The first part tackles debates in moral luck, which are concerned with the assignment of blameworthiness to individuals who are separated only by lucky differences. 'Anti-luckists' think that one who, for example, attempts and succeeds in an assassination and one who attempts and fails are equally blameworthy. This book defends an anti-anti-luckist argument, according to which the successful assassin is more blameworthy than the unsuccessful one. Moreover, the successful assassin is, all things equal, a worse person than the unsuccessful one. The worldly outcomes of our acts can make an all-important difference, not only to how bad our acts can be deemed, but to how bad we are. The second part enters into debates about distributive justice. Lang argues that the attempt to neutralize luck in the distribution of advantages among individuals does not deserve its prominence in political philosophy: the 'luck egalitarian' programme is flawed. A better way forward is to re-invest in John Rawls's 'justice as fairness', which demonstrates a superior way of taming the bad effects of luck and unchosen disadvantage.

Book excerpt: This dissertation considers the place of luck in political life through examination of the political thought of Thucydides, Aristotle, and Machiavelli. I turn to these thinkers because, in my view, they approach the idea of luck from a strongly skeptical, deflationary, and psychological vantage point. By contrast, contemporary political theorists and philosophers often reify the idea of luck as something "out there" in the world-for example, in the literatures on "luck egalitarianism" and "moral luck." These contemporaries have turned to the idea of luck in order to gain leverage on issues of governance, distributive justice, ethical responsibility, and political agency. However, precisely because Thucydides, Aristotle, and Machiavelli offer more conceptually nuanced and psychologically acute reflections on both the idea of luck itself and its role in political life, they offer better resources for clarifying these perennial issues. In particular, for these thinkers, the idea of luck is a piece of "folk wisdom" that arises only because of the limitations of human agency: when agents prove incapable of foreseeing and controlling significant events, then luck is invoked in order to describe what has happened. Yet even if the idea of luck inheres in intellectual beliefs and psychological orientations rather than in the warp and weft of reality itself, these attitudes still play critical roles in political life. Ultimately, I construct a dialogue between Aristotle, Thucydides, and Machiavelli regarding the virtues of both political leaders and ordinary citizens that constitute efficacious political agency in the face of contingency. Practical wisdom (and, to a lesser extent, courage) comes to light as the key virtue at issue because leaders and citizens call upon this virtue in particular when they respond to ostensible good or bad luck.

We use lotteries to place citizens on juries, draft men into armies, assign students to schools, and even on very rare occasions, select lifeboat survivors to be eaten. Lotteries make a great deal of sense in all of these cases, and yet there is something absurd about them. Largely, this is because lottery-based decisions are not based upon reasons. In fact, lotteries actively prevent reason from playing a role in decision making at all. Over the years, people have devoted considerable effort to solving this paradox and thinking about the legitimacy of lotteries as a whole. However, these scholars have mainly focused on lotteries on a case-by-case basis, not as a part of a comprehensive political theory of lotteries. In The Luck of the Draw, Peter Stone surveys the variety of arguments proffered for and against lotteries and argues that they only have one true effect relevant to decision making: the "sanitizing effect" of preventing decisions from being made on the basis of reasons. While this rationale might sound strange to us, Stone contends that in many instances, it is vital that decisions be made without the use of reasons. By developing innovative principles for the use of lottery-based decision making, Stone lays a foundation for understanding when it is--and when it is not--appropriate to draw lots when making political decisions both large and small.
