établies. Ceci est d’autant plus marqué que l’internationalisation des échanges, l’accès à de nouvelles technologies de la communication ou encore la mise en réseau de systèmes bancaires ont créé de nouvelles opportunités pour les activités délictueuses. La mise en évidence d’une telle menace a conduit de nombreux Etats à tenter de mettre en place une lutte efficace et coordonnée. C’est précisément cette question du rôle des Etats dans la lutte contre le blanchiment qui est au cœur de notre travail de recherche. La mobilisation internationale contre le blanchiment d’argent a débuté à partir des années 1980, lorsque les instances nationales et internationales ont manifesté leur volonté d’initier des mesures de lutte contre le transfert de capitaux provenant du trafic de stupéfiants.
